Decongestion Plan for Delhi “Decongesting Delhi is the need of the hour.” Raghav Chandra, Chairman NHAI Traffic Congestion in NCR Delhi • NCR Delhi has 13 districts of Haryana, 7 districts of UP and 2 districts of Rajasthan. • The NCR is India's largest and world's second largest urban agglomeration with a population of over 54 million inhabitants. • NCR Delhi has an area of 46,208 sq km out of which NCT-Delhi has an area of around 1483 sq km. and Central NCR (CNCR) has about 2000 sq km. • More than 88.50 lacs (approx.) vehicles are registered in Delhi. Road Network Planning in Delhi Delhi Master Plan 2021 recommended following major road network as bypasses: Urban Extension Road (UER-I): • It will connect Rajokri, Bijwasan, Najafgarh, NH 8, NH 10 & NH 1. • Eastern leg of UER-I will take off from Maan Anandimayi Marg and will bypass Mehrauli & Rajokri. • The Road will have ROW of 100 m. Urban Extension Road (UER-II): • It will connect Vasant Kunj through existing Dwarka Link Road, Najafgarh linking NH 8, NH 10 & NH 1. • The Road will have ROW of 100 m. Urban Extension Road (UER II): Urban Extension Road (UER I): Contd…. Kalindi Byepass: • It will be alternative of NH 2 along river bed of Yamuna. • This will decongest Ashram Chowk also. RD-2: Kashmere Gate to Baghpath • Length is 30km • It will start from the end of the eastern approach of Kashmere Gate flyover and follows 6-lane Dharampura road for about 2.3km till Shashtri Park crossing. • From Shastri Park crossing the link follows the existing 11.3km long Pushta road which has 4-lane configuration. • The remaining 16.4km stretch of this link follows the existing SH- 57. Thus 3km elevated corridor will be necessary in this link. RD 1: Azadpur to Sonipat RD 2: Kashmere Gate to Baghpath Contd…. RD-3: Nizamuddin Bridge to Dasna • It will starts from Nizamuddin Bridge on NH-24 upto Dasna • The work has already been allotted in Delhi portion and tenders have been invited for the balance portion upto Dasna. RD-4: Noida to Budh International Circuit • It will be the existing 4.5 km length of Delhi-Noida Expressway, 25.8 km of Noida-Greater Noida Expressway and 9.7 km of Yamuna Expressway. • Already constructed. No improvement would be necessary for this length. RD-5: Lajpat Nagar to Kherli Kankar • It will start from Lajpat Nagar and reach Sohna Road (MDR 133). • Both the Sohna Road and SH-13 needs to be upgraded to the desired standard. RD 3: Nizamuddin Bridge to Dasna 15 RD 4: Noida to Budh International Circuit 16 RD 5: Lajpat Nagar to Kherli Kankar Contd…. RD-6: Shivaji Place to Badli • It will start from Shivaji Place near Rajouri Garden Metro Station. It will use the Najafgarh Road. • All the major junctions needs to be improved to make the corridor conflict free. RD-7: Wazirpur to Pipli • It will start from Wazirpur and reach the Auchandi-Bawana Road. • It will follow 24 km length of Auchandi-Bawana Road to reach Pipli. RD-8: Bhikaji Cama Place to NBRC Gate on NH-8 • It is a new link and has been dealt separately. RD 6: Shivaji Place to Badli 19 RD 7: Wazirpur to Pipli RD 8: Bikaji Cama Place to NBRC Gate on NH 8 New links to decongest NH-8/Gurgaon 1. Vasant Kunj - MG Road - NSG Gate on NH-8 & from Ambience Mall to MG Road (NH-236) Link A : Ambience Mall to Aya Nagar on Gurgaon-Mehrauli road (NH-236) • This new link will connect NH-8 to NH-236 (MG Road) bypassing the DLF Cyber City. • New road link with grade separated interchange will bypass Gurgaon, decongesting 26km long section of NH-8 between Ambience Mall and NSG Gate. • This link will connect with NH-236 also known as Faridabad Road further connecting Southern Peripheral road of Gurgaon will allow easy exit for traffic from Delhi. • The land belongs to DDA/Haryana. 23 Contd…. Link B : Vasant Kunj to Aya Nagar on Gurgaon-Mehrauli (NH-236) road • It will serve as an extension of Vivekananda Marg and Nelson-Mandela Marg. • It will provide direct connection between ORR, NH-236 and NH-8. • It will connect at Bhikaji Cama Place, Aya Nagar and NBRC gate via Vasant Kunj. • It will also allow traffic from Central Delhi such as AIIMS to move out of Delhi smoothly. • It will further decongest approx. 40km long Dhaula Kuan to NBRC Gate (Gurgaon) section of NH-8 and reduce congestion at Mahipalpur junction on NH-8. • The land belongs to DDA/PWD. Link-C : Sikandarpur/ Guru Dronacharya Metro Stn. to NSG Gate on NH-8 • It will allow traffic from MG Road to bypass entire Gurgaon as this link connects NH 8 after NSG thereby by-passing Manesar. • It will be the extension of Vivekananda Marg and Nelson- Mandela Marg, thus providing direct connection between ORR, NH-236 & NH-8. • The land belongs to Haryana. Mahipalpur Bypass • DDA planned a road from the junction of Mahipalpur-Mehrauli Road (near Ryan International School) to NH-8 near Shiv Murti. • The approx. length of this road is about 2.5 km and may be constructed through the tunnel being a built-up area. 3. Connectivity from NH-8 (junction of SPR near Kherki Daula Toll Plaza) – Dwarka – NH-8 (near Shiv Murti) • For the decongestion of Delhi and Gurgaon, there is necessity of Connectivity from NH-8 (junction of SPR near Kherki Daula Toll Plaza) – Dwarka Expressway - Dwarka – NH-8 (near Shiv Murti). • This will be an alternate route for the traffic from Delhi (especially Dwarka area) to Gurgaon and vice-versa. • DDA has already given its consent vide letter dated 30.03.2016 Contd…. 4. Improvement of Road from 11 Murti to Dhaula Kuan • This road belongs to DDA/PWD. • There are heavy traffic jams in this stretch due to traffic lights. • There is sufficient land width available along this highway. • This road can be widened and the cross roads can be elevated to make the signal free movement. Improvement of Road from 11 Murti to Dhaula Kuan 28 29 Improvement of junctions In order to decongest the Delhi-Gurgaon section of the NH-8, the following improvement of junctions have been identified - Hero Honda Chowk: • Construction of flyover and underpass at Hero Honda Chowk on Delhi-Gurgaon Expressway at a cost of Rs.198 crores has already been started and the work is in progress. Improvement of IFFCO Chowk, Signature Chowk & Rajiv Chowk: • Feasibility study for the construction of underpasses, overpasses etc. for the improvement of 3 junctions at IFFCO Chowk, Signature Chowk and Rajiv Chowk has already been carried out at a cost of Rs.950 crores (approx.) • The work have been put to tenders • Due date of bids receipt is 19.04.2016. Interchange on NH-8 with Southern Peripheral Road (SPR) • A grade separated interchange of SPR with NH-8 near Kherki Daula toll plaza needs to be improved. • It will also decongest other section of NH 8. • In the meeting dated 07.12.2015 by Hon’ble Minister, MoRTH, it was decided to take up this junction and the cost shall be borne by Haryana and NHAI in the ratio of 25:75. The land will be given free of cost by Haryana Govt. Elevated U Turns at for Shankar Chowk Flyover & Ambience Mall • Elevated U Turns are proposed near Ambience Mall and near Udyog Vihar. • It will decongest traffic entering Udyog Vihar and Cyber City. • It will also decongest Shankar Chowk and DLF Area.

Scientist, Traffic & Safety Division, CRRI, New Delhi, India) Abstract: “Pedestrian” includes people who walk, sit, stand in public spaces, or use a mobility aid like walking stick, crutches or wheelchair, be they children, teenagers, adults, elderly persons, persons with disabilities, workers, residents, shoppers or people-watchers (IRC: 103-2012). Road Safety audit is the formal procedure for assessing accident potential and safety performance in the provision of new road schemes, the improvement and rehabilitation of existing road and maintenance of roads. The road selected for this study is existing road from Ashram Chowk to CRRI, which is at Delhi to Mathura road. The main tool is Road Safety Audit. This paper explores the defects in the design and other safety features. Thisaudit is a part of CRRI Road Safety Audit Training Program. In conclusion, we argue that significant measures should be taken on Road Safety aspects to mitigate the accidents and ensure the safety to pedestrians and vehicular traffic.     DELHI TRAFFIC POLICE TRAFFIC ADVISORY Traffic Arrangements – Republic Day Celebrations on 26Th January, 2021 Republic Day will be held on 26th January, 2021. The Parade will start at 9.50 AM from Vijay Chowk and proceed to National Stadium, whereas Tableaux will start from Vijay Chowk and proceed to Red Fort Ground . There will be wreath laying function at National War Memorial at 09.00 AM. There would be elaborate traffic arrangements and restrictions in place for smooth conduct of the Parade and Tableaux along the respective routes. ROUTE OF THE PARADE/TABLEAUX :- (A) Parade Route:- Vijay Chowk- Rajpath- Amar Jawan Jyoti- India Gate- R/A Princess Palace-T/L Tilak Marg Radial Road- Turn right on “C” Hexagon- Turn left and enter National Stadium from Gate No. 1.
