CHAIR’S REPORT

We congratulate all swimmers and their coaches on the swimming skills, personal bests, medals The 2017 -18 year has been one of swimming excellence and teamwork. It has also had its challenges.

We congratulate all swimmers and their coaches on the swimming skills developed, personal bests, qualifying, team selections, medals and awards achieved during the year. You all make us proud and pleased to be a part of this great sport.

This was a Commonwealth Games year and Wellington swimmers were at the forefront of the news with Bronagh Ryan and Lewis Clareburt selected for the New Zealand Team. Lewis secured the only non-para swimming medal for New Zealand at these games winning a bronze medal in the men's 400 m individual medley.

It is important to remember that success at all levels is a team effort. We acknowledge the huge role parents and club coaches play in developing and supporting our swimmers. So too our officials, volunteers and administrators who help deliver our sport on a day-to-day basis. You all do an astonishing job, thank you.

It has been a challenging year for the Wellington Board and staff, social changes and a difficult economic environment have consumed much of our time and focus.

The New Zealand environment has and continues to change. The use of multimedia brings benefits but also concerns when inappropriately used. There is a greater awareness of what expected behaviour is and what it is not. There is a greater propensity to chase issues and demand outcomes, an increasing cultural diversity and different understandings of how to deal with and solve problems. What we cannot lose sight of is the safety and wellbeing of our members and the need for respect when dealing with difficult situations.

On a more future focused note, in developing the Swimming Wellington 2021 Strategic Plan it was clear that in order to meet the financial challenges and deliver on the strategic goals identified to improve swimming in our region we needed to look at our resource and supporting structures. This led the Board to undertake a review resulting in a restructure of the office and changes in roles and responsibilities.

The Board acknowledges and thanks Henrietta Latham for her ten plus years of service to Swimming Wellington and welcomes new staff members Martyn Newman-Hall, Angus Pashley and Catherine Myhill.

Even with a strong start, it will take time to settle in a new team and to see the results from the changes made and the achievement of our strategy.

Sport, including swimming, operates in a difficult financial environment where the cost of delivering our services continues to rise. Securing income and a shrinking funding sector is a constant challenge.

With this very much in mind Swimming Wellington recognises the considerable and generous support we receive from charitable trusts, our sponsors and partners. The support and assistance provided is huge and is very much appreciated.

Members of the board and staff are involved in a conversation taking place across the sport and active recreation sector on how together we collectively respond positively to the challenge of declining levels of physical activity by New Zealanders. We have all been working hard over many years to provide quality experiences to participants but the environment and context within which we work is changing and so too are the ways in which New Zealanders choose to use their leisure time.

This change in our society is both a threat and a challenge to our sustainability. That is why Swimming Wellington believes we need to consider new, innovative and more effective ways of responding to the needs of all New Zealanders. Our failure to do so will result in an ever declining relevance. Change must be a given.

In concluding my Chairman’s report I have many to thank for their assistance and support during the year, beginning with our clubs, our staff, our volunteers and Swimming New Zealand. I also thank my fellow board members for their dedication to the task and the many voluntary hours provided to our sport. They are: -

TECHNICAL OFFICIALS’ REPORT

Another year packed with swimming and another busy year for Swimming Wellington technical officials. In terms of numbers the region remains in good heart, with a continual pipeline of officials entering, and moving along the technical officials pathway. At the end of the year there were 114 officials qualified at Regional Inspector of Turns (IOT) or above. This is a slight increase over the same time in 2016/17. 25 Wellington officials attained new qualifications during the year: 8 x regional IOTs 10 x national IOTs 5 x regional Judges of Stroke 1 x regional starter 1 x regional referee It was a relatively quiet year for the capital in terms of national meets, with just the Junior Festival held at WRAC. However, Wellington officials made a strong showing in terms of SNZ appointed officials at National meets over the year - • 5 @ NZ Open Water Championships, Taupo • 7 @ NZ Junior Festival (note, this does not include locally appointed officials, whose support was greatly appreciated by SNZ) • 1 @ NZ Secondary Schools, Hamilton • 11 @ NZ Short Course, Auckland • 3 @ Div 2, Rotorua • 5 @ NZ Age Groups, Auckland In terms of International meets, Matt Meehan carried the flag for the Wellington region at the World Junior Championship in Indianapolis, in the United States. An interesting feature of the year from a local perspective was the introduction of ‘bulkhead starts’ for short course (25m) club meets at WRAC. The bulkhead start had the advantage of starting in deeper water than the shallow end starts that had traditionally been held at WRAC since it opened in the 1980s, but without incurring the major cost of turning the bulkheads around, required to start in the deep end. Following a successful ‘trial meet’ with the Capital club, the first event was the Tawa Tier 2 meet in May. The configuration provides an effective, somewhat damp (for technical officials) and logistically challenging alternative to the traditional set-up, and will continue. Note bulkhead starts will only be used for club meets (i.e. regional championships and national meets will continue to use deep end). As usual, I would like to record my thanks to all the people who so willingly donate their time to help our sport function. The sport simply could not function without the voluntary service of literally dozens of people needed to step up at every single meet. I would particularly like to thank - • The region’s officials coordinators – at every Wellington club – this is a massive job, and this team plays a critical role, ensuring that Wellington meets are always well staffed by qualified officials and trainees. • Everyone who TK’ed, or IOT'ed, JOS'ed, Marshalled, Recorded, Started or Ref’ed at a meet in Wellington this season • Fellow RTOP members – Jacqui, Hugh, Barbara, Craig and Brent • Pam Edwards and her team who run the timing equipment in at WRAC and Coastlands - and Noel Stevens and the SwimZone club who let us use their Colorado system at Naenae • Pool staff at all pools used by Wellington clubs • Martyn, Angus and Cat – our new team, who are quickly learning the ropes, ensuring that Wellington swimmers continue to enjoy top-class meets in the region.
