LTEU 153GS —Environmental Studies in Russia: Lake Baikal Lake Baikal in Siberia, Russia is approximately 25 million years old, the deepest and oldest lake in the world, holding more than 20% of earth’s fresh water, and providing a home to 2500 animal species and 1000 plant species. It is at risk of being irreparably harmed due to increasing and varied pollution and climate change. It has a rich history and culture for Russians and the many indigenous cultures surrounding it. It is the subject of social activism and public policy debate. Our course will explore the physical and biological characteristics of Lake Baikal, the risks to its survival, and the changes already observed in the ecosystem. We will also explore its cultural significance in the arts, literature, and religion, as well as political, historical, and economic issues related to it. Class will be run largely as a seminar. Each student will be expected to contribute based on their own expertise, life experience, and active learning. As a final project, student groups will draw on their own research and personal experiences with Lake Baikal to form policy proposals and a media campaign supporting them. Response of the Russian Federation with regard to Resolution No. 37 СОМ 7В.22 adopted by the World Heritage Committee. Concerning the activities of Baikalsk Paper and Pulp Mill Resolution of the RF Government related to the termination of recurring operations at Baikalsk Paper and Pulp Mill (hereinafter referred to as “BPPM”) is mainly caused by the intention to eliminate the negative impact of environmentally unsound production to a unique ecosystem of Lake Baikal and necessity of the Russian Federation to perform its obligations related to Lake Baikal conservation as UNESCO World Heritage property. Issues related to legislative and regulatory support are reflected in the Federal Law “On the Protection of Lake Baikal” and Resolution of the RF Government No. 643 “On Approval of the List of Activities Prohibited in the Central Ecological Zone of Lake Baikal Natural Area” (hereinafter referred to as “Resolution No. 643”, “List”) as of August 30, 2001 adopted according to the law specified prohibitions and restrictions of business activities to be taken into account when developing the plan for economy modernization of Baikalsk one-factory town. The RF Ministry of Natural Resources and Environment has made arrangements to evaluate the possibility to exclude separate business activities from the List and subsequent to the results of this work the Government of the Russian Federation adopted its Resolution No. 159 as of February 28, 2014 “On Introducing Changes in the List of Activities Prohibited in the Central Ecological Zone of Lake Baikal Natural Area”.

Resolution Conference 10 Years Partnership at Lake Baikal
German Russian Conference Living Lakes – 10 years of partnership at Lake Baikal Resolution In 1992 the German-Russian environmental agreement was concluded, , from which the German-Russian Baikal co-operation emerged. Among others, the co-operation led to the registration of Lake Baikal into the list of the UNESCO world natural heritage sites as the first Russian area. Lake Baikal was accepted as a member in the international Living Lakes network in 1999 and is represented by the two buryatic NGOs, club FIRN and the Baikal information centre GRAN. The aim of the Living Lakes Conference 2009 in Ulan-Ude was to draw a balance of ten years of partnership and collaboration. Almost 80 participants discussed to what extent Lake Baikal developed in a positive way and where further efforts and collaboration are needed. The results of the conference and the recommendations of the participants can be read in this resolution and will be handed out to the Russian-German environment working group in order to provide suggestions for concrete actions and projects. Tourism development in the Baikal region „Tourism is like fire: You can either cook your soup with fire or burn down your house.” This saying from Sri Lanka is still true and can also be adapted to the Baikal region and Buryatia. Tourism is a global industry and therefore affected by global trends and changes. The trend from the formerly so called soft tourism via socially responsible travelling towards the more recent term sustainable tourism is growing and becomes even more relevant with the discussions about climate change.

Poor state of water supply systems, shortage of water purification facilities and disinfection systems, low quality of drinking water generally in Russia and particularly in the regions of the Russian Arctic, Siberia and Far East have been defined in the literature. However, no standard protocol of water security assessment has been used in the majority of studies. Study design and methods. Uniform water security indicators collected from Russian official statistical sources for the period 2000Á2011 were used for comparison for 18 selected regions in the Russian Arctic, Siberia and Far East. The following indicators of water security were analyzed: water consumption, chemical and biological contamination of water reservoirs of Categories I and II of water sources (centralized Á underground and surface, and non-centralized) and of drinking water. Results. Water consumption in selected regions fluctuated from 125 to 340 L/person/day. Centralized water sources (both underground and surface sources) are highly contaminated by chemicals (up to 40Á80%) and biological agents (up to 55% in some regions), mainly due to surface water sources.

However with the development of human communities around Baikal, the resources of the lake face danger of over-use. In the twentieth century when industrialization posed particular risks to the lake, citizens of the Baikal region rallied to protect their homeland. In so doing, these environmentalists had to work within the political system of the time. This research examines the ways in which environmentalists on Baikal carved out spaces for activism in the face of political turmoil and economic pressures. Tracing the evolution of environmentalism from the 1930s through the present day, this paper focuses on the transition from communism to capitalism from the 1980s to the 1990s.
