BRIDGEND COUNTY BOROUGH COUNCIL REPORT TO OVERVIEW AND SCRUTINY COMMITTEE 3 24 JANUARY 2019 REPORT OF INTERIM CHIEF EXECUTIVE COMMUNITY ASSET TRANSFER 1. Purpose of Report 1.1 The purpose of this report is to update the Committee on: (1) The work of the Community Asset Transfer (CAT) Task and Finish Group; (2) The implementation of recommendations made by the Overview and Scrutiny Committee 3 (OVSC 3) in January 2018; (3) Proposed changes to the Council’s CAT policy and processes based on (1) and (2) above; (4) Current and future CAT activity and CAT Priority Assets available for transfer. 2. Connection to Corporate Improvement Plan and other Corporate Priority 2.1 The report assists in the achievement of the Corporate priority of ‘Smarter Use of Resources’ – ensuring that all its resources (financial, physical, human and technological) are used as effectively and efficiently as possible and support the development of resources throughout the community that can help deliver the Council’s priorities. 3. Background Current Financial Climate 3.1 Ongoing policies of fiscal austerity mean that Wales is continuing to face an unprecedented and difficult financial climate for our public services particularly local government. Councils received their final settlements from Welsh Government on 19 December 2018. The headline figure was an increase of 0.2%, across Wales and a reduction of 0.1% for Bridgend. 3.2 The Interim Head of Finance and Section 151 Officer presented the Draft Medium Term Financial Strategy (MTFS) 2019-20 to 2022-23 to Cabinet on 20 November 2018, which indicated that BCBC needs to make budget reductions of £36.4m over next 4 years. -

BRIDGEND COUNTY BOROUGH COUNCIL REPORT TO OVERVIEW AND SCRUTINY COMMITTEE 3 17 JANUARY 2018 REPORT OF THE CORPORATE DIRECTOR - COMMUNITIES COMMUNITY ASSET TRANSFER 1. Purpose of Report 1.1 The purpose of this report is to inform the Committee of: Bridgend County Borough Council’s (BCBC’s) community asset transfer policy; The financial incentives and other support currently available to town and community councils, community groups and sports clubs under the community asset transfer programme; The level of community asset transfer activity and progress to date; and Possible future developments. 2. Connection to Corporate Improvement Plan and other Corporate Priority To reflect the commitments in the Council’s current Corporate Plan: Priority Two - Helping people to be more self-reliant: Enable community groups and the third sector to have more voice and control over community assets; Support the third sector, town and community councils and community groups to meet local needs. Priority Three - Smarter Use of Resources: To make the most of our physical assets, including school buildings; Review assets and services and enable the successful transfer of those most suitable to community groups and organisations. 3. Background 3.1 Community asset transfer has traditionally been undertaken in line with the Council’s Asset Management Plan 2021 : Community Asset Transfer Guidance Document first published in 2010 and updated in 2015. There have historically been a number of successful community asset transfers, including the transfer of Carnegie House (the former Bridgend Library) to Bridgend Town Council that was subject to full-scale refurbishment in 2013 which is often used as an exemplar by Welsh Government. -

North and Mid Wales RUGBY Issue 52: March 31st, 2016 GRAND SLAM WINNERS! We are pleased to welcome back player coach Ceri Redman this year who is busy putting together a ladies team. She’s already Touch rugby is taking off got plenty of volunteers and they will start training three months in Bala this summer! earlier this year to make the most of the light evenings. Last year we were lucky enough to have specialist coaching in Bala from Wrexham Raptors every other week and a few of our players went on the represent North Wales in the National trials in Swansea. We want to build on last years success and will be working in close partnership with the WTA, WRU and Wrexham Raptors to deliver regular skills clinics and quality coaching at Maes Gwyniad”. WTA Programme Manager, Matt Adams, said “It’s fantastic that newly established clubs will be hosting rounds of the WTS this year. It’s particularly pleasing to see the series being hosted at Bala RFC by Bala Touch and at Ystrad Mynach by Caerphilly Chargers. The exposure of the game will be increased in those areas and hopefully result in more local people wishing to take up the game.” Visit the ‘Touch Rygbi Cymysg Y Bala’ Facebook Page for regular updates on training and games. Bala RFC will be hosting two major touch rugby events this sum- mer, one for elite teams and the other for fun. North & Mid Wales RUGBY Welcome to the latest issue of The North and Mid Wales Rugby Magazine, in which I have tried to include something for everyone, Whatever age or gender. Hope you enjoy it. You may have noticed the new title and size of the magazine, it was something that I felt was necessary so please bear with me as we continue to develop the publication, it’s a work in progress! So, how are everybody’s nerves? I’m tapping this out just after the Wales v Fiji game has finished and, unlike the thousands on social me- dia who are really disappointed to not gain a bonus point, I’m personally overjoyed to find us with a played three, won three record. To me, it’s more at this stage than I ever wished for. Can’t fault the boys and fingers crossed that we have the bounce of the ball and progress further in what is turning into a magnificent tournament. As you’ll see from the league tables in this issue, there’s joy for some and despair for others amongst the clubs in the region. I know it’s early days yet but best of luck to those clubs struggling at the moment, hope you can turn things around and start climbing those leagues. NATIONAL ASSEMBLY FOR WALES REGISTER OF MEMBERS' FINANCIAL AND OTHER INTERESTS AND RECORD OF MEMBERSHIP OF SOCIETIES REPORT OF THE REGISTER OF MEMBERS' FINANCIAL OR OTHER INTERESTS [top] UPDATED 31 MARCH 2011 Introduction 1. Section 36 of the Government of Wales Act 2006 and Standing Order 31 require the National Assembly to maintain and publish a register of interests of Assembly Members. 2. Members are required to register any relevant interests within eight weeks of taking the oath or affirmation and also register within four weeks any changes to those interests. Section 36(7)(a) of the Government of Wales Act makes it an offence for any Member to participate in proceedings of the Assembly without having registered a relevant interest as specified in the Annex to Standing Order 31. The responsibility for complying with the duties to register and declare interests rests with Members alone, although they may seek advice from the Assembly Parliamentary Service. Thresholds 3. Part 5 (iv) of the Annex to the Standing Order 31 provides for the establishment of thresholds over and above which Assembly Members are required to register gifts, hospitality and other material benefits or advantages. An Assembly resolution in May 2006 established the threshold for the registration of gifts and hospitality as 0.5% of the basic gross annual salary for an Assembly Member (which is currently approximately £253). 4. Some Members choose to register a number of matters that fall below the stipulated thresholds. They are entitled to do this if they so wish. However, it should be stressed that those Members who have observed the thresholds have thereby complied precisely and in full with the rules as laid down in the resolution of the Assembly.
