  • Status of Public Education for City of Wilmington Students 2016–17 School Year Data Report
Wilmington Education Improvement Commission Status of Public Education for City of Wilmington Students 2016–17 School Year Data Report April 2018 Prepared by the Institute for Public Administration School of Public Policy & Administration College of Arts & Sciences University of Delaware This page is left intentionally blank. i Introduction Prepared by the University of Delaware’s Institute for Public Administration for the Wilmington Education Improvement Commission, this report provides an updated analysis of enrollment, student proficiency, graduation rates, and dropout rates for P–12 students residing within the limits of the City of Wilmington. This includes students attending traditional, vocational-technical (vo-tech), and charter schools across the state during the 2016–17 school year. The report provides a snapshot of public education for students living in the City of Wilmington. The Wilmington Education Improvement Commission (the Commission) was created through legislation to advise the Governor and General Assembly on how to improve the quality and availability of education for children P–12 within the City of Wilmington; recommend actions to address the needs of all schools statewide that have high concentrations of students in poverty; English language learners (ELLs), and other students at risk; and carry out the action agenda developed by the Wilmington Education Advisory Committee as described in Strengthening Wilmington Education: An Action Agenda. Building on the Wilmington Education Advisory Committee’s recommendations, the Commission adopted a framework for change that streamlines three areas of critical importance for improving the education system and student outcomes: creating more responsive governance, funding student success, and meeting student needs. The agenda’s recommendations focused on City of Wilmington students but also addressed needs of the statewide education system.

  • Fy 2017 Tax Rate Proposal
FY 2017 TAX RATE PROPOSAL PRESENTED: June 20, 2016 MILFORD BOARD OF EDUCATION EXPLANATION OF SCHOOL TAXES A property tax is charged to all owners of property within the Milford School District. All school tax rates are set in accordance with Title 14, Chapter 19 of Delaware Code. This tax is based upon the assessed value of the property and is expressed in dollars and cents per $100 of assessed value. The total property tax rate is a compilation of the following four distinctly separate tax rates. 1. Current Operating Expenses: This tax rate provides revenue to cover operating costs, such as teaching materials, textbooks, insurance and local salary expenditures. This rate can only be increased through referendum setting the maximum tax rate. 2. Tuition: This tax rate provides revenue to pay tuition costs of Milford School District students with special needs who must attend special schools within and outside of the State of Delaware. Examples include the Sussex Consortium, Howard T. Ennis, John S. Charlton, Intensive Learning Centers, and residential schools. The Milford Board of Education sets this rate annually based upon anticipated needs of the student body. This rate is quite unpredictable and subject to significant variances from year to year. 3. Debt Service: This tax rate provides revenue to pay principal and interest associated with bonds sold for major capital improvements, such as new construction, additions, and renovations. The State and local school districts share in the costs of such projects. The State share is based upon the State Equalization Formula and ranges from a high of 80% to a low of 60%.

  • Science Content Standards Clarification Document June, 2006
State of Delaware Department of Education Science Content Standards Clarification Document June, 2006 Dedication John W. Collette, Ph.D. The 2006 Delaware Science Content Standards are dedicated to John W. Collette, Ph.D., a visionary leader of science reform in Delaware. As a former chemist and director of the DuPont Center for Collaborative Research and Education, Dr. Collette provided leadership in developing the original science content standards. To implement the standards, he co-wrote a National Science Foundation grant which started the Delaware Science Coalition, providing professional development, materials, and assessment for public education. To ensure that students had the skills and knowledge needed for Delaware’s workforce, Dr. Collette worked closely with corporate Delaware through his position as Executive Director of the Foundation for Science and Mathematics Education. Constant evaluation of the program and close attention to student test scores were Dr. Collette’s means of ensuring the effectiveness of this model. Dr. Collette served in a leadership capacity on the commission that has provided this newly revised set of Delaware Science Content Standards, leading the way into the future of science education. The excitement of discovering and understanding the natural world is evident in every science classroom, thanks to Dr. Collette for providing the means to make this happen. 2 ACKNOWLEDGEMENTS SCIENCE DESIGN TEAM MEMBERS AND CONSULTANT Leadership Team Kelli Martin John W.
