    APPENDIX 2 FURTHER ELECTORAL REVIEW OF CHICHESTER DISTRICT PROPOSAL ON COUNCIL SIZE by Chichester District Council EXECUTIVE SUMMARY Since the last electoral review of Chichester District in 2002, a number of changes have occurred which suggest that the current number of 48 members is now more than is needed for the Council to fulfil its functions effectively. The Council has undertaken a forward-looking analysis of the role of councillors in governance and decision-making, scrutiny and representing their communities. It proposes a reduction in the number of councillors to 35 or 36, to be implemented for the district council elections in 2019. INTRODUCTION 1. Description of Chichester District 1.1. The district of Chichester is the most westerly in West Sussex. Covering an area of almost 800 sq.km, it is geographically the largest of the seven districts and boroughs within West Sussex. It extends from the Surrey border with Waverley Borough southwards to the sea at Selsey Bill. It extends eastwards from the Hampshire border to the neighbouring West Sussex districts of Arun and Horsham. 1.2. Chichester District is a very special place. From the “jewel in the crown” of a city centre, with its stunning cathedral, bustling shopping streets and well renowned higher education, arts and cultural scene, it includes the sweeping South Downs, the newest National Park in England, and the breath-taking coastline, incorporating part of the Chichester Harbour Area of Outstanding Natural Beauty. It is this high quality environment that underpins and supports the local economy. It serves to attract prestigious global brands and attracts new entrepreneurs to establish their businesses here.
