THE NEW CASTLE COUNTY ETHICS CODE AND COMMISSION This is the New Castle County Ethics Commission's Annual Report for 2020, which was an unusual year, on many levels. It was an election year, which always involves certain ethics issues, but much of the unique nature of 2020 was derived from the existence of the COVID19 pandemic and the measures which were taken by the New Castle County government and the Ethics Commission for health and safety reasons. The Ethics Commission and its staff adapted quickly to the changing needs and circumstances presented in 2020 so that the statutory mandate of the Commission could be met on an ongoing basis, as further described in this report.
