Chairman for Session 2011/2012, Ir. Mohd Khir bin Muhammad (F18791) called the meeting to order at 11.15 am.

1.0 oPENING ADDRESS BY THE CHAIRMAN FOR SESSION 2011/2012

1.1 The Chairman thanked all members who were present at the meeting and acknowledged the presence of the most senior member Ir. Tay Keng Yeow (M00703), the youngest member Engr. Rosfaizal bin Mohamad Zain (G52357), and the seven Past Chairmen of IEM Southern Branch, Ir. Roger Ling Ung Yii (M02688), Ir. Ching Goo Kia (F02329), Ir. Teh Sea Chuan (F01714), Ir. Chan Choong Cheong (F02059), Dato’ Ir. Steve Chong Yoon On (F03974), Ir. Puen Tak Hong (F05558) and Dato’ Ir. Ng Ah Kow (F04883).

1.2 He also welcomed and thanked the President of IEM, Ir. Vincent Chen Kim Kieong (F05128) for his presence at the Southern Branch AGM this year.

2.0 confIRMATION OF MINUTES OF THE 38th ANNUAL GENERAL MEETING

2.1 Minutes of The 38th Annual General Meeting were confirmed, as proposed by Ir. Prof. Mohamad Afifi bin Abdul Mukti (M01793) and seconded by Ir. Puen Tak Hong (F05558).

3.0 MATTERS ARISING

3.1 No matters arising.

4.0 annual REPORT FOR SESSION 2011/2012

4.1 The Honorary Secretary, Ir. Lee Meng Chiat (M11358) was absent with apologies. Vice Chairman, Ir. Hj Zainuddin bin Md. Ghazali (M04945) presented the summary of The Annual Report for Session 2011/2012 on the Honorary Secretary’s behalf. Vice Chairman reported on the membership status as of May 2012 and the Branch activities for Session 2011/2012 as per pages 11 to 16 of this Annual Report.

4.2 The Vice Chairman highlighted the following:- 4.2.1 Student membership has increased. 4.2.2 IEM Southern Branch website will be updated. 4.2.3 Ir. Mohd. Khir bin Muhmmad (F18791) and Ir Sim Tian Liang (M07463) are still ex-officio to MBJB and MPJBT, representing IEM Southern Branch. 5 40th Annual General Meeting

4.3 The following were raised by the members to the Executive Committee, and the Chairman/Vice Chairman/Hon. Secretary/Committee Members replied as follows:-

4.3.1 Raised by Ir. Lim Say Leong (M06435) Comment: What is the percentage of engineering students and the total student population at UTM and UTHM? Answer: Chairman informed that about half of UTM students and 30% of UTHM students are enrolled in engineering courses. IEM Southern Branch with the assistance from YES had strongly encouraged IEM student membership.

4.3.2 Raised by Ir. Quek Swee Kim (M05009) Comment: Ir. Quek asked the committee to look into getting Malaysian Students studying in Singapore to be members of IEM Southern Branch. Answer: The incoming executive committee will address this issue accordingly.

4.4 There being no further comments or amendments, the meeting accepted the 38th Annual Report, as proposed by Ir. Hj. Mohd Saifuddin bin Mohd Salehuddin (M08026), and seconded by Ir. Dr. Goh Hui Hwang (M20852).

5.0 fINANCIAL REPORT ENDING 31ST MARCH 2012

5.1 The Financial Report ending 31st March 2012 was presented by the Honorary Treasurer, Ir. Assoc. Prof. Hayati binti Abdullah (F16513) as per pages 20 to 21 of this Annual Report.

5.2 The Hon. Treasurer thanked the internal auditors, Ir. Teo Ki Yuee (M05701) and Ir. Prof. Mohamad Afifi bin Abdul Mukti (M01793) for their services rendered during the session 2011/2012.

5.3 The Hon Treasurer highlighted the following:-

5.3.1 The accounts have recovered from deficit of RM19,817.00 from last financial year.

5.3.2 Due to the deficit, the unabsorbed losses were carried forward, and there were no income taxes payable for the financial year ended 31 March 2012.

5.3.3 A few training courses which generated substantial income were conducted in UTM. IEM Southern Branch would like to acknowledge UTM’s contribution for providing free usage of their facilities for the courses conducted in UTM’s premises.

5.4 The following were raised by the members to the Executive Committee and the Chairman/Vice Chairman/Hon. Treasurer/Committee Members replied as follows:-

5.4.1 Raised by Ir. Mohd Taquiddin bin Ibrahim (M12875) Question: Ir. Mohd Taquiddin bin Ibrahim (M12875) enquired about the broker commission, as indicated on page 20. Answer: Hon Treasurer, Ir. Assoc. Prof. Hayati binti Abdullah (F16513) explained that the commission was a standard fee paid to the broker who recommended the tenants for the ground and first floors of IEM Southern Branch Building.

5.4.2 As there were no further clarifications and amendments, the meeting unanimously adopted the Financial Report as proposed by Ir. Lee Wei Shiong (M14990) and seconded by Ir. Assoc. Prof. Dr. Sharul Kamal bin Abdul Rahim (M22001).

6.0 elecTION OF INTERNAL AUDITORS FOR SESSION 2012/2013

6.1 The Chairman thanked the internal auditors, Ir. Teo Ki Yuee (M05701) and Ir. Prof. Mohamad Afifi bin Abdul Mukti (M01793) for their contributions and services as Internal Auditors for Session 2011/2012. He then proceeded with the nomination process to elect two new internal auditors for Session 2012/2013.

6.2 As proposed by Ir. Roger Ling Ung Yii (M02688) and seconded by Ir. Quek Swee Kim (M05009), both Ir. Teo Ki Yuee (M05701) and Ir. Prof. Mohamad Afifi bin Abdul Mukti (M01793) were nominated for the posts.

6.3 There being no other nominations, both Ir. Teo Ki Yuee (M05701) and Ir. Prof. Mohamad Afifi bin Abdul Mukti (M01793) were re-elected and confirmed as internal auditors for Session 2012/2013.

7.0 elecTION RESULTS FOR EXECUTIVE COMMITTEE SESSION 2012/2013

7.1 The election results for the Executive Committee for Session 2012/2013 were announced by the Election Officer, Ir. Teh Sea Chuan (F01714). Results listed as:

7.1.1 Chairman In accordance with Sections 9 and 13 of the Branch Bylaws and Regulations, Ir. David Lee Hoke Hai (M11384) was elected as Chairman for Session 2012/2013.

7.1.2 Vice Chairman (One vacancy for Two Sessions – 2012/2013 and 2013/2014) Ir. Assoc. Prof. Hayati binti Abdullah (F16513) was elected unopposed to the post of Vice Chairman for the Sessions 2012/2013 & 2013/2014.

7.1.3 Hon. Secretary (One vacancy for Session 2012/2013) Ir. Lee Meng Chiat (M11358) was returned unopposed to the post of Hon. Secretary for the Session 2012/2013.

7.1.4 Hon. Treasurer (One vacancy for Session 2012/2013) Ir. Wong Yee Foong (M18146) was elected to the post of Hon. Treasurer for the Session 2012/2013.

7.1.5 General Committee Members (Two vacancies for Two Sessions – 2012/2013 and 2013/2014) No nominations were received for the posts of General Committee Members (Two vacancies for Sessions 2012/2013 and 2013/2014). At the Executive Committee meeting held on 16th May 2012, Ir. Lai Woon Fatt (M25162) and Ir. Assoc. Prof. Dr. Sharul Kamal bin Abdul Rahim (M22001) were appointed as General Committee Members for Sessions 2012/2013 and 2013/2014, as per Clause 21 of the Branch’s By-Laws & Regulations.

7.1.6 At the Executive Committee meeting held on 26th June 2012, Ir. Hj. Abdul Malek bin Talib (M27647) was appointed to fill a casual vacancy for the post of General Committee Member which will be vacated by the Chairman-Elect for Session 2012/2013, Ir. David Lee Hoke Hai (M11384). This was conducted in accordance to Clause 21 of the Branch’s By-Laws & Regulations.

7.1.7 Ir. Teh Sea Chuan (F01714) thanked the scrutinizers, Ir. Koh Thong How (M05856) and Ir. Chong Lip Hien (M20407) for their invaluable assistance. He also thanked the IEM Southern Branch Secretariat Staff for their full support.

7.2 The Chairman, Ir. Mohd Khir bin Muhammad (F18791), on behalf of IEM (Southern Branch) thanked Ir. Teh Sea Chuan (F01714) and the scrutinizers for their assistance in conducting the election process.

8.0 hanDOVER OF CHAIRMANSHIP

8.1 Ir. Mohd Khir bin Muhammad handed over the IEM Southern Branch Chairmanship to Ir. David Lee Hoke Hai. He thanked all committee members for their support during his chairmanship. The incoming Chairman Ir. David Lee Hoke Hai then invited the new Executive Committee for Session 2012/2013 to take their places.

8.2 Ir. David Lee Hoke Hai thanked Ir. Mohd Khir bin Muhammad and his committee for the good work done, and presented tokens of appreciation to the following outgoing committee members, i) Ir. Md Nasir bin Hashim (M09020) ii) Ir. Assoc. Prof. Dr. Shuhaimi bin Mansor (M14018) iii) Ir. Ling Ngie Soon (F12685) iv) Ir. Sim Tian Liang (M07463) v) Ir. Mohd Khir bin Muhammad (F18791)

9.0 PRESIDENT’S ADDRESS FOR SESSION 2012/2013

9.1 Prior to the Chairman’s address, Ir. David Lee Hoke Hai (M11384) invited IEM President, Ir. Vincent Chen Kim Kieong (F05128) to address the members.

9.2 Ir. Vincent Chen Kim Kieong highlighted his pleasure in attending the Southern Branch AGM and thanked the Branch for the invitation. Ir. Vincent Chen also thanked the Branch for giving him the opportunity to address the members. He also congratulated the Branch for the successful conduct of the AGM.

9.3 Issues highlighted by the IEM President in his speech are as follows:-

9.3.1 The President thanked the Southern Branch for their support and commitment.

9.3.2 The President also commended the members’ support and attendance for the IEM Southern Branch Annual General Meeting.

9.3.3 The President also highlighted IEM’s VISION 100K, a target for IEM to have a 100,000 membership within the next 5 years. IEM will then have the necessary financial resources to embark on the best programs, CPD training and activities. New grade of membership, Companion of IEM (CIEM) will be introduced. Ir. Vincent Chen also informed that IEM was invited to give its views to the Special Review Commission on the Public Service Transformation.

10.0 any OTHER BUSINESS

10.1 The following were raised by the members to the Executive Committee and the Chairman/Vice Chairman/Hon. Treasurer/Committee Members replied as follows:- ` 10.1.1 Raised by Ir. Yap Ten Leong (F03499) Question: Ir. Yap Ten Leong (F03499) asked on what has transpired on the roles as ex- officio of MBJB and MPJBT as per page 14. Answer: Ir. Mohd Khir bin Muhammad (F18791) explained that Ir. Mohd Khir bin Muhammad and Ir. Sim Tian Liang are the ex-officio to MPJBT and MBJB respectively, with observer status at OSC meetings on issues related to these local authorities. Ir. Sim Tian Liang (M07463) also added that their roles include keeping abreast of the latest developments in e-submissions to local authorities.

10.1.2 Raised by Ir. Sim Tian Liang (M07463) to IEM President, Ir. Vincent Chen Kim Kieong (F05128) Question: Ir. Sim Tian Liang (M07463) asked on what has transpired on proposal for the corporatization and firms being owned by non-professionals and foreigners, and whether local engineers are ready to export consultancy services. Answer: IEM President, Ir. Vincent Chen Kim Kieong (F05128) explained that equity in consulting/professional firms as proposed last year by BEM and IEM, must be 100% formed by professional engineers. In the latest development, it was proposed that up to 30% equity in consulting/professional firms may be owned by non-professionals, including foreigners. Ir. Vincent Chen encouraged members to attend road shows to be organized by BEM on this issue.

10.1.3 Past Chairman, Dato’ Ir. Steve Chong Yoon On (F03974) raised the matter of CCC issuance procedures. Dato’ Ir. Steve Chong commented that professional engineers should be clear and aware of their rights in issuing CCCs.

10.2 A generous donation of RM5000.00 was made by Ir. Tay Keng Yeow (M00703) for the IEM HQ Building Funds, received by Ir. Mohd Khir bin Muhammad in the presence of IEM President, Ir. Vincent Chen Kim Kieong (F05128).

12.0 CHAIRMAN’S ADDRESS FOR SESSION 2012/2013

12.1 The Chairman for Session 2012/2013, Ir. David Hoke Hai (M11384) then delivered his address on Risk Management, by using the Case Study of “The Titanic, A Catastrophic Engineering Failure”.

12.2 As a final note, the new Chairman thanked the IEM President, Past Chairmen and all members for their presence at the AGM and requested for their continuous support of the Institution.

The meeting was adjourned at 1.15 pm. Door gifts, in the form of IEM Southern Branch fabric bags and car sun shades generously sponsored by Xaris Education Group were distributed to all members as tokens of appreciation. All members were then invited for lunch at The Zon Regency Hotel, Johor Bahru.

SUB-COMMITTEE ON INFORMATION & COMMUNICATIONS (formerly known as Library & Journal) Head of Sub-committee: Ir. Hj. Abdul Malek bin Talib MIEM P.Eng

The Sub-Committee had implemented the IEM (Southern Branch)’s website (www.iemsb.org.my) to provide better access and facilities to members.

Now members are able to obtain information as well as news on IEM Southern Branch’s events, progress and development from the website.

The sub-committee had embarked on several activities to improve the library service for the IEM (Southern Branch) members. The relocation of various reading materials to the IEM (Southern Branch)’s Ingenieur Building (M40) in Universiti Teknologi Malaysia Skudai was conducted with the objective of providing easier access for graduate members and students.

SUB-COMMITTEE ON PROFESSIONAL PRACTICE Head on Sub-Committee: Ir. Hj. Mohd Khir bin Muhammad FIEM P.Eng

The Sub-committee of Liaison with Local Authorities and other Professional Bodies had been renamed to The Sub-Committee on Professional Practice to be consistent with the IEM headquarters.

The Executive Committee has always maintained close relationship with the local authorities and with the other professional bodies in Johor and Singapore.

The branch has regular networking sessions with the other professional bodies in Johor and Singapore as well as participating in meetings with the state government agencies and local authorities including Iskandar Regional Development Authority (IRDA).

The branch in an effort to encourage more active participation from the graduate and student members, have been very supportive of the Young Engineers Section (YES).

Members of this sub-committee are graduates and student representatives from both the IEM UTM, and the IEM UTHM Students Chapters. The IEM Southern Branch YES Section has also received good support from the Young Engineers Section from IEM (HQ).
