• Officials can wear either Grey or Black slacks (out-of-state I have seen mostly black) • Shoelaces must be secured or taped down: If the laces of a wrestler come undone during a match, that wrestler can be penalized by his/her opponent receiving one point. • For all age divisions, 14U and younger, the straight back suplay or salto is now LEGAL. • Low amplitude lifts from standing or par terre that cause the defensive wrestler to rotate in the air and not land in danger will be scored 4 points. • The third and subsequent passivities given in G/R match will not award one point to the active wrestler. Instead, once confirmation for a third passivity is given by the mat chairman, the referee will stop the match and offer the active wrestler choice of standing or starting on top in the par terre position. This should only be considered by the referee team in a lower scoring bout with approximately one minute left in a six-minute match. • For Out-of-State Tournaments: Video challenge procedures have been updated. • For Fleeing the Hold at the end of the match or for a 3rd Caution to be granted, only the mat chairman must confirm with either the referee or judge for this to be valid. They will no longer require a unanimous agreement for these to be assessed. This will be consistent with all the other cautions given. • Medical service regulations have been updated for 2021. • A protest may not be accepted nor examined when: • it concerns the officials’ judgment, or • it concerns disqualification of one or both wrestlers for cautions, brutality, or violation of the rules. • The outcome of the protest will not change the winner of the period or match. Officials Proper Attire • You need to LOOK and ACT like an official – represent us well • Alaska USA Wrestling will provide you with: • Shirt (Blue first year, Black if you progress/perform well and come back) • Wrist Bands (Red on left and Blue on right) Red is never right! • A basic Black functioning Whistle with a black or neutral lanyard (please find to ones given to you last year – replacements are not free) • If you are wrestling that day you may wear your warm-ups under the shirt • If you are not wrestling, please wear grey or black slacks/jeans or track gear • The appropriate belt, socks and shoes are black (not RED Carter!) Wrestlers may wear their wrestling shoes whatever color they happen to be.

• When coaching – cover up Officials uniform items completely 3 Officials - preferred • Chairman – 3rd year official or higher - Sits at Pairing table • Leader of the team – confirms all Passivities, Cautions and Falls • Breaks ties when Judge and Referee disagree – holds points up when necessary • They can not override unanimous call without conference with entire crew • Ensures time and score are correct and accurate • Hears all coaches’ challenges – coaches should not talk directly to Judge or Referee • Judge – Sits opposite the Chairman off mat • Scores match independently from the referee, does not copy referee 100% • Holds points up high and for appropriate amount of time, may initiate calls • Referee – Starts mat center with whistle, in control of the wrestlers, • Starts and stops bout as appropriate • Scores match as they see the action, in the order it happens, pts held high • Interjects Verbally into the match to stimulate action and protect wrestlers, • Must get confirmation for ALL Passivities, Cautions and Falls from Chair (Attention ok) • Escorts wrestlers back to center, monitors safety and sportsmanship Vocabulary – United World Wrestling UWW Color then word = Colorful Vocabulary • Action or Attack – “Blue Action” informs wrestlers to be more active • Contact – “Red Contact” informs wrestler to take hold or position • Open – “Red Open” alter position to allow opponent to take hold • No Block – “Blue No Block” warning that this wrestler is blocking or preventing scoring • Attention – “Blue Attention” used to warn wrestler of illegal action or passivity • Head Up – “Red Head Up” warning for using head as weapon or block scoring • Continue – “Red Continue” Clear confusion from other whistles or encourage action • Zone – “Blue Zone” wrestler has entered 1 meter area near OOB • Center – similar to “work center” or “wrestle in the center of the mat” • Place – “Red Place” if red continues to leave the wrestling surface a caution is next • No Fingers – Illegally grabbing, interlocking, or holding -- if twisting of fingers = caution Head Gear

• The use of protective headgear of the type required for scholastic wrestling is authorized and recommended at all levels. It is no longer required that headgear be removed in the UWW age divisions at the request of the opponent. • Headgear is mandatory for all 14U Schoolboy/girl and younger in all USAW events • In any division, a face mask is allowed only to protect an existing injury, or an injury occurring during the bout, and must be prescribed by a medical doctor or the event’s chief medical officer. All wrestlers are prohibited to:

• Wear bandages on wrists, arms, or ankles except in the case of injury and on doctor’s orders. These bandages must be covered with elastic straps. • Hard (knee) braces must be covered with a minimum of ½ inch closed-cell neoprene padding. • Currently, USAW modifications allow for the wearing of the “stocking “ knee pad in FS and Greco as long as the skin was visible above and below the covering. There must be a pad at the knee. • The chief medical officer or head athletic trainer (or if unavailable, the head wrestling official), prior to competition, has final approval for any accessory taping or protective equipment. • Wearing any tape on only one finger. Tape can be worn to provide support to two or more fingers. Again, the chief medical officer or head athletic trainer has final approval of any accessory taping worn by the athlete. • Apply any greasy or sticky substance to the body. • Arrive at the mat perspiring for the beginning of the first or second periods of a match. It is the responsibility of the coach and the wrestler to report dry and “toweled down”. Referees may not mandate that wrestlers “dry off” during the middle of a period. • It is forbidden to wear earrings, barrettes, bracelets, rings, or any metal or rigid object, as well as men’s wrestling singlet with a T-shirt underneath. • Females are prohibited from wearing underwire bras and must wear a properly fitting sports bra underneath their singlets. • The wrestlers must come to the mat fully dressed and prepared to wrestle. If the athletes do not come to the match prepared, they are allowed one minute to conform to the rules, otherwise risking disqualification from the match. • Under no circumstances are the athletes allowed to change their singlet mat-side—this must be done in a private area at the arena. Our Mat • The Center area, which is a 7-meter diameter circle. • The Starting area, which is a one-meter circle in the very center of the mat. • The Passivity zone, which is a one-meter band around the perimeter of the Center area. The passivity zone may be marked by taping a line of dashes inside the out-of-bounds line. • The Protection area, which should extend a minimum of 1.5 meters beyond the Passivity zone. This is Out of Bounds. • The inner 10-foot folkstyle circle has no meaning internationally, and when standing, the contestants start in the middle, facing each other about a meter apart. It is not mandatory that the athletes begin the match or subsequent restarts on any “starting” lines. Out of Bounds - OOB • Out-of-Bounds is the line that separates Passivity from Protection Areas • A wrestler is out of bounds if: • Entire Head or Entire Foot (while standing) is touching Out-of-Bounds OOB • Entire Upper Torso (if on their back if the entire pinning surface is OOB) • 2 Hands = 1 Foot • If lifted and the Offensive wrestler steps both feet OOB before throwing.

• Action that starts in bounds can finish Out-of-Bounds - OOB • The offensive wrestler can step out-of-bounds and still score if started in bounds and successful -- POINT AT IT • Defensive wrestler CANNOT score once they have gone Out-of-Bounds this includes: Foot, Head, Body, ect… (score, step out or flee) -- POINT AT IT Mat Techniques • Communicate with your team and do not block their view of the action • Be Confident and make your own calls • Stay away from the wrestlers to get a better picture - distance • Keep your eyes on the action and wrestlers – never turn your back • Herd the wrestlers back to center after going out of bounds • Look through the action to the clock – know how much time is left • Anticipate the action and get to where its going – ¼ of the mat • Never run, change levels on action, look for fall • Hold Points high and long and in the order earned – even if late • Slow the OOB whistles, let action continue OOB if necessary Mat Techniques - continued

• Most of the time you need to be near the head – never officiate a butt • Whistle loudly with Gestures; out of bounds, Step Out, illegal, Stop • Every time you SPEAK to wrestlers use Color hand and Vocabulary word • POINT TO Step Out, Leg Foul or Illegal Action with Color of wrestler • Reward highest action if continued, Takedown 2 rather than step out 1 • Do not stop a match with <10 seconds remaining in period, exc OOB • When Giving an Attention, Blow Stop, Then correct Color hand tell them • Passivity or Fleeing the hold should never be a surprise – Use your colorful vocabulary • If there is 10 seconds left and you ’t set up the flee – let it go Points • 1 point: Step Outs, Reversals, Passivity, most Cautions in FS, Offensive Leg Fouls in GR • 2 Points: Takedowns, all turns (including hand to hand), Correct Throws, most Cautions in GR, Fleeing in danger in both styles • 4 Points: “Feet to Danger” throws, Grand Amplitude throws that do not land in danger, All lifts that rotate and do not land in danger • 5 POINTS: Grand Amplitude Throws that land in Danger

• Danger = head, shoulder or elbow touches with back less than 90 degrees. Do not confuse this with exposure. • When scoring another turn must return to INITIAL position Correct Throw • An action by the offensive wrestler that causes his or her opponent to change direction or move through the air and temporarily lose control, but does not cause the defensive wrestler to expose his or her back towards the mat. This situation can occur either in a standing or par terre position. It is the job of the officiating team to reward risk and good technique, hence the rewarding for “correct holds/throws.” • Change Direction or move through the Air • Temporarily lose Control (land on belly or hip) • Does not land in danger (does not break 90 degrees) • Reward Risk and “Good” Technique – 2 Point Correct Throw (side to side motion with points) • In G/R, it is essential that the offensive wrestler accompany their opponent to the mat. • If in Greco if they lose contact with the opponent in the Air and land in bounds it is nothing • If in Greco they lose contact with the opponent in the air and they land out of bounds it’s a step out As Chairperson • Your job is to put the TEAM’S score on the board, the team’s score, If not it is protestable • If you are presented with an option, choose quickly, hold up the point confirmed and announce it • When OFFICATING we show respect to our coaches and teammates • Listen to the question, ask clarifying questions if needed. • Don’t assume you know the question. • Don’t address questions that are not made to the table. • Be Professional and nice. • Answer the question, do not give them more than they are asking for – Be brief • Admit if you don’t know the answer. Offer to hold a quick conference with your team. • Say “coach you may be right, but what I/we saw was….” “The team called …” • Don’t make up crazy stuff! Don’t call crazy stuff – it’s ok to be wrong, get it right • When officiating we show respect to our official teammates – it’s ok to disagree • When asked about a call during the bout refer the coach to the mat chairman • After the match when asked what you would have called – “I’m sorry I didn’t see it.” “I was not part of that decision, so I was not watching it.” If shown the video, state “from this angle I can see what you claim, but things look differently from other angles and real time action calls are hard” “I’m sure the team did their very best to get it right!” “Have YOU thought of becoming an official?” As a Coach • When Coaching we show respect to our Officials • Be Professional and nice. • When COACHING – cover up your Official’s uniform items completely and be certified! • Set the example - Act like the coach you want other coaches to be! Respect your teammates, phrase your questions properly, don’t ask for preferential treatment • Come to the table with legit questions, Listen to the answers • Ask clarifying questions if needed. • Don’t assume you know the answer they will give. Don’t address questions to the Referee or Judge. Only to the table. • Say “Thank You“ and go back to your chair • It’s ok to disagree with the result – accept the answer and move on swiftly • After the match and you still want to argue a call – don’t • If you still have a beef, make your beef in private or call me later and let’s talk. Tie Breaking Criteria • H = Highest point value (most 5’s, most 4’s most 2’s) • C = Least number of Cautions -- score sheet “0” = caution • L = Last point scored -- underline/circle this score on sheet Be ready to explain the criteria

Period Red total Blue total 1 V, P, 2, 4, 6 1, 4 5 2 2, 2, 1 5 2, 2, 0, 2 6 *Negative Wrestling • Negative wrestling is preventing the opponent from scoring • Officiating actions: First Colorful Vocabulary, then Attention, then Caution for continued use of negative wrestling technique – situational deviations Examples of Negative Techniques: • Blocking – Head in chest, hands in chest, thumb down, holding • Fingers – interlocking, holding -- Twisting is an immediate Caution • Fleeing Mat – if anyone enters the protection area face first or runs OOB • Fleeing the Hold – continuing to run away or evading contact aka stalling • Brutality – Immediate Caution and possible disqualification; biting, head butting, hair pulling, scratching, eye poking, punching or hitting Slip Throws • FACT: Slips throws happen in bound only, slips out-of-bounds are points • What is a Slip Throw? • A Slip is an offensive action, entire from the offensive wrestler, which results in them ending up laying belly down on the mat and the defensive wrestler did nothing to earn points for the action. Examples: • Head and Arm which slips off the head and the offensive wrestler flops to the mat and the defensive wrestler only covers • Gut wrench where the offensive wrestler doesn’t have their hold tight enough and slips to the mat releasing the hold and bellying out • What is not a Slip Throw! • Bail out – if they are backing toward OOB and then throw, watch for heals or toes • Slip throw out-of-bounds = probably 1 step out, possible 2 takedown • Defensive action which prevents the action resulting in exposure or position Illegal Actions - 1 • Pulling the hair, ears, genitals, pinch the skin, bite, twist fingers, or toes. • Kick, head-butt, push, apply force against a joint or the spine, step on the feet of his opponent or touch the face of his or her opponent between the eyebrows and line of the mouth. • Thrusting the elbow or knee into an opponent. • Grabbing the singlet. • Clinging to or grasping the mat. • Talking during the bout. • Seizing the sole of the opponent’s foot or toes (only seizing the upper part of the foot is permitted). Illegal Actions - 2 • Agreeing to the match result between themselves. • Throat holds or any other position of strangulation. • Any hold where the defensive wrestler’s head is cinched between his or her chest and the offensive wrestler’s body, most commonly seen in standing front headlock maneuvers, where the pressure is not applied to the side. • Twisting of arms more than 90° including forming an acute angle with the forearm in an armbar situation. • Arm lock applied to the forearm. • Holding the head or neck with two hands in any position without an arm encircled. (a little different then Folk Style, elbow not required) • Lifting the opponent who is in a bridge position and throwing him or her to the mat. • Breaking the bridge by pushing the offensive wrestler’s face or head. Illegal Actions - 3 • Juniors and above: Full Nelson, unless executed from the side without legs trapped. *NOTE: all full nelsons from the UWW • Cadet Level and younger are illegal in all applications. Full nelsons are also illegal in women’s wrestling at all levels. • In a standing position where the defensive wrestler has attained a “pike” position (head down with legs extended into the air), all actions must occur to the side. It is strongly recommended that referees bear caution with this action at the kids level. • Figure four or scissors of anything other than one leg or arm. This includes a “leg cradle.” • In G/R, actively using the legs from an offensive or defensive position. • In G/R, while in par terre, when the defensive wrestler does not keep BOTH ARMS extended and open or grabbing the hands or arms of the offensive wrestler to prevent being scored upon. The defensive wrestler is not allowed to “close” off while defending in par terre. In G/R, if the offensive wrestler lifts the defensive wrestler, the only tactics the defensive wrestler can use is to push off the torso of the offensive wrestler or post one arm of the offensive wrestler to prevent being scored upon. Otherwise, the defensive wrestler may not use their hands in any other ways to prevent being scored upon Illegal Actions - 4 • In G/R, when the defensive wrestler raises or bends his legs in par terre to prevent being lifted and/or being scored upon. If the defensive wrestler is defending a lift and raises their leg opposite the direction in which the lift is being executed, this is permissible. • In G/R and F/S NO SWIMMING: the defensive wrestler in par terre must maintain center mat position. They are allowed to defend an action by inching forward or moving side to side to alter the position of the offensive wrestler, but they are strictly forbidden from “swimming” towards the edge of the mat. If this occurs, the referee must move in front of the defensive wrestler, yell “attention, stop” to the defensive wrestler. If the “swimming” persists, caution and one point (F/S) or two point (G/R) to the offensive wrestler shall be awarded for fleeing the hold. Illegal Actions - Kids Illegal holds in the Kids Division (14U and younger) include: • Slam--lifting and returning an opponent to the mat with unnecessary force. May be committed by a contestant in either the top or bottom position, as well as during a takedown. A wrestler who lifts his/her opponent off the mat is responsible for his/her safe return. When a contestant is returned to the mat with undue force, so the upper half of his/her body contacts the mat first, it is a slam. • Three-quarter nelson with a leg hook. • Double arm bar with sit-out (double chicken wing). • Neck wrench--grasping the opponent’s chin and twisting the neck. Grasping the chin is not in itself a violation, but pulling and twisting is illegal and potentially dangerous and threatens injury to the vertebrae. This situation can develop quickly from attempting to neutralize a double-leg takedown, from countering a single-leg, reaching back from the down position, and in executing at least one form of fireman’s carry. The neck must not be forced beyond normal limits. • Cross-chest cradle, West Point ride, Colorado or Iron Cross. Cross-chest cradle, West Point ride, Colorado or Iron Cross. Takedown What is a Takedown? • A Takedown is awarded to the wrestler who takes his opponent to the mat with control and the defensive wrestler hit 3 points of contact (head, hands, elbows, and knees). All takedowns are worth two points. To achieve a takedown the offensive wrestler must: • Pass behind their opponent from a par terre position. • Take their opponent down to the mat from a standing position and pass behind their opponent's hips. • Gain control of one or both legs of his or her opponent while that wrestler is on his or her hip or in a sitting position on his or her backside while the plane of the defensive wrestler’s back is less than 90 degrees towards the mat all while the defensive wrestler plants their hand or elbow on the mat. • Lock up a cradle position while the defensive wrestler does not actively hold the leg of the offensive wrestler. In this case, it is not necessary to pass behind the hips of the defensive wrestler. • Examples that are not takedowns – • Quadpod • The “Merkle” position Quadpod A quadpod is “NOT” a freestyle takedown, it is a folk style takedown. A quadpod DOES NOT meet freestyle takedown criteria “UNTIL” three points of contact touch the mat or the defending wrestler is turned/thrown. Head, Knee, Elbow

The merkel is “NOT” a freestyle takedown. It is a folk style takedown. The merkel DOES NOT meet freestyle takedown criteria “UNTIL” the offensive wrestler’s leg comes out and offensive wrestler goes behind the defending wrestler’s hips. What is a Fall? Fall: commonly referred to as “pin.” FS/GR: Offensive falls only

Kids: In the 14U level and younger, falls are two seconds of shoulder/scapulae compression. Be in position! A hand motion indicating the two-count is recommended.

Cadet and older: At the 16U level through Seniors, controlled compression of the shoulder/scapulae simultaneously is necessary to obtain a fall. Change levels and be ready to call the fall. There is no such thing as a “touch” fall. Falls in the protection area are not valid

• If the Illegal action is made by the Offensive Wrestler, the penalty is: loss of position, no points scored and a verbal Attention. • If the same action is performed by the same wrestler, Caution could be considered on second or more occurrences. • If the Offensive Illegal action is brutal or intended to injure - Stoppage should be immediate and caution offered as well as consideration for disqualification. • If Illegal action is defensive, point to it, call it out, let offensive wrestler continue until scoring is complete, then offer the caution. Brutality can also be defensive. • If action is stopped for a defensive caution wrestling will restart in Par Terre Starting Positions

• Par Terre – ground wrestling • Defensive wrestler will lay motionless on their stomach, arms and legs straight aka “Superman” • Offensive wrestler will be on both knees beside the other wrestler • Offensive wrestler will place both hands on the center of the opponent’s back • The Referee should position themselves viewing the start from the head • All starting whistle and gestures should pause until motion settles

Interruption of the Bout

• Must stop for safety – Potentially dangerous situations Restart Standing • If there is an injury or bleeding – Call medical staff This is not the time for coaching - Referee should stand back and monitor time • If this is the Offensive wrestler injured or bleeding restart standing • If this is the Defensive wrestler consider restarting in Par Terre if offensive wrestler didn’t have time for offensive scoring action in Par Terre (look to your Chairman) • If injured wrestler is able to continue instruct then another stoppage for the same injury could result in a point to opponent 16U and above • A coach earns a Yellow card if they ask for recovery time for the wrestler • Reasonable time to complete an imminent scoring action. Actively attacking – if you must warn bottom to “Open” extend the time • Or for out of Bounds - OOB Passivity - Freestyle

• Passivity = NOT scoring or NOT attempting to score • NO Freestyle match will end zero – zero at the end of first period • Referee must Stimulate Action – Verbal use of colorful UWW vocabulary (starting in the first 30 seconds) • 1st Passivity – no later than 45 seconds in score sheet =“V” • Ask chair for passivity with extended arm palm down with color indicated • Once confirmed – STOP – Attention with color one handed circular motion • 2nd Passivity – no later than 60 seconds in score sheet =“P” • Ask chair for passivity with extended arm palm down with color indicated • Once confirmed – STOP – Attention with color TWO handed circular motion • 30 second activity time (shot clock) • If the match gets to 60 seconds left in first period without score – STOP call a conference and decide who is getting placed immediately on the activity time • If either wrestler scores during activity time – activity time discontinues, score action • If neither wrestler scores during activity time, the active wrestler is awarded 1 point without stopping the match – do not stop the match just because activity time runs out Passivity - Greco

• Passivity = NOT scoring or NOT attempting to score • A Greco match can end first period without score, but this is very unusual, and action must be insanely active by both opponents. A huge crowd will gather, and the ceiling will open so the Lord can watch • Referee must Stimulate Action – Verbal use of colorful UWW vocabulary (starting in the first 30 seconds) • 1st Passivity – no later than 60 seconds in • Ask chair for passivity with extended arm palm down with color indicated • Once confirmed – STOP – award 1 point to active wrestler • Active wrestler has choice of Standing or Ordered Par Terre • 2nd Passivity – no later than 90 seconds in • Ask chair for passivity with extended arm palm down with color indicated • Once confirmed – STOP – award 1 point to active wrestler • Active wrestler has choice of Standing or Ordered Par Terre • 3rd or 4th Passivity – if needed • Ask chair for passivity with extended arm palm down with color indicated • Once confirmed – STOP – NO point to active wrestler • Ordered Par Terre • Passivity is not a replacement for Negative Wrestling Referee Tips • Keep action in front of you – be at the heads • Keep your distance • Work outside in • Look through action to clock and Chairman • Never turn your back on wrestlers • Anticipate the move • Change levels • Keep out of your team’s line of sight to the action Leg Fouls – Greco only • Referee technique – keep your distance (farther back for Greco) and point at the foul with proper color • Incidental leg contact - No Foul • Offensive Leg Fouls – was there an advantage gained? • Defensive Leg Fouls - If you see a defensive foul. Signal the foul and let the action continue giving the offensive wrestler a chance to complete the action and score. Ensure you watch the entire action sequence. Once the action is complete, score the offensive points and penalize the foul accordingly. • Parterre leg fouls – Defense lifting a leg is not necessarily a foul. Lifting a leg must prevent the offensive wrestler from stepping over or getting to the side. If lifting the leg prevents an action, it doesn’t matter if it’s straight or bent. Points of interpretation: I. For a throw to score in Greco the wrestler must maintain the hold to the mat. Not a requirement in freestyle II.
