Corsenside Parish Council Meeting Minutes of the meeting held on Monday the 9th January 2017 At The Bay Horse, West Woodburn at 7.30pm Present: -Councillors:C. Hamilton (Chair),D. Carrington (Vice Chair), P. Bilton, A. Harding , C. Currie, P. Saunders & G. Scott County Councillor: J. Riddle Clerk: K. Traill Guest: L. Speakman – Natural England 1) Apologies for absence: -None 2) Declarations of interest: -Cllr P. Saunders in respect of the Parish Hall Committee. Cllrs A. Harding & C. Currie in respect of the Corsenside Leek & Vegetable Society& Cllr D. Carrington in respect of the Ridsdale Juniors & Seniors. 3) Lydia Speakman – Natural England – Revitalising Redesdale: - L. Speakman explained about the Heritage Lottery bid & how it was being worked on by a group of partners which included Natural England. The funding applied for would be used to protect, enhance & preserve the Redesdale area from Carter Bar to Redesmouth which includes Corsenside. The funding would initially cover a 5 year period. The Heritage Lottery liked the original bid meaning Revitalising Redesdale passed the 1st stage therefore potentially being offered £1.7 million to which partners would make the funding up to £2.4 million. Examples of projects that would be considered are the Ironworks, Fresh Water Mussels, St Cuthbert’s way from Elsdon to Corsenside, grasslands, the Battle of Otterburn etc. LS explained that they would like to work with all local Parish Councils & can help support any relevant projects PC’s would like to put forward as additional funding could be filtered through PC’s. If the bid is successful then all projects will aim to include, where possible, local workers/businesses, schools, students &residence. County Councillor J. Riddle stated that when he was involved with the National Park they were unable to use local businesses as the Public Liability Insurance needed was far too great for local tradesman to afford. LS would consult with colleagues to see if this would be the case for Revitalising Redesdale also. The group including local PC’s representatives meet every 2-3 months with the next meeting taking place on Tuesday the 24th of January. CPC will try to send a representative to the remaining meetings. The final bid will be submitted in July 2017. 4) Opportunities for members of the public to raise issues: County Councillor J. Riddle informed all that he had received various emails from a local resident regarding the speeding traffic through Ridsdale. The resident felt that the 2 speed signs had limited use since traffic heading south had passed through half of the village before triggering the speed sign. The resident asked what could be done. County Councillor J. Riddle had suggested that the resident attend a Parish Council meeting to make Councillors aware of his concerns. Councillor C. Hamilton responded stating that the issue of speeding throughout the Parish had been something CPC had been battling with for many years requesting the change of speed limits, traffic calming measures & more enforcement to be carried out. It is an issue that CPC will continue to pursue. 5) Minutes of the Corsenside Parish Council Meeting held on Monday 5th of December2016: Signed as a true & accurate record. 6) Matters arising from the minutes not dealt with elsewhere on the agenda: -None. 7) County Councillors Report: - County Councillor J. Riddle informed all that 40% of area West’s road budget had been spent within this region & all budgets within NCC are still under pressure. County Councillor JR also went on to state that after attempts to delay it for 18 months, the contract for the new County Hall had now been signed. There appears to be very little support for the new County Hall with many believing that spending £8 million on bringing the old County Hall up to scratch a better option than borrowing money to Page 1 of 3 Signed : …………………………………………….. Date: ………….…………………………………….. build a new one at a cost of £32 million. County Councillor JR discussed the traffic camera scheme stating that NCC pay £140,000/year yet seem to have no say as to where the camera should be located. Cllrs discussed the poor white line markings & cats eyes. KT read out the response that she had received from K. Westerby which stated that inspections are carried out regularly. KT to inform KW that this was not a satisfactory answer, NCC should inspect the roads at night to see the challenges drivers face. County Councillor JR to also bring this up with KW. 8) Notification of any other business for discussion, at the chairman’s discretion, under item 18below; -KT had matters to discuss. 9) Update on adopting & signing of new policies, regulations & risk assessments:- KT informed all that annual asset checks had been carried out with a few minor maintenance issues for the summer months. KT also informed all that she had reviewed the Financial Regulations Policy & therefore asked Councillors to agree on an amount in which they were happy for 2 Councillors to authorise a BACS payment without discussion before the next meeting. Councillors agreed on a £1000 limit. If any payment was needed above this KT would call Councillors to inform them & ask for their approval. KT has also reviewed Corsenside Parish Councils Data Protection Policy. 10) Action point list: - 80. Armstrong St & Whitearce - KT explained that she had looked into the historic action for Whiteacres & informed all that it had been created on the 10th March 2014 when a Councillor had pointed out that Whiteacre may need resurfacing also. Councillors discussed this & felt that currently Whiteacres was satisfactory however would review this again in the future should they believe it to be an issue. Cllr PS stated that the give way lines at the top of Armstrong Street were still missing. KT to query this with NCC. 86. Community Asset Transfer, The Green, West Woodburn – KT explained that she had forwarded on the email of the breakdown of costs from our solicitor to L. Henry of NCC requesting payment towards solicitor fees. LH responded stating that he has now been able to review this matter with colleagues both in Legal Services and in Estate Management who have reviewed their files in detail. They can only identify four emails from our solicitor which are specifically related to chasing up the Council on delay. In the circumstances, they consider that this does not merit any contribution from the County Council in respect of our increased legal costs. Cllrs discussed whether or not to take this matter further & agreed that to do so may end up costing CPC more money. KT to chase the solicitor up for the registration documents. 90. Traffic Calming Measures, West Woodburn – KT informed all that according to NS all the necessary elements of the scheme have been addressed to enable enforcement of the speed limit to take place. This includes vegetation clearance to ensure signs are visible and provision of new signs etc. The southbound entrance to the village has been investigated, and the suggestion from the design team was to consider the re- routing of the field track to a safer location by extending the track into the 30mph, therefore when pedestrians are crossing the road to gain access to or from the field they are within the 30mph limit. Cllr D. Carrington pointed out that she was not sure if NCC meant to do this at their cost or were suggesting it was something CPC look into themselves. It was also noted that land owners had not been consulted. NS of NCC said that he would be happy to conduct another on-site meeting to discuss. KT to arrange a meeting with NS to discuss, once again, all possible traffic calming measures. 11) Parish Hall: -Cllr P. Saunders stated that he had been unable to attend any recent Parish Hall meetings however he hoped to be able to attend the next one. Councillor C. Hamilton informed all that the Parish Hall Page 2 of 3 Signed : …………………………………………….. Date: ………….…………………………………….. Chairman had discussed with him paying rent for the Parish Councils use of the Hall for their monthly meetings. Councillor C. Hamilton explained that the charge to the Parish Council would be £5 per meeting and this would have the important benefit of allowing the Parish Hall Committee to prove usage of the Hall" The Chairman had also stated that as a result of the £750 grant from CPC to the Parish Hall the Committee were able to apply for matched funding therefore potentially opening up the door to more grants. All agreed that £5 rent charge was reasonable. 12) Play Area – West Woodburn: -Cllr C. Hamilton stated that checks were continuing & that CPC would book another jet wash around Spring time to wash away the autumn & winter grime. 13) Wind Power Stations - update & compiling a list of groups & organisations that could apply for a grant.–Cllr A. Harding explained the 2 models that the steering group had come up with at the last meeting. Cllr A. Harding explained the 2 diagrams which lay out 2 possible models regarding the way grant requests would be dealt with. Some Cllrs were concerned that under the proposed model 2, members of the steering group would oversee large amounts of money, this could be a huge responsibility for members who had limited experience of these matters. T. Pender, a member of the steering group, had asked CPC to review the report sent out via CAN. Cllrs discussed what they viewed as important with regards to grant spenditure within Corsenside. 14) Stiddle Hill – Tyre Dumping :- KT informed Cllrs that she had heard back from Paul Turnbull of NCC regarding the tyres at Stiddle Hill.
