Before start of the proceedings, Board Members stood in silence for two minutes to pay condolences to Brig. B.K. Rattanpal, Ex- President, Cantt Board Delhi who had expired recently due to illness. 1. OATH Oath of the Member-Secretary, Delhi Cantonment Board under section 17 of the Cantonments Act, 2006. Page 1 of 210 1. Sh. S.V.R. Chandra Sekhar, CEO, Delhi Cantonment Board took oath of the allegiance to the Constitution of India as provided in Section 17 of the Cantonments Act, 2006. The President, Vice-President and all Members of Cantt Board Delhi congratulated the CEO, Member-Secretary for taking over the assignment of CEO, Member-Secretary. Sh.Vimal Chowdhary on behalf of all Members of the Board assured the CEO, Member-Secretary of their best cooperation and stated that Cantt Board is looking forward for holistic development of Cantt under his administrative command. He also on behalf of all Members congratulated Ms. Shilpa Gual, Jt. CEO for her posting as Chief Executive Officer, Lansdowne Cantt Board and offered her best wishes and welcomed Sh. Ramesh. N for his posting to Cantt Board Delhi as Jt. CEO. Lt. Col. Sandeep Singh, Adm Commandant & Col. Brajesh Kumar, SO (Cantt) took oath of the allegiance to the Constitution of India as provided in Section 17 of the Cantonments Act, 2006. The President, CEO, Member-Secretary, Vice-President and all Members of Cantt Board Delhi congratulated the Nominated Members for taking over the assignment. 2. RESUME To note the proceedings of Ordinary Cantonment Board Meeting held on 21.3.2020 &Special Cantonment Board Meeting held on16.06.2020. 2. Noted. 3. CIRCULAR RESOLUTION To note Circular Resolution dated 01.07.2020. CIRCULAR AGENDA SUB : PUBLICATION OF ELECTORAL ROLLS – 2020 Electoral Rolls for 08 wards of the Delhi Cantonment in Form I have been prepared in the manner prescribed in Chapter II of the Cantonment Electoral Rules, 2007 (CER, 2007). The Board may approve for publication of the same on 01.07.2020 as envisaged under Rule 10 of the aforesaid CER, 2007. The Electoral Rolls for all 8 wards for the year 2020 will be displayed in office of Delhi Cantt Board for inspection of all concerned. Further, in terms of Rule 13 of CER, 2007 every claim for the inclusion of a name in the electoral roll and every objection to an entry therein shall be made within a period of twenty days from the date of publication of the Notice referred in Rule 12 of CER, 2007. The Forms for claim in Form III and for objection in Form IV would be available in the office of Delhi Cantonment Board for the said purpose. The list of locations where the Notice to file claims and objections will be displayed is also enclosed herewith as Annexure – I. The CEO, Member-Secretary informed the Board that the issue will be examined in the light of provisions contained in Cantonment Electoral Rules, 2007. 4.     Chapter – 7 : Conservation & Heritage Management IL&FS ECOSMART Chapter – 7 Conservation & Heritage Management CHAPTER - 7 CONSERVATION & HERITAGE MANAGEMENT 7.1 INTRODUCTION Heritage Resource Conservation and Management imperatives for Delhi The distinctive historical pattern of development of Delhi, with sixteen identified capital cities1 located in different parts of the triangular area between the Aravalli ridge and the Yamuna river, has resulted in the distribution of a large number of highly significant heritage resources, mainly dating from the 13th century onwards, as an integral component within the contemporary city environment. (Map-1) In addition, as many of these heritage resources (Ashokan rock edict, two World Heritage Sites, most ASI protected monuments) are closely associated with the ridge, existing water systems, forests and open space networks, they exemplify the traditional link between natural and cultural resources which needs to be enhanced and strengthened in order to improve Delhi’s environment. (Map -2) 7.1.1 Heritage Typologies – Location and Significance These heritage resources continue to be of great significance and relevance to any sustainable development planning vision for Delhi, encompassing a vast range of heritage typologies2, including: 1. Archaeological sites, 2. Fortifications, citadels, different types of palace buildings and administrative complexes, 3. Religious structures and complexes, including Dargah complexes 4. Memorials, funerary structures, tombs 5. Historic gardens, 6.
