Once persoand interesata, precum §i asociatiile de afaceri §i alte asociatii legal constituite sunt invitate sä depund propuneri, sugestii sau opinii cu privire la proiectul de hotarare, la registratura generala a Primariei municipiului Slatina, in termen de 10 zile calendaristice de la publicare. Proiectul de hotarare, insotit de referatul de aprobare, poate fi studiat §i la avizierul Primariei municipiului Slatina, pe site-ul institutiei www.primariaslatina.ro sau poate fi obtinut in copie, pe baza de cerere, de la Compartimentul A.P.L.,Acte Administrative,Arhiva. (1)-(3) §i art. 12-14 din Legea serviciului de salubrizare a localitAtilor nr. 101/2006, republicata, modificata prin Ordonanta de Urgenta a Guvernului nr. 58/2016; - prevederile art. 59 lit. d) din Legea nr. 211/2011 privind regimul de§eurilor, republicata,modificata §i completatd rain Ordonanta de Urgenta a Guvernului nr. 68/2016; - art. 1, art. 5 alin.(1) lit, a), h), m)§i n), art. 6-8, art. 62-63 §i art. 71-72 din Legea nr. 100/2016 privind concesiunile de lucrAri §i concesiunile de servicii; - art. 19 aim.(2) §i (3), art. 20 - 21 din Normele metodologice de aplicare a prevederilor referitoare la atribuirea contractelor de concesiune de lucrAri §i concesiune de servicii din Legea nr. 100/2016 privind concesitmile de lucrAri §i concesiunile de servicii, aprobate prin HotArfirea Guvernului nr. 867/2016; - prevederile Regulamentulului — cadru al serviciului de salubrizare a localitAtilor, aprobat prin Ordinul nr. 82 din 24 martie 2015 al pre§edintelui A.N.R.S.C.; - prevederile Regulamentului serviciului public de salubrizare a municipiului Slatina, aprobat prin HCL nr.359/28.10.2015; - prevederile Proiectului „Sistemul de Management Integrat al De§eurilor in Judetul Olt" cod SMIS 27022; - prevederile Aplicatiei de Finantare pentru proiectul „Sistem integrat de management al de§eurilor in judetul Olt"; - prevederile art. 9, 10 §i 11 din Contractul de Asociere incheiat intre Judetul Olt §i celelalte unitati administrativ-teritoriale din judetul Olt in scopul realizarii proiectului de I interes comun „Sistem integrat de management al de§eurilor solide in judetul Olt", modificat prin Actul aditional nr.1; - art. 4 alin.(1) §i (2), art. 5 alin.(1) lit. d), e) §i f), art. 5 alin.(2) lit. q), t), x),y), art. 16 alin. (3) lit. q), t), x),y), art. 17 alin. (2) lit. e), 0 §i i) §i art. 23 alin (3) lit. b) din Statutul Asociatiei de Dezvoltare IntercomunitarA OLT- ECO, modificat prin Actele aditionale nr. 1 §i 2; - prevederile art. 7 din Legea nr. 52/2003 privind transparenta decizionald in administratia publicd, republicatA; - avizul Comisiei juridice §i de disciplina din cadrul Consiliului Local al Municipiului Slatina; in conformitate cu dispozitiile art. 129 alin. 2„ lit."c" §i lit."d", ann. 6 lit."a" §i lit."b" §i alin. 7 lit. "n", coroborate cu prevederile art. 139 alin. 3, lit."g" i prevederile art. 196 alin. 1 lit. "a" din O.U.G. nr. 57/2019 privind Codul administrativ, cu modificdrile §i completdrile ulterioare, HOTARASTE : Art. 1 - Se avizeazA „Studiul de oportunitate pentru delegarea gestiunii serviciului de salubrizare pentru activitatile de colectare §i transport a de§eurilor municipale §i altor fluxuri de de§euri, componente ale serviciului de salubrizare de pe raza judetului Olt", in forma prezentatA in Anexa nr. 1 la prezenta hotArare. Art. 2— Se aproba modalitatea de organizare,funcfionare fi realizare a serviciului de salubrizare pentru activitatile componente prevAzute la art. 1, sub forma gestiunii delegate. Art. 3 — (1) Se avizeazd "Documentatia de atribuire a contractului pentru delegarea prin concesiune a gestiunii activitafilor de colectare fi transport a defeurilor municipale fi altor fluxuri de defeuri, componente ale serviciului de salubrizare de pe raza juderului Olt", in forma prezentata in Anexa nr. 2 la prezenta hotarare, cu propunerile de modificare §i completare mentionate in anexa nr. 3 ce face parte integranta din prezenta hotArare. (2)Anexa nr.2 cuprinde urmatoarele sectiuni: • Sectiunea I — Fi§a de Date (cuprinzand criteriile de selectie pentru activitAtile serviciului delegat) • Sectiunea II — Caiet de Sarcini • Sectiunea III — Formulare • Sectiunea IV — Contractul de delegare • Sectiunea V — Studiu de fimdamentare • Sectiunea VI— Strategic de contractare Art. 4 — Se imputernice§te reprezentantul desemnat al Municipiului Slatina, ca in numele §i pentru Municipiul Slatina in Adunarea Generald a Asociatiei de Dezvoltare Intercomunitard OLT- ECO sä voteze: a) - modificArile Regulamentului serviciului de salubrizare al judetului Olt, astfel cum au fost aprobate de ate Consiliul Local al Municipiului Slatina; 2 b)- „Studiul de oportunitate pentru delegarea gestiunii serviciului de salubrizare pentru activitAtile de colectare §i transport a de§eurilor municipale i altor fluxuri de dewuri, componente ale serviciului de salubrizare de pe raza judetului Olt", in forma prezentatd in Anexa nr. 1 la prezenta hotdrare; c) - "Documenta(ia de atribuire a contractului pentru delegarea prin concesiune a gestiunii activitafilor de colectare fi transport a defeurilor municipale fi altor fluxuri de defeuri, componente ale serviciului de salubrizare de pe raza jude(ului Olt", in forma prezentatd in Anexa nr. 2 la prezenta hotarfire, cu propunerile de modiflcare §i completare mentionate in anexa nr.3. Art. 5 — Se acordd mandat Asociatiei de Dezvoltare Intercomunitard OLT- ECO cu sediul in judetul Olt, str. Arinului , nr. 4, bl. B9, sc. C, ap.7, Municipiul Slatina, CIF 25504895 pentru: a) Publicarea anuntului de participare aferent procedurii de atribuire a contractului pentru activitAtile componente ale serviciului de salubrizare prevAzute la art. 3; b) Publicarea documentatiei de atribuire a contractului prevazutd la art. 3, a studiului de oportunitate prevAzut la art. 1 si a regulamentului serviciului public de salubrizare a localitdtilor din judetul Olt, precum §i efectuarea oricdrui act necesar deruldrii procedurii de atribuire a contractului prevAzut la art. 3, printre care elaborarea rAspunsurilor la clariflarile inaintate de operatorii economici interesati, efectuarea modiflcArilor necesare in fi§a de date a achizitiei si a documentelor adiacente solicitate de ANAP/alte institutii cu atsibutii in acest sens, operatorii economici interesati, in cursul derularii procedurii, evaluarea ofertelor, solicitarea clarificdrilor, intocmirea dosarului achizitiei publice, elaborarea rapoartelor si a oricdror documente din cadnil procedurii de achizitie necesare derularii si fmalizArii procedurii de achizitie; c) Semnarea "Contractului pentru delegarea prin concesiune a gestiunii activitafilor de colectare §1 transport a defeurilor municipale fi altor fluxuri de defeuri, componente ale serviciului de salubrizare de pe raza judefului Olt" de ate Pre§edintele Asociatiei de Dezvoltare Intercomunitard OLT- ECO in numele §i pe seama Municipiului Slatina cu ofertantul declarat cd§tigator. Art. 6. Anexele nr. 1-3 fac parte integranta din prezenta hotArdre. Art. 7- Prezenta hotardre se comunica la : - Institutia Prefectului jud. Olt; - Consiliul Judetean

There was no overall change in the status of respect for religious freedom during the period covered by this report. The Government continues to differentiate between recognized and unrecognized religions, and registration and recognition requirements still posed obstacles to minority religions. The Government did not adopt a new law regulating religions; however, a draft law on religious freedom is under debate by the State Secretariat for Religious Denominations and the recognized religions. Unrecognized religions have not been given any role or say in the debate. The Government has not passed legislation to return to the Greek Catholic community the churches and church property transferred by the communists to the Orthodox Church in 1948, nor has it shown any inclination to do so. An international commission headed by Nobel Prize Laureate Elie Wiesel, set up in 2003 to study the Holocaust in Romania, presented its report, conclusions, and recommendations in November 2004, and state authorities acknowledged publicly the occurrence of the Holocaust in the country. In October 2004, the country commemorated its first annual Holocaust Remembrance Day with the Government organizing public events for the commemoration. The Government also took some steps towards introducing the issue of the Holocaust in the country in school curricula.

    CERBUL LOPĂTAR (DAMA DAMA) ÎN JUDEŢUL OLT: ZOOGEOGRAFIE ŞI DINAMICĂ POPULAŢIONALĂ Sorin GEACU∗ Key words: Rower buck, zoogeography, effective evolution Introducere Acest mamifer a fost introdus în trei locuri (fig. 1) atât în zona de câmpie cât şi în cea a Piemontului Getic. În ordine cronologică, colonizarea s-a efectuat mai întâi în zona Reşca din Câmpia Romanaţilor, apoi în zona Seaca din Piemontul Cotmenei şi în al treilea rând în zona Bistriţa-Izvoru din Piemontul Olteţului. Specimenele de origine ale populaţiilor actuale de cerb lopătar din Olt provin din judeţele Timiş şi Suceava. Efectivele existente azi nu au legătură între ele. COLONIZAREA ÎN CÂMPIA ROMANAŢILOR Condiţii naturale Primele exemplare de cerb lopătar din Oltenia au fost aduse în pădurea Reşca (numită şi Reşca-Hotărani, după satele apropiate) din centrul judeţului Olt. Ea se află în nord-estul Câmpiei Romanaţilor la altitudini cuprinse între 72 m în sud şi 94 m în nord-vest (95% din suprafaţa pădurii se află la 73-80 m). Partea de vest/nord-vest este traversată, pe o lungime de 3,5 km, de calea ferată Caracal-Piatra Olt (în unii ani, exemplare de cerb lopătar au fost accidentate de tren, ca de exemplu în martie 1977, etc.). Această linie ferată traversează pe 1,5 km şi pădurea Bistriţa-Potopinu. Temperatura medie anuală a aerului este de 9,7° C, iar cantitatea de precipitaţii este de 620 mm/an. Viscolele din lunile februarie 1956, ianuarie 1966, martie 1973, noiembrie 1975, noiembrie 1995, noiembrie 1998 au afectat populaţia de cerb lopătar. De asemeni şi gerul puternic din ianuarie 1963 (atunci la Craiova s-au atins -35,5°C în ziua de 25) ori ploile torenţiale din luna iulie 1970 (pe 8 iulie au căzut la Caracal 118,2 mm).

ABSTRACT The idea of undertaking this research emerged in 1993, when was taking in study for doctoral thesis region between Jiu and Olt River. Starting this year, for over 20 years, I studied very thoroughly this area and concluded that it has a rich and diverse natural and anthropic tourism potential that is not exploited to its true value. Also scientific researches have shown that the area benefits of an environment with particular beauty and purity, of an ethnographic and folklore thesaurus of great originality and attractiveness represented by: specific architecture, traditional crafts, folk techniques, ancestral habits, religion, holidays, filled with historical and art monuments, archeological sites, museums etc.. All these natural and human tourism resources constitute a very favorable and stimulating factor in the implementation and sustained development of agritourism and rural tourism activities in the great and the unique land between Jiu and Olt River. INTRODUCTION Agritourism and rural tourism as economic and socio-cultural activities are part of protection rules for built and natural environment, namely tourism based on ecological principles, became parts of ecotourism, which as definition and content goes beyond protected areas (Grolleau H., 1988 and Annick Deshons, 2006).

In this article the author’s intention is to review some achievements of missiles and artillery air defense weapon system, at a hundred years of existence, as a specialized entity in planning fire fights against aerial enemy, in the area of responsibility of ground forces groups. However, what is known is that each ethnic group has its own culture which deserves to be analyzed and exploited or at least highlighted by tourism. Starting from this idea, this study captures the cultural particularities related to residential architecture, occupations, clothing, food and family traditions of some Gypsy communities located in various geographical areas in Romania. Gypsies’ way of life, regardless of the geographic area they live in, has its specificity and can be easily observed, which this does not coincide with being famous. Their culture is very little known because of poor cooperation and cultural exteriorization. Ethnic tourism could be implemented as an opportunity for these persons for communication, externalization and presentation of authentic cultural values, thus raising their educational and professional level.

Those numbers show that the Obama administration has reduced the U.S. stockpile less than any other post-Cold War administration, and that the number of warheads dismantled in 2015 was lowest since President Obama took office. The declassified data shows that the stockpile as of September 2015 included 4,571 warheads. The information used dates from 1909 to 2020 and includes books, articles, digital databases, field observations, and notes from different research fields such as ichthyology, biogeography, genetics, aquaculture, conservation,Salmo labrax and ecology. Global distribution, migration, meristic characters, and aquaculture of the species were analyzed based on the recorded data from the specialty literature. New information related to a possible population of inside the Carpathian Arch was discussed. In Romanian waters the species is found in the Black Sea, Danube, Danube Delta but the current paper proposes a new hypothesis, namely that resident populations can be found in rivers and lakes adjacent to the Carpathian Arch.

This statement is sustained by the variety of oiconyms, but also by the linguistic origin of most of the terms. Depending both on social-political circumstances, but also on physical-geographical determinations, oiconyms emphasize the features of the natural background and the peculiarities of the economic development. Among the categories of oiconyms found in Oltenia, we have chosen to analyse those ones that originate in the forest domain. The elements of spontaneous and cultivated forest vegetation have an important place in the oyconimy of Oltenia. The geoecological conditions both determinated the dimension and the structure of the forest cover, but also the tree cover. At present, the actual spread of the forest is connected with the ancient humanization of the Dacic population and its continuity. In the course of time, the population exerted a continuous pressure on the forest by grazing, which is a traditional occupation, even if, as compared to other regions, the forest cover had a lower percentage in the overall surface of Oltenia. The need to extend the cultivated areas, also expressed by the repeated deforestation, especially within plain areas is pointed out by the frequency of oiconyms that assign deforestation.
