Swansea Council learns about cycle-friendly infrastructure FollowinghisvisitinAprilJohnGrimshawreturnedtoSwanseaon19thOctobertogivea seminartoinitiateSwanseaCouncilintheartofmakingourroadsmorecyclefriendly.The venuewasthePenllergaerCouncilofficesandthemeetingwasattendedbyaround40officers mainlyfromTransportandEngineering. ThemeetingtookplaceintheCouncilChamber.Thiswasanidealvenueforthepresentation. MrGrimshaw’soffertotakequestionsandcommentsasthetalkprogressedledtoastrongly interactivesession,enablinghimtoenlargeonvariousimportantdetails. AftershowinghowlittlewecycleintheUKcompar edwithNorthernEuropeanddiscussingtheroleof cyclingintacklingobesityhedealtinsomedetail withinfrastructure.Whatstoodoutformewasthe stressheplacedontheneedforcontinuityofcycle pathsacrossminorjunctions,drawingonexamples acrosstheUKandEurope.Anoutcomeofthe discussiononthiswasthatourCouncilfavourgreen forthecolourofpathsacrossjunctions. ThesharedusepathwhichrunsonthesouthsideofDelaBechStreetandAlexandraRoad hashadacyclelanemarkedonit.Althoughnarrowerthanrecommendeditservestheuseful purposeofmakingitclearthatcyclistsaretobeexpectedonthispath.Alsoitisgoodinthatit curvestomeetthetwostreetsitcrossesatrightanglesthusmakingiteasierforcycliststosee iftheroadisclear.Thelanedoesnothowevercrossthesetworoads−BellevueandPleasant StreetwhichlinkAlexandraRoadwithOrchardStreet−aswewouldlikethemtoandasJohn Grimshawhasrecommended.AtourrecentmeetingwiththeCouncil(seebelow)wefound themsympatheticand,hopefully,inthenottoodistantfutureweshallseecolouredstripstaking thelaneacrossthesetwostreets.Thiswillnotmeanthatcyclistshavepriority,butitwillmake thecrossingsaferasmotoristswillbemoreawareofcyclistsandpedestrians.Thereisa precedentontheTaffTrail:amileNWoftheM4nearTaff’sWell,aredstripcarriesthetrail acrossabusylinktoamainroad. OthernewfeaturesareanewAdvanced StopLine(ASL)adjacenttotheRailway Station,anASLonAlexandraRoadwhere itcrossesOrchardStreetandacycle contraflowonDynevorPlace. Thepicturefeaturesthegreenleadinto theAlexandraRoadASL.(OrchardStreet isofftotheright.)Thewideningofthe roadbythegreenlaneprovidesasafe connectionwiththepavementcyclelane −anexampleofgoodpractice. TheDynevorPlacecontraflowallowscy cliststocyclesouthtowardstheKingsway whereasmotoristscanonlydrivenorth. Our ‘wish list’ prioritised Ata Cycle Forum inJulywepresentedtheCouncilwithafourpagelistofinfrastructure measureswewouldliketoseeimplementedforthebenefitofcyclists.Theserangedfrom detailssuchastheprovisionofwarningsignsatthedangerousNCN4crossingofthebuslane neartheSidingsBridge(thebusandcyclebridgeacrossFabianWay)tomajorprojectssuchas acyclepathacrossClyneCommonlinkingWestCrosswithBishopston.TheCouncilduly calledameetingtoprioritisethislist.Thistookplaceon16 th November. ThiswasanimportantmeetingchairedbyChrisVinestock,thenewHeadofTransportationand Engineering,andattendedbyfourCouncilofficersincludingRobWachowski,theCycling Officer,andtwowho,amongstotherthings,areresponsibleforinfrastructuredesign.NickGuy andDavidNaylorrepresented Wheelrights. Thiswasaverypositivemeetingandinthecourseoflessthantwohourswehadagreedona comprehensivelistofshorttermprioritiesandsomelongerterm.Highlightsincludethe Council’sintentiontoprovidecontinuityatminorjunctionssuchasBellevueandPleasantStreet referredtoabove,aprogrammeofdestinationsigningandASLmarking,andtoproceedwith thenecessarylegalpreliminariestotheconstructionoftheGowertontoKingsbridge ()‘missinglink’.WehaveofferedtohelpidentifylocationsforsigningandASL locations.TheCouncilarealreadyworkingonthe‘missinglink’landownershipissues. ——o0o——

2of8 Gower Cycling Festival (18-25 September 2010) ThisisamajoropportunitytoraisetheprofileofcyclinginSwanseaandtheGower.Swansea Council’stourismdepartmentadviseusthattheabovedateswouldfitwellwiththeirobjectiveof extendingthetouristseasonintoSeptemberandthatthiscouldreleasefunding. Weenvisage1015guidedbikerideswiththreecategoriesof“easy”,“moderate”and “challenging”.MostbutnotalltherideswouldbeintheGower.Somemighthaveathemeand mostwouldincludeapuborcaféstop.Ideasinclude: • VariousGowerridesrangingfromacircuitoverWelshmoorandtheMarshroadinNorth Gower,throughtripsouttothewestwiththepossibilityofvisitingthewestcoast beaches,totheSouthGowerfromwestward. • Acoupleofrides:onetothenorthandwestencompassingtheSwissValleyand Millenniumcoastcyclepaths,andarideupSwanseaValleyreturningroundSwansea Bay • AmountainbikeridealongCefnBrynfinishingatthe Heritage Centre . • ADylanThomas Poems and Pints ridethroughSwanseavisitingkeylocationslinkedto thisfamousSwanseapoet. • AdaytriptoonthenewferrywitharideinNorthDevon. Myvisionistobringtogetheranumberoflocalcyclingandotherorganisations,egCTC, Bikeability(Wales),SwanseaOutdoorGroupandSwanseaCouncil,intoajointventurewhich couldhaveotherspinoffsforourcampaigningtoimprovefacilitiesforlocalcyclists. What makes people cycle ? Cycle England’ sresearchindicatesthattheperceptionof improvedhealthisthemostimportantfactorwhichgetspeopleonbikes;convenienceand moneysavedareoflesserimportance,andleastimportantisthatit’sgreen!Theword cyclist invokestheimageofalycraloutwhojumpstrafficlights.Peoplewhowanttocycledon’twant tobe cyclists .Thisimageactsasadeterrent.Thatyoucancycleinordinaryclothesanddon’t needspecialfacilities(showersatworkarenotnecessary)needstobecommunicated. Barriers to cycling .Theseareclassifiedas internal and external .Internalbarrierssuchas lackoffitness,theperceptionthathillsareaproblemandgettingwetdiminishaspeoplecycle; externalbarriersmostlyrelatetoinfrastructure:whilethesearerealbarrierstheyareoften overstated.Infrastructureissueswereconsideredinsomedepthintheexchanges.The perceptionthatjourneysaretoolongisunfounded.Therealityisthatalargeproportionofcar tripsareshortandsuitableforcycling.Despitethegreaterdistancesbetweencommunitiesthe largestproportionofschooljourneysmadebybike(nearly10%)isintheHighlands. Funding and infrastructure .BasedontheEnglishcycledemonstrationtowns£5of Governmentmoneyplus£5matchfundingperheadwouldbeappropriatefora6yearperiod. (Notclearifthisisforinfrastructureonlyorincludes’soft’measures.)£for£investmentin cyclingiscosteffective,particularlywhenthesavingsinhealthcostsaretakenintoaccount. Costsshouldbetakenoutofnotjusttransportbudgets,butalsofromotherareaswhichbenefit, inparticularhealth.Thedevelopmentofcyclinginfrastructureshouldbe integrated not piecemeal .Butthisdoesnotmeanuniformity.Provisionshouldbemadebasedonlocal needs.egsegregatedpathsmaybeneededinanurbanareabutnotinrural.Theneedfor goodqualitycycleroutes,potholefreeandwellsurfaced,toattractcyclistswasemphasised, Legal .Itwashighlightedthatthelawneededchangingsothat,asinNorthernEurope,a motoristincollisionwithacyclistwouldbeliableunlessprovenotherwise. Safety .Itwasacceptedthatroaddangerwasaproblem,butnotedthatcycleaccidentshave reduceddespiteanincreaseinthenumberofcyclists;thereis safety in numbers .Measuresto improvesafetyincludeprovisionofspaceforcyclistsandspeedcontrol,esp.20mphzones. MothersneededtobeconvincedthatitwasOKfortheirkidstocycle.Theyshouldbeallowed tocycleonpavementsuptotheageof10,bywhichagetheyshouldbesufficientlytrained(by egthe Bikeability programme)tocycleontheroad. Cycle training .Theimportanceofthis,inparticular Bikeability ,wasemphasised. Women .Womenaredifferentfrommen!Itwassuggestedthatwhattheywearwhencycling andhowtheyappeararemoreimportantforthem.Theproportionofwomencyclingishigherin placeswherethereismorecycling,eg40%inCambridge. 4of8 The Speed of Progress Let’stalkpolitics.Oursmallbutsignificantvictoryinthe matterofbicyclecarriageontheSwanseaIlfracombeferry recentlygotmethinking.Iwasalmostindecentlypleasedat howeasyitwascomparedtoothercampaignsI’vebeen involvedin,andquicklyhadtoremindmyselfthatitdoes notnecessarilyheraldautopiaforcyclistsandpedestrians. Ontheotherhand,optimismcanmotivateusandhelpus towardgreatersuccesses. Howdowe,adiversebunchofcyclistswithdifferentideas aboutwherewearegoingandhowweshouldbegetting there,evaluateourprogress?Arethingsgettingmaterially betterforus,oriseverysmallvictoryjustanother concessiontoafreakishminority,designedtodemonstrate thegrudgingtoleranceofthedominantculturewithout troublingittochangeverymuch?I’lllaymypoliticalcards onthetable–atheartIcraveradicalchange. Campaigning,forme,isultimatelyaboutthepromiseof transformation,andIamimpatientwithmerereform.I wouldfinditdifficulttogetanimatedaboutdroppedkerbs andpropersignageif,somewherebeyonditall,therewere notamoreexcitingvisiontoworktowards.Formethat involvesrethinkingthespaceandtimeweinhabit:thetextureofourcommunities,thewayswe interactwithothers,andhowweallocateourtimetodifferentactivities. Andwhere,youmightask,doesthebicyclecomein,amidstallthispontificating?Well,we’ve recentlybeenhobnobbingwithalotofcouncillorsandpoliticians,andfindingthattheyare softeningalittletowardsus.Theytalkalotaboutthedesirability,andsomeeventalkaboutthe possibility,of“replacing”carjourneyswithothermodesoftransport.Itoccurredtome(andI don’tclaimit’sanoriginalthought)thatwe’relookingatitthewrongwayround.Thatthe questionoughtnottobehowdowereplacethecar,buthowonearthdidweevercometothink thatthecarcouldreplacethebicycle? Ouresteemed Wheelrights Presidenttestifiedrecentlythathiswholeunderstandingofanother nationwastransformedbythesimpleactofpedallingarounditandtalkingtopeople.How manypeoplegetoffthecarferryandsayanythinglikethat?Butitdoesn’tjustapplytoforeign shores–weunderstandandexperienceourowneverydaylivesandourowncommunities differentlywhenwehaveadifferentrelationshiptothemintermsoftime,speed,closeness, conviviality,autonomyandinterdependence.Thecar,andtheeconomyandinfrastructureit bothservesandrequires,alienatesusfromourcommunitiesandindeedfromourlives. There–I’vesaidit–Idon’tlikecars!ThisadmissionisbadPRinaclimateinwhichchangeis predicatedonthedesirabilityofmeetingtheneedsofdifferent“roadusers”.Wehavefallen fortheBlairitenotionthatconflictisessentiallyamatterofmisunderstanding;thatitcanbe managedawayifeveryonemakesabitofacompromise.Forthoseofuswearyof confrontation,it’sanattractivenotion.Myonlyproblemwithitisthatitisn’ttrue.Motorised privatetransportwillcontinuetodegradeoursocialenvironmentinthepursuitoffreedomsthat arenotonlyillusory,butcanneverbeavailableequallytousall.IvanIllichwrotethat“beyonda criticalspeed,noonecansavetimewithoutforcinganothertoloseit.”Thatwasbackin1973, andthecriticalspeedheenvisagedwasabout15mph.Acyclistfriendofminetodayargues thatit’snearer20,butthenhedoeshaveDuraAcebearings.Eitherway,I’llleaveyouwith moreofIllich’swords,andinsistonlythat“freepeoplemusttraveltheroadtoproductivesocial relationsatthespeedofabicycle.” Claudine Conway ——o0o——

5of8 A family rides from Cardiff to Bangor EverysummerforthelastfiveyearswehavebeenonacycletourinFranceorSpain.Thisyear wefeltlikedoingsomethingdifferent.Ispentmanyeveningsontheweblookingforinspiration andtheidealfamilytouringdestination.Wewantedquietroads,scenery,interestingplacesto stay,goodweatherandwedidnotwanttogoonaplane! WhilstridingtoworkoneparticularlypleasantmorningIrealisedthattheanswerwasstaringme intheface−Wales.Ithasitall.Well,excepttheweatherbit.Sowebookedastringofhostels fromCardifftoBangor.IthentriedtobookthetrainhomefromNorthWalesforthreesolosand onetandem.Tocutalongstoryshort,itwasimpossible!Restrictionsonthebikenumbersper traincanbeovercomethetandembanonArrivatrainswasashowstopper. GettingtoCardiffwasadifferentmatter.We,Jemima,Lucy,Naomi,Samandme,cycledfrom ourhomeinGoweronedrizzlymorningandfoughtourwayfromourfantasticseafrontcycle path,throughtheconfusionofSwanseacitycentreandstraightontoaFirstGreatWestern125. WemanagedtogetourbikesoffinCardiffCentralwithoutdelayingthetrainbytoomuchand afterashortridethroughthetowncentre,wefoundourselvesinCardiffYouthHostelwitha comfortablefamilyroom. Themorningdawneddryandwesetoff.FromthehostelwefoundourwaytotheTafftrail whichwefollowedtoMerthyr.Itwasourfirsttimeforthissectionandweenjoyeditimmensely −exceptthegateswhichwerenotidealforloadedtandems.Ihadalsounderestimatedhow longthetrailwouldtake,basingmycalculationsonroadriding.Thetrafficfreeroutewas significantlyslower.ItwasworthitthoughandwemissedthepeaceandquietasfromMerthyr weheadeddirectlyuptoStoreyArmsupthebusyA470.Aquickstopatthetopofthepass andwefreewheeleddowntospendthenightattheexcellentLlwynyCelynYouthHostel. Thenextcoupleofdaysfoundusmeanderingthroughdesertedlaneswithbeautifulviews wonderingwherealltheothercycletouristswere.Afterapicnicwiththegrandparentswho cametomeetuswithbasketsoffoodweclimbedslowlyuptotheLlynBriannedambefore followingtheshoresofthelaketoDolgochhostel. NowrunbyanindependenttrustlinkedtotheYHA, Dolgochishowhostelsusedtobe.Gaslights, springwater,alogfireandmapsonthewall.Go thereifyouhaveachance−itisperfectforcycle tourists. Leavingthehostelthenextmorningwewoundour wayupaseriesofsteephairpinsontheTregaron road.TheeventualdescenttoTregaronwasworth alltheeffort,andsatisfiedmyeightyearoldstoker’s tasteofspeed!FromTregaronthereisatrafficfree routerightthroughthemiddleofCorsCaron,or TregaronBog.Westoppedinthemiddleforapicnic

andmarvelledatthechangeofscenerywehadwitnessedsincesettingoutthatmorning.The afternoontookustotheswishBorthYouthHostel.Acompletecontrasttothesimplicityofthe previousnight. TheroadfromBorthtojustoutsideMachynllethwaspossiblythebusiestofthetrip.Wemade goodtimehoweverandreachedtheCentreforAlternativeTechnologyforlunchandalightening tourofitsdisplays.Arrivingbybikegainedusadiscount−andLucy’sfacebeamedwithprideas sheexplainedtosomeoneinthequeuethatshehadcycledfromCardiff! TheridefromtheCATtoDolgellauwasoneofthehighlightsofthewholetrip.Wefollowed Route8toCorrisandbeyond,overasteepandremotepassonatrafficfreetrack.Fromthetop ofthepassitisnearlyalldownhilltoDolgellau−afantasticentranceintotownandamealina restaurantbeforeanightinalocalbunkhouse. Thenextmorningitwasraining!ThefirstproperrainsinceleavingCardiff.WesetoffonRoute8 again,cladinwaterproofsandexpectingtokeepthemonallday.Bylunchtimetheywereoff, thesunwasoutandwewerehappy.TherouteclimbeduptoCoedyBreninthroughlushforests alongsidetumblingmountainstreams.Forthefirsttimewemetseveralcycletouriststravellingin theoppositedirectionfromus−includingaGermanonarecumbentstrugglingwiththegravel trackswewereenjoying. Afterapicnicatthesuperbmountainbikecentre,wecontinuedthroughtheforestandoutintothe openwherewewererewardedbyapanoramicviewoftheRhinogs.Wethenswoopeddowninto Trawsfynedd,wherewedivedintothetreesalongroute8,passingclosebytheNuclearPower StationandthroughamazeoflanesandtrackstowardsMaentwrogwherewesaidgoodbyeto Route8forthelasttime. Headingevernorthwards,weenjoyedahillybutpicturesqueroutethroughtheheartof SnowdoniatoourfinalNightatBrynGwynantHostel.Thehostelsitsinasuperblocationbelow theloomingbulkofSnowdon’seasternflankandthekidslovedit’scountrymanorhouse atmosphere. Thenextmorningdawnedbrightandbreezy.Sadtobeonourlastdaybutenjoyingperfect sceneryandsurprisinglyquietroads,wesetoutforBangor.Wewerecaughtbyonebriefshower beforeweenteredthespectacularOgwenvalleyandaseriesofquietbackroadsandtrafficfree pathsthatledustotheheartofBangor−ourfinaldestination. InBangorweloadedupthecarIhadlefttheweekbeforeandsetoffsouth.Itwouldhavebeen somuchbetterinsomanywaystohaveloadedourbikesontoatrainandrelaxedasweheaded home.Still,itwasafantastictour,anearperfectrouteandIfeelthegirlssharedarealsenseof achievementtohavecycledthelengthoftheirbeautifulcountry.And,withonemorningofrainin aweekofcycling,wegottheweatherwewantedafterall. OfthedozenExplorerridesweheldthisyearacouplewerejoinedbyfamilieswithyoung children,butonlyonestandsoutofbeingofrealhelptoabeginnerandthatwastheoneto whichwedevotedanarticleinthelastissue.Ofthemany Wheelrights memberswhohad learnttorideatourclassesonlyonereturnedaquestionnaire.Mostwerereturnedbypeople whodescribedthemselvesas“regularcyclists”.Thissuggeststhatweshouldfindadifferent waytohelpourbeginnersandprovideridesalittlelongerthantheExplorerrides. Detailsofthequestionairefindingsaregivenintheagmnotes,butinessencetheyindicatethat mostwouldpreferamonthlyride.Wedidnotaskaboutthepreferreddistancehaving previouslydecidedthata2to3hourride(1020miles)wouldbesuitable.Therebeingnoclear preferenceaboutwhen,butwithmorepreferringSaturdaytoSundayweareproposingrideson thatdaystartingat10.00andfinishingintimeforlunchinthevicinityofapuborcafé. AkeyfactoristhattheCTChavealsoidentifiedaneedforshortrides.Thosewepropose wouldprovideasteppingstonetotheirSundayandWednesdayalldayrideswhichare generallymorethan30miles.SotheplanisforourridestobejointwiththeCTC. Therewillbeameetingat7.00pmon18 th JanuaryintheEnvironmentCentretoprogressboth theridesprogrammeandtheCyclingFestival.Pleasecomealongifyoufeelyoucanhelp.
