JORGE ALEJANDRO SALUM DEL PALACIO, PRESIDENTE CONSTITUCIONAL DEL MUNICIPIO DE DURANGO, A SUS HABITANTES HACE SABER: Los miembros del Honorable Ayuntamiento de Durango reunidos en Sesión Pública Ordinaria, celebrada el 17 de enero de 2020, en la Sala de los Cabildos, para resolver dictamen presentado por la Comisión de Gobernación, relativo al No. de Expediente 379/19 y 382/19, referente al Reglamento del Ayuntamiento del Municipio de Durango, comunicamos a Usted que puesto a Consideración del H. Ayuntamiento, fue aprobado, el cual en sus Considerandos y Puntos Resolutivos me permito transcribir: CONSIDERANDOS PRIMERO.- El Municipio, de conformidad con dispuesto en el artículo 115 de la Constitución Política de los Estados Unidos Mexicanos, artículo 147 de la Constitución Política del Estado Libre y Soberano de Durango, así como lo que señalan los artículos 1, 2, 21 fracción I y demás artículos relativos a la materia contenidos en la Ley Orgánica Municipal del Municipio Libre del Estado de Durango, constituye la base de la división y de la organización territorial, política y administrativa del Estado Mexicano; cuenta con personalidad jurídica y patrimonio propio susceptible de derechos y obligaciones, con plena autonomía en su régimen interno y con la capacidad para organizar y regular su funcionamiento de tal forma que este órgano colegiado se hace cargo de su conducción y gobierno. SEGUNDO.- Como bien se expone en la primera de las iniciativas, el Municipio, al estar integrado de forma plural, democrática y popular, debe considerarse también como un ente de actuación incluyente, con apertura a todas las voces de la sociedad, pero que privilegia sus acciones en favor de los que menos tienen, propiciando bienestar y libertad, para recobrar base sólida de confianza con los ciudadanos. Para ello, es que se busca modernizar su marco normativo, actualización que ha iniciado con el Bando de Policía y Gobierno, y ahora con el ordenamiento que regula las facultades y atribuciones del máximo órgano de gobierno del Municipio de Durango. TERCERO.- La misma iniciativa, pretende fortalecer dentro del Estado de Derecho, el funcionamiento del Ayuntamiento, en términos de la Constitución Federal, la local y la Ley Orgánica Municipal, considerando desde su instalación, la integración y atribuciones, las sesiones y la participación ciudadana, la correspondencia, las discusiones, las votaciones, las actas, la comparecencia de servidores públicos municipales, las iniciativas y propuestas de acuerdo, la gaceta municipal y las notificaciones, las comisiones, las fracciones partidarias, los recursos de gestoría, las licencias, faltas y sanciones, así como lo relativo al Secretario, al muro de las mujeres y hombres ilustres del municipio de Durango y la sala de presidentes anexa a la sala de cabildos, entre otras cosas. Pretende también que el trabajo conjunto que realizamos todos los integrantes de este Ayuntamiento, sea un trabajo sustentado en este ordenamiento, que permita tratar y resolver los asuntos que nos confieren las normas con celeridad y fluidez, lo cual solo se logrará si cada uno de los integrantes del Ayuntamiento asimilamos y ponemos en práctica nuestra principal disposición normativa, que es la que protestamos al asumir el cargo, de guardar y hacer guardar la Constitución Federal, la local, las leyes que de ellas emanen y el Bando y demás normatividad Municipal. Los integrantes de ésta Comisión nos percatamos que la iniciativa propone mejorar la atención a ciertos temas o segmentos de la sociedad, a la vez de que se están ampliando también los espacios de participación para los integrantes del Ayuntamiento, con la creación de tres nuevas comisiones, que son producto de disgregar dos de las ya existentes. Las nuevas comisiones son las siguientes: Apoyo a la educación, fomento cultural, activación física y deporte, fomento económico y promoción 4 Viernes 14 de febrero de 2020 turística; CUARTO.- En la segunda de las iniciativas, se propone modificar el Reglamento del Ayuntamiento en torno a destacar la enunciación de las iniciativas que presenten los integrantes del Ayuntamiento en las sesiones ordinarias, modificar los procesos actuales de tramitación, estudio y resolución en las comisiones del Ayuntamiento, introducir la figura de estrados electrónicos como mecanismos de difusión del estatus de las solicitudes presentadas y turnadas a las comisiones, así como el otorgar facultad al Presidente Municipal para determinar los órdenes del día de las sesiones extraordinarias y solemnes. QUINTO.- Derivado del análisis y discusión de ambas iniciativas, se concluyó en el caso de la primera, que resultaba conveniente incorporar un enunciado al primer artículo, relativo al Muro de las Mujeres y Hombres Ilustres y a la Sala de Presidentes, a efecto de encuadrar las disposiciones contenidas en el articulado del documento, no habiéndose manifestado mayores modificaciones o propuestas a su contenido. Por cuanto a la segunda de las iniciativas, se concluyó que de aprobarse las propuestas planteadas, el resultado sería inoperante para el propio Ayuntamiento, coincidiendo en sentido positivo con dos de ellas: la relativa a abrir el espacio en el orden del día de las sesiones ordinarias de Cabildo para la presentación de iniciativas, y la referente a otorgar la facultad expresa al Presidente para integrar el orden del día de las sesiones extraordinarias, así como para que integre el de las sesiones solemnes, considerándolo en el acuerdo que presente al Ayuntamiento para su realización. Por consiguiente, esta Comisión de Gobernación, aprueba someter a la consideración del H. Ayuntamiento en pleno, el siguiente: RESOLUTIVO No. 324 EL HONORABLE AYUNTAMIENTO DEL MUNICIPIO DE DURANGO 2019-2022, DE CONFORMIDAD CON LAS FACULTADES QUE LE OTORGA EL ARTÍCULO 66 DEL BANDO DE POLICÍA Y GOBIERNO DE DURANGO, RESUELVE: PRIMERO.- SE APRUEBA el Reglamento del Ayuntamiento

Ayuntamiento del Municipio de Juárez, Chihuahua, como autoridad colegiada del Municipio; así como el funcionamiento de sus Comisiones, reglamentando las disposiciones que al respecto contiene la Constitución Política de los Estados Unidos Mexicanos, la Constitución Política del Estado y el Código Municipal para el Estado. ARTÍCULO 2.- Residencia.- El Honorable Ayuntamiento del Municipio de Juárez, tendrá su residencia en Ciudad Juárez, la cual podrá cambiar provisional o definitivamente a otro lugar del territorio Municipal, previa autorización del Congreso del Estado. ARTÍCULO 3.- Concepto de Cabildo.- Se denomina Cabildo, el Ayuntamiento reunido en sesión, y le compete la definición de las políticas generales de la administración municipal, en los términos de las leyes aplicables. La ejecución de dichas políticas generales y el ejercicio de las funciones administrativas del H. Ayuntamiento se deposita en el Presidente Municipal y en las autoridades administrativas a que se refieren el Código Municipal. ARTÍCULO 4.- Reglas de aplicación e interpretación.- La aplicación e interpretación del presente Reglamento es atribución exclusiva del Cabildo y de las autoridades que en el propio ordenamiento se mencionan, dictando para tal efecto las disposiciones generales o particulares que se requieran para el eficaz cumplimiento de sus fines.

The 1980s was a decade of change in Latin America. Economically the region experienced the most serious crisis since the period of the Great Depression. Politically there was a general move away from the authoritarianism that characterized the preceding decade toward more open, pluralistic forms of government. One of the aspects that accompanied this change in style of governance was the devolution of political power to the state and municipal level. Faced with fiscal crisis and increased political demands for urban public services, many Latin American states began to adopt administrative decentralization policies in an attempt to both reduce financial pressures on the federal government and to increase the efficiency of public service provision. The logic behind this type of reform was straightforward: devolving administrative responsibilities to states and municipalities would not only result in greater allocative efficiency, given that local governments were better situated to assess their priorities and design cost-effective solutions, it would also improve the overall quality of governance because local constituents were thought to be in a better position to monitor public expenditure and policy outcomes in their communities.

    ANTECEDENTES HISTÓRICOS DEL MUNICIPIO EN MÉXICO ÉPOCA PREHISPÁNICA Los antecedentes del municipio en la cultura mexica los encontramos en los calpullis, cuyo gobierno estaba formado por el consejo de ancianos. El calpulli era una organización social y territorial autosuficiente, las familias integrantes producían bienes necesarios y suficientes para su subsistencia. Organización del calpulli: a) El tecuhtli, responsable de la milicia, adiestraba a los jóvenes y dirigía las tropas en caso de guerra. b) Los tequitlatos, dirigían los trabajos comunales. c) Los calpizques, recaudaban los tributos. d) Los tlacuilos, eran los cronistas De la época. e) Sacerdotes y médicos hechiceros, estaban al cuidado del calpulli. LA CONQUISTA DE MÉXICO Y ÉPOCA COLONIAL La colonización en América se justificó jurídicamente a través de la institución municipal. Con la fundación del primer Ayuntamiento, instalado en la Villa Rica de la Veracruz el 22 de abril de 1519, se dio el primer paso a la organización de este cuerpo político y jurídico en el Continente Americano. En un principio se realizó la división, por medio de los señoríos ya existentes y en las extensiones territoriales donde no existía tal división, la milicia se encargaba de ello por medio de las capitulaciones reales, es decir por contratos realizados por la corona. Más tarde la división territorial se organizó en provincias, que se conformaban por pueblos, los que debían tener una cabecera llamada Alcaldía Mayor, siendo obligatorio establecer un Cabildo o Concejo Municipal. Los cabildos de indígenas o repúblicas de indios tenían diferentes funciones como: A.- Recaudar y entregar los tributos a los españoles. B.- Distribuir el trabajo para construcciones o tareas agrícolas.

TÍTULO PRIMERO CAPÍTULO I NORMAS PRELIMINARES ARTÍCULO 1.- El presente reglamento tiene por objeto normar y regular el funcionamiento del Ayuntamiento, en cuanto a su régimen interno, la actuación de sus integrantes y de las comisiones asignadas, así como de las funciones y obligaciones de cada uno de sus miembros; y regula la organización y celebración de las sesiones de cabildo. ARTÍCULO 2.- Los sujetos del presente reglamento son: El Presidente Municipal, el Síndico Procurador y los Regidores. ARTÍCULO 3.- Para efectos del presente reglamento, se entenderá por: AYUNTAMIENTO: El H. Ayuntamiento Constitucional de Zacatepec de Hidalgo, Morelos. CABILDO: Sesión a la que concurren el Presidente Municipal, el Síndico Procurador y los Regidores para la toma de decisiones, previamente convocados. REGLAMENTO: Reglamento interno del H.     LA GUERRA CIVIL EN ALBOX Mª del Pilar Fernández Gallego Esta comunicación quiere mostrar la situación social, económica y política del municipio albojense en el período de tiempo coincidente con el conflicto armado conocido como guerra civil que tuvo lugar en España entre el 18 de julio de 1936 y el 1 de abril de 1939. Los aspectos que serán tratados se repartirán a lo largo de cuatro epígrafes diferenciados por dividirse según el año que se esté analizando. El primer apartado recogerá tanto el nombramiento de Adolfo Juan como alcalde, como la destitución de la Corporación por el Comité de Salud Pública o las primeras quintas de reemplazo llamadas para su incorporación a filas. A lo largo de este epígrafe se recogerá la constitución de la Corporación municipal albojense, la creación de las comisiones municipales o los primeros signos de lucha contra el ejército sublevado. Además, es de resaltar entre los acuerdos llevados a cabo por el Consistorio los referidos a honrar el régimen republicano, especialmente el cambio de nombre de las calles, tema que va a tratarse en distintos momentos de esta comunicación. Recoge también la modificación de la Corporación, consecuencia del decreto del Gobierno de la República que establecería una nueva donde estuviesen representados todos los partidos políticos y sindicatos del municipio. El Ayuntamiento de Albox en 1937 hará un recorrido por la situación social, política y económica del municipio, englobando realidades tan distintas como el envío de las quintas de reemplazo, lo que provocaría la dimisión de distintos cargos para incorporarse al frente, la nueva denominación de calles o la creación de cartillas de racionamiento.

    CHAPTER I LOCAL GOVERNMENT: FROM THE CREATION OF THE CABILDO TO THE MODERN DAY AYUNTAMIENTO Colonial government and the creation of the cabildo In order to understand the current condition of local government and the distribution of power among the levels of government in Mexico one must first understand the historical process from which they result. Within this prior understanding of the events that have taken place lies the key to being able to make objective suggestions about what should be done in order to improve the conditions of local government. One could go back to the time of the first cultures that ever existed on what is now Mexican territory in order to identify the reasons for the current conditions of both local government and distribution of power. However, this chapter will focus mainly on the evolution all forms of government that have existed on Mexican territory since the arrival of the Spanish colonizers. This chapter identifies the main events in Mexican history within which lie the origins of contemporary local government and have shaped it throughout the last five hundred years of its existence. This will allow us to understand the logic behind many of these events, which in turn will enable us to comprehend the logic behind the solutions that will eventually be proposed. Before the arrival of Spanish colonizers and the defeat of the Aztec empire in central Mexico, much of the region functioned under a system controlled by the central power that resided in the Aztec city of Tenochtitlan. Even though the surrounding cities and groups remained autonomous to a certain extent, they all had to offer tribute to the Aztecs and obey their rules.
