Mrs D (Billie) Fitzsimmons MBE was made a Life Member of Swimming Wellington in 1975 & Swimming New Zealand in 1984, She had significant involvement in the Wanganui East and Wellington Swimming Clubs, Wellington Swimming Centre and for many years represented Swimming NZ on the NZ Olympic & Commonwealth Games Association (now NZOC). Billie acted as Women’s Manager to the Perth Commonwealth Games and Munich Olympic Games Teams. Her aquatic connections extended to Wellington Ladies SLSC, Surf Lifesaving NZ and Water Safety NZ.

Chair’s Report

While not officially in the year of this report, it would be extremely remiss of me to not acknowledge Lewis Clareburt and his bronze medal performance at the FINA World Championships in July. The first world championship medal by a New Zealand male in 25 years. Congratulations Lewis, an amazing effort.

In addition, congratulations to Chelsea Edwards who also swam with distinction at the world championships. There have, of course, been others who have performed during the year and been rewarded with representative honours at international meets. All of these achievements are recorded in this report. Congratulations to you all.

These are examples of those who have achieved great things during the year but it is important to recognise all swimmers in the region for their achievements. A national title, regional title, national or Wellington records or having achieved a PB and therefore swum faster than you ever have before. I congratulate you all and hope you and many others continue to enjoy our fantastic sport.

Like many sports we are competing with a wide variety of interests and opportunities available to our current and potential swimmers. We need to ensure throughout the structure from club to national level the sport remains relevant and is an attractive option. In my work life I am leading a review of our organisation’s operating model to ensure a better experience and outcome for our customers. The same also applies for swimming and we need to give serious thought to what we are doing at all levels to improve the experience.

Through the good work of the SW team supported by the Events Committee, we are making changes to our events, when they occur and how they are run. I would though challenge us all to think out of the box. Given the time and dedication swimmers put into their sport we do need to get things right but it still must be enjoyable. Doing things right and it being fun are not mutually exclusive. People will vote with their feet if they are not enjoying it.

The cost of swimming is also a factor and this unfortunately continues to rise, not only for the individuals participating (or their parents/caregivers), but for those running it. Swimming Wellington, like many not for profit organisations, sporting or otherwise, does operate with a heavy reliance on grant funding and sponsorship to continue to be financially viable.

With this very much in mind, Swimming Wellington recognises the considerable and generous support we receive from charitable trusts, our sponsors and partners. The support and assistance provided is huge and is very much appreciated. The increased support we have received from our partners has contributed to the positive financial result this year after running deficits in recent years.

Thanks from the Board to Martyn and Angus for their excellent work across the year. Also to Cat who left during the year to take up an exciting opportunity and to Sharon for stepping in and providing support in the office as needed.

There have been a number of achievements during the year. The region hosted the highly successful AON SNZ National Age Group Championships in April. This is the first time this event has been held in Wellington for the past couple of years. Swimming New Zealand have committed to Wellington continuing to host the champs for the next two years.

It is certainly Swimming New Zealand’s role to support the high performance level but the region has a role to make sure there are opportunities for those at the next levels to improve their chance to advance to that elite level.

We have also committed to increasing our insights through engaging with those directly involved and key stakeholders. We need to continue to understand what is working, what isn’t, what is required in the future and effectively responding to this knowledge. Work has begun with changes for the regional meet calendar, planning for an open water event and improving the development programme based on the experiences this year to name a few.

There have also been challenges during the year. The closure of Naenae pool has had an impact on the scheduling of events during the year. This though is a relatively small impact compared to the impact on SwimZone who have overnight lost the use of their primary facilities to run their club. While this has had a huge impact, the club have responded well and perhaps there could be a silver lining of a new facility in the near future.

I also want to thank the outgoing Board for their work over the course of the year. It has been a pleasure to work with you all and you have brought a wide range of skills and capabilities to the table. Your dedication and the many voluntary hours provided to our sport goes unseen by most but cannot be undervalued. Special mention to Chris and Allison as this is the end of their journey with the SW Board. Chris having reached the end of the third term and Allison reluctantly stepping down due to family and work commitments.

It has though, been disappointing and frustrating that a significant amount of the Board’s and SW staff time has been consumed by matters that have not been about progressing the sport in the region.

Running our sport, relies almost exclusively on people volunteering their time. People’s motivation to do this will vary but this does not include any thought of personal gain or to deliberately do a poor job. The previous Board adopted the values of Respect, Excellence and Teamwork for very good reasons. It is imperative everyone consistently demonstrates these values if we want the best for swimming in Wellington. No matter your role, we are all here for one reason, for the swimmers. What we do needs to be all about providing swimmers with the environment and opportunities for them to do their best and above all enjoy it and have fun.

In conclusion my thanks to all our clubs, coaches, officials and all other volunteers for your time and effort. And again my congratulations to all swimmers for their own personal achievements in the pool this year and may you have many more successes in the future.

Technical Officials’ Report

Hi all – a bit of a different approach this year. I’d thought I’d take the chance to answer the question that has always been on top of people’s lips – especially people new to swimming. The question is – why so many officials? There’s no getting around it, swimming requires a lot of officials. While a club rugby game only needs a referee and a couple of volunteer touch-judges, swim meets require a minimum of around 30 officials for a 10 lane pool. Why so many? Well there are two reasons – to follow FINA and SNZ rules and a matter of fairness. While the FINA rule book is developed with the Olympics and World Champs in mind, FINA rules have a direct impact at a local level. SNZ has set minimum number of officials required for times to be considered valid to enter national meets. As a region we apply the same rules at most local meets so that when we run a meet that produces ‘approved’ times, these are good to enter any meet in New Zealand – including national meets. But in my mind, fairness is the main reason that we need to run as many local meets as possible with at least the minimum number of officials. A referee can only see so much of the pool - it’s simply unfair for swimmers under the eyes of a referee to be ‘officiated’ while those on the far side are not. Having at least the minimum required number of officials ensures that all swimmers are officiated equally. Fairness for the swimmers is also top of mind this year when SW confirmed that we needed at least two back-up timing button operators in each lane at electronically timed meets (i.e. at WRAC or Coastlands Aquatic Centre). This is to ensure that swimmers get valid times from every swim, even when a touchpad fails or another problem occurs – a fairly common occurrence – especially for younger swimmers. So in short, to be fair to all swimmers and to ensure they are rewarded with valid times at the end of each swim, as a swimming community we must to commit to continue to identify, mentor, train, assess, appoint and roster the required number of officials to ensure fairness for our swimmers. That’s a big job and the pay is terrible (non-existent). It’s a major commitment on the part of the SW community but it seems fair enough to me. On the training front we had another busy year with double the number of new qualified regional IOTs entering the official pathway compared to last year. However despite this, our total overall number suffered a bit if a dent due to Whanganui departing to join the Manawatu region and ongoing attrition. In total, 25 Wellington officials achieved new qualifications during the 2018/19 year: • 16 x regional IOTs • 2 x national IOTs • 3 x regional judges of stroke • 2 x regional starters • 2 x national starters SW continues to be well represented by officials at national meets. This year, the return of SNZ’s National Age Groups meet to the Capital was a highlight. This is New Zealand’s biggest meet annually with several hundred top age group swimmers competing. Packed seats and an international live-streaming audience made for great racing and plenty of excitement. WRAC’s new scoreboard also made a cameo appearance – when finally installed this should ensure SW meets rise to a new level in terms of presentation and audience participation. As usual Wellington officials happily stepped up to ensure there was a near full pool deck of officials for all sessions. Last but by no means least – I’d like to thanks all those who supported one or more meets in a technical or volunteer capacity over the year. In particular: • SW clubs’ officials coordinators – the ‘A’ team that deliver timekeepers and qualified and trainee IOTs for regional meets throughout the year – my heartfelt thanks for your efforts • Everyone who TK’ed, or IOT'ed, JOS'ed, Marshalled, Recorded, Started or Ref’ed at a meet in Wellington this season. Not to mention everyone who manned a door, acted as runner or delivered food to technical officials – thanks to you too. • My fellow RTOP members – Jacqui, Hugh, Barbara, Craig and Brent • Pam, Noel and the team that wrangle and tame the various hardware and software components required to deliver electronic timing at WRAC and Coastlands • Pool staff at all pools used by Wellington clubs – especially WRAC and Coastlands • The events team at Swimming Wellington.
