That this Hon*ble Tribunal last took up the above referred matter on 23.07.2020 and directed to file further compliance report in the matter. That earlier, DPCC had filed its action taken report on 21.07.2020 which is available on the records ofthe This Hon‘ ble Tribunal and considered by this Hon‘ble Tribunal while passing the order dated 23.07.2020. That, the land owning agencies, who are allotting their vacant land for holding the functions were issued directions on 13/12/2019 to include environmental in their management existing policies while allotting open for grounds holding social, cultural, commercial and marriage or any other functions and for the strict compliance. That a D.O. letter has also been written by Pr. Secretray (Env.)-cum- to Chairman, DPCC the heads o land owning agencies on 21/01/2021 for the submitting compliance/ ATR on the directions issued by DPCC on 13/12/2019 That random inspections were carried out by officials ofDPCC in the month of December, 2020 and 2021 in entire January, Delhi to see the compliance of the directions issued DPCC dated by 13.12.2019. However, nowhere any social, cultural, commercial and matriage or other function was observed. That the during inspections conducted, nowhere in the open grounds for ETP was marriages, found installed except at 4 places in Rajouri Garden where 4 tent houses have installed ETP and have also obtained consent from DPCC. List of the tent houses are enclosed at Annexure IT. That functions are being allowed with restrictions imposed by DDMA in the territorial jurisdiction of the GNCTD. In the wake of Covid-19 Pandemic the GNCTD as DDMA, per order dated 18.11.2020 gathering is allowed as per the criteria in following marriage related functions in NCT of Delhi, outside the containment zone. a) In closed maximum spaces, of 50% of the Hall capacity will be allowed, with of 50 ceiling persons.     MASTER PLAN FOR DELHI WITH THE PERSPECTIVE FOR THE YEAR 2021 IT IS A COPIED ONE FOREWORD The National Capital Territory (NCD) of Delhi has been withnessing unprecedented growth of popu- lation ever since Independence (from 17.4 lakhs in 1951 to 138.5 lakhs in 2001). With the area remaining static (at 1487 sq. km), the need for systematic planning has been assuming increasing im- portance and urgency. After some interim preparatory steps, the Delhi Development Authority (DDA) came into existence after enactment of the Delhi Development Act, 1957. The first comprehensive Master Plan for Delhi (MPD) was brought into force on the Ist. September 1962, with a perspective of 20 years, i.e., up to 1982. The 2nd. Master Plan (Perspective 2001) due before 1982, came out only in 1990. This plan (MPD-2021) that ought to have been in public domain before 2001, has come now in 2007. Planning is a dynamic process that demands continuous fine-tuning to suit emerging needs and attitudes; to remedy what is hurting the people, to draw lessons from the past, to anticipate the needs and aspirations of the people in times to come. In the democratic system that ‘We the People of india’ have adopted for ourselves, it becomes the duty of we the citizens of Delhi to world, one of which all the Indians should feel proud. For this to happen it is imperative that the Master Plan is perceived as People’s Document and not a mere Sarkari Plan. This requires that the people at larg read the MPD, grasp its concept and implications, critically examine if its provisions are leading Delhi in the right direction and most importantly, liberally offer their views and suggest innovations and improvements.
