Yogyakarta, 10 juni 2018 Penulis Laurensius Zonggonau vi INTISARI Pemilu merupakan proses rekruitmen kepemimpinan guna membentuk pemerintahan secara langsung. Oleh karena itu, dalam pemilu harus melibatkan semua pihak agar hasil pemilu berkualitas dan representative. Masyarakat yang tinggal di Kabupaten Nabire memiliki hak yang sama dalam menggunakan hak pilihnya, namun yang terjadi dilapangan banyak masyarakat pendatang yang tidak dapat melakukan hak pilihnya karena masyarakat pendatang tergolong penduduk yang tinggal sementara. Penelitian ini bertujuan untuk mengetahui fungsi dari KPU Nabire dalam menjamin hak pilih masyarakat pendatang yang tinggal di Kabupaten Nabire; mengetahui hambatan yang dihadapi oleh KPU Nabire dalam menjalankan fungsinya dalam rangka menjamin hak pilih masyarakat pendatang yang tinggal di Kabupaten Nabire; dan mengetahui solusi yang diberikan oleh KPU Nabire dalam menjalankan fungsinya dalam rangka menjamin hak pilih masyarakat pendatang yang tinggal di Kabupaten Nabire. Metode penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Obyek pada penelitian ini adalah fungsi dari KPU dalam menjamin hak pilih masyarakat pendatang pada Pilpres 2014. Adapun informan yang dimaksud oleh peneliti meliputi Ketua KPU, Sekretaris KPU dan Tokoh Masyarakat karena informan ini merupakan sumber informasi yang terlibat secara langsung dalam penyelenggaraan Pemilu Pilpres 2014. Teknik pengumpulan data yang digunakan yaitu dokumentasi, observasi, dan wawancara. Peneliti melakukan teknik analisis dengan tiga cara yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian adalah bahwa fungsi KPU Nabire dalam menjamin hak pilih masyarakat pendatang yang tinggal di Kabupaten Nabire yaitu dengan caramerencanakan program dan anggaran serta menetapkan jadwal. Pelaksanaan sosialisasi penyelenggaraan pemilu Presiden yang berkaitan dengan tugas dan wewenang KPU Kepada Masyarakat; dan sosialisasi yang dilakukan oleh KPU vii Kabupaten Nabire yaitu dengan sosialisasi dengan mengabarkan kepaDa masyaarakat di calon lokasi TPS-TPS.Hambatan yang dihadapi oleh KPU Nabire dalam menjalankan fungsinya dalam rangka menjamin hak pilih masyarakat pendatang yang tinggal di Kabupaten Nabire yaitu lokasi geografis, dan keamanan. Upaya KPU Nabire dalam menyelesaikan hambatan menjalankan fungsinya dalam rangka menjamin hak pilih masyarakat pendatang yang tinggal di Kabupaten Nabire yaitu dengan mendatangi masyarakat dan menggencarkan sosialisasi. Kata Kunci: KPU, Nabire, Hak Pilih, Masyarakat Pendatang. viii ABSTRACT Election is a process of leadership recruitment to form a government directly. Therefore, in the election must involve all parties to the election results qualified and representative. People living in Nabire District have the same right to use their right to vote, but in the field many immigrants are unable to exercise their right to vote, as migrant communities are classified as temporary residents. This study aims to determine the function of the Nabire KPU in ensuring the suffrage of migrants living in Nabire Regency; knowing the obstacles faced by KPU Nabire in carrying out its functions in order to secure the right to vote for migrant communities residing in Nabire Regency; and knowing the solutions provided by the Nabire KPU in carrying out its functions in order to secure the suffrage rights of immigrant immigrant communities living in Nabire Regency. The research method used is descriptive research with qualitative approach. The object of this research is the function of KPU in ensuring the suffrage rights of migrants in the 2014 presidential election. The informants referred to by the researchers include the Chairman of KPU, KPU Secretary and Community Leader, because this informant is a source of information directly involved in the implementation of the 2014 election. Data collection techniques used are documentation, observation, and interviews. Researchers perform analysis techniques in three ways: data reduction, data presentation, and conclusions. The result of the research is that the function of KPU Nabire in ensuring the suffrage rights of migrants living in Nabire Regency is by planning the program and budget and setting the schedule. Implementation of the socialization of Presidential election related to the duties and authority of the KPU to the Community; and socialization conducted by Nabire Regency KPU that is by socializing by preaching to the community in prospective location of TPS-TPS. Obstacles faced by KPU Nabire in carrying out its function in order to guarantee the suffrage rights of ix migrants living in Nabire Regency that is geographical location, and security. Efforts Nabire KPU in resolving obstacles to carry out its function in order to guarantee the suffrage of migrants who live in Nabire Regency is to go to the community and intensify socialization. This paper gives some preliminary data on Keuw, based on a few days of field work. Keuw is phonologically similar to Lakes Plain languages: it lacks contrastive nasals and has at least two tones. Basic word order is SOV. Lexical comparison with surrounding languages suggests that Keuw is best classified as an isolate. Keywords: Keuw, Kehu, Papua, Indonesia, New Guinea, isolate, description, classification 1 INTRODUCTION Keuw (ISO 639-3 khh, also known as Kehu or Keu) is a poorly documented language spoken by a small ethnic group of the same name in southeast Cenderawasih Bay. Keuw territory is located in a swampy lowland plain along the Poronai river in Wapoga distrct, Nabire regency, Papua province, Indonesia (see Figure 1 and 2). The Keuw are reported to be in occasional contact with the Burate (bti, East Geelvink Bay family), who live downstream near the mouth of the Poronai (village: Totoberi), and the Dao/Maniwo (daz, Paniai Lakes family), who live upstream in the highlands (village: Taumi). There is no known contact with other nearby ethnic groups, which include a group of Waropen (wrp, Austronesian) who live just south of the Burate (village: Samanui), and the Auye (auu, Paniai Lakes family), who live in the highlands along the Siriwo river.

This paper evaluates Papua provincial assets which are not utilized or not optimally utilized in Integrated Economic Development Zone (KAPET) of Biak. Through a case study analysis, direct observation, direct interview and literature studies conducted in this research, we found that the KAPET of Biak assets which also are the Papua provincial government’s assets have not been consistently well maintained and protected. Several assets were unutilized and were abandoned. Considering the great potentials of KAPET- Biak area which has cultural richness, rich resources area, strategic position in the middle of world economic growth triangle and on the hub of the global route for trading in pacific region. It would be better to develop the KAPET-Biak and its assets for further zonal developmental concept in this more global world. Solidarity for Indigenous Papuans1 (SIP) is a network of NGOs and activists within West Papua that aspire to address among other issues human rights and climate change within the indigenous West Papuan communities and advocate through its existing national, regional and international NGO networks for solidarity and support. 2. West Papua indigenous people are currently experiencing internet shut down with two regencies engage in a protracted armed conflict between West Papua National Liberation Army (the armed wing of the Organisasi Papua Merdeka – fighting for independence from Indonesia) and Indonesian Military and Police since December 2018. The conflict is further intensified by the “terrorist” name tag2 that was labelled against the liberation army which the Civil Society feared the label will be applied to human rights and environmental activists in West Papua to suppress them from raising environmental and human rights issues in the two provinces and to justify human rights violations by the Military and Police covered under terrorist tag. 3. In West Papua, the issues of health and Covid-19 responses are mixt up with legacy issues of colonialism, exploitation, marginalization, racism, land grabbing, and resettlement of migrants from Indonesia into the region, protracted armed conflict and militarization. There is a climate of fear among the indigenous Papuans that the Indonesian government has been killing indigenous West Papuans through drug overdoses in hospitals and clinics. There are no confirmed researched cases in these claims to establish facts but West Papuans like to tell stories of what they observe through experiences.

The signing of the Dispute Settlement Agreement has been enabled following more than 2 years of efforts to address complaints and improve company operating procedures and relations with the local community. We are now working on meeting all requirements to close the complaints case according to advice from RSPO and are now looking to move forward with collaborative programs to support our commitments in Papua.

Data from the Aqua- Open Access MODIS Level 3 monthly composite period from January to December 2019 was used to determine the concentration of chlorophyll-a. Time-series data are used to determine fluctuations of chlorophyll-a concentrations, while interpolation with the kriging method is used to determine the spatial distribution of chlorophyll-a. The analysis showed that the monthly average value of chlorophyll-a concentration in the study area ranged from 0.1988 – 0.3415 mg.m-3. The average value of chlorophyll-a concentration increases from March to June and then decreases in July or August.
