September 23, 2014 SWIMMER AND COACH NOMINATION CRITERIA TORONTO 2015 PAN AMERICAN GAMES Tour Dates: July 8-19, 2015 (Pool) July 7-13, 2015 (Open Water) Competition Dates: July 14 to 18, 2015 (Pool) July 11 to 12, 2015 (Open Water) Location: Pool Staging: London, ON (TBC) Open Water Staging: Toronto, ON Competition: Toronto, ON Team Size: Pool – Maximum size of 36 Swimmers (18 female + 18 male) Open Water – 4 Swimmers (2 female + 2 male) Number of Coaches: Pool – Up to 5 team coaches / 1 appointed Head Coach (6 total) Open Water – 2 appointed coaches Trials: Pool Trials- 2015 Canadian Swimming Trials, April 1 – 4, 2015, Pan Am Aquatic Center, Toronto, ON Open Water Trials - Swimming Canada Open Water Trials held as part of the FINA 10km Marathon World Cup – Cancun, Mexico May 2nd, 2015 I. INTRODUCTION & OBJECTIVES The purpose of this document is to set out the criteria that will be used by Swimming Canada to nominate athletes and coaches to the Canadian Olympic Committee for inclusion in Canada’s 2015 Pan American Games Team. II. GENERAL INFORMATION – Swimmers Only Swimmers identified by these criteria will be considered for nomination. The following conditions must be satisfied to be eligible for nomination to the 2015 Pan American Games Team: 1. A Swimmer must be able to represent Canada in accordance with the eligibility requirements set out by FINA and the Pan American Sports Organization (PASO) and must hold a Canadian passport as of April 1, 2015 and which expires no earlier than January 26, 2016. The eligibility requirements of FINA can be reviewed at www.fina.org. For information on the PASO eligibility requirements please contact Brian Edey at [email protected]. 2. Where a Swimmer is a Canadian citizen permanently residing outside of Canada, he / she must be registered directly with Swimming Canada or with a Swimming Canada registered swim club. 3. A Swimmer must declare him/herself available for nomination prior to March 23rd, 2015 using the form at the following link for the Pool Trials and/or the Open Water Trials. Any Swimmer who does not declare themselves eligible by this deadline may not be considered for nomination to this event. 4. Nominated Swimmers must acknowledge in a prescribed form that he or she is aware of and agrees to be bound by Rules of Conduct for members of National Teams put in place by Swimming Canada. Where the Swimmer is under the age of 19 years, the Swimmer’s parent or guardian must provide this acknowledgement. Copies of the Rules of Conduct are available upon request to Swimming Canada. Swimmers must sign the prescribed form by June 1st, 2015. Page 1 of 7 September 23, 2014 5. Nominated swimmers must sign and submit the COC Athlete Agreement and Eligibility Conditions Form no later than June 1st, 2015. 6. Nominated Swimmers from the Pool Trials must attend a Team Meeting on Sunday April 5th and Monday April 6th, 2015 in Toronto. Details will be circulated prior to the conclusion of the Pool Trials. Swimmers must plan and book flights accordingly. Swimming Canada is not responsible for the cost of flight changes. 7. Nominated Swimmers from the Open Water Trials must attend a team meeting on May 3rd in Cancun, Mexico. Details will be circulated prior to the conclusion of the Open Water Trials. Swimmers must plan and book flights accordingly. Swimming Canada is not responsible for the cost of flight changes. 8. Nomination and subsequent selection does not guarantee specific event entry. Individual entries and relay team composition will be determined by the Swimming Canada High Performance Director and appointed Pan American Games Head Coach. All nominated team members are eligible for relay selection. 9. Only performances in Olympic Events are eligible for nomination purposes. 10. Only individual performances in “A” finals at the Pool Trials are eligible for nomination purposes in individual events. The only exception shall be “timed final” events, in which case all performances shall be considered for nomination purposes. Performances from other events may be considered for relay nomination as outlined in Section III. 11. Nominated Pool Swimmers must attend a minimum of one of the following seven competitions: a. Arena Grand Prix – Charlotte, May 14-17, 2015 b. Mel Zajac Invitational – Vancouver, May 22-24, 2015 c. Mare Nostrum – June 6 & 7 Canet, June 10 & 11, Barcelona, June 13 & 14 Monaco (2015) d. Arena Grand Prix – Santa Clara, June 18-21, 2015 e. Quebec Cup – Montreal, June 25-28, 2015 12. Nomination does not guarantee selection. Selection is subject to the Canadian Olympic Committee approval. Swimming Canada will submit all nominations to the Canadian Olympic Committee on or before June 3rd, 2015. On June 15th, 2015 the Canadian Olympic Committee’s Team Selection Committee will meet to review and, where appropriate, approve nominations. 13. If nomination is declined, or not approved by the Canadian Olympic Committee, the nominated performance of the Swimmer will be disregarded for the purpose of these Criteria. 14. Where referenced in this document, 2014 FINA World Rankings as of December 31st, 2014 from the FINA website will be used. 15. Selected Swimmers are not eligible for nomination to the 2015 FISU Games Team. III. NOMINATION CRITERIA – Pool Swimmers Priority 1 – Individual Event Nomination 1: The winner of each Olympic event at the Pool Trials shall be nominated, provided the winning time meets the Pan Am Games Qualification “A” standard (appendix A). Priority 2 – Individual Event Nomination 2: The second place finishers in both the 100 Free and 200 Free (Male & Female) at the Pool Trials shall be nominated provided that their time meets the Pan Am Games Qualification “A” standard (appendix A). Priority 3 – Individual Event Nomination 3 (Discretionary Nomination World Rank Top 8): Refer to Section VI Discretionary Nomination (point 2). Priority 4 – Individual Event Nomination 4: All remaining second place finishers whose time meets the Pan Am Games Qualification “A” standard (appendix A) will be ranked utilizing 2014 FINA World Rankings and nominated in rank order to a total of 32 athletes (maximum 16 per gender) and a maximum of two swimmers per event inclusive of priority 1 through 3. Page 2 of 7 September 23, 2014 Priority 5 – Freestyle Relay Event Nomination 1: At the conclusion of the Pool Trials, the Swimming Canada High Performance Director at his sole discretion may add up to 4 relay only swimmers (2 male and 2 female) to be nominated to the team to enhance the relays. Priority 6 – Individual Event Nomination 5 Should positions remain after priorities 1 through 5, all remaining second place finishers whose time meets the Pan Am Games Qualification “A” standard (appendix A) will be ranked utilizing 2014 FINA World Rankings and nominated in rank order to a total of 36 swimmers (maximum 18 per gender) inclusive of priority 1 through 5. Any team positions unclaimed after Priorities 1 through 6 are completed shall remain vacant. ________________________________________________________________________________________________ IV. TIE BREAKING – Pool Swimmers Where there is a tie in the Swimmer Nomination process from performances at the Trials, the Swimmers’ preliminary swims will be utilized to break the tie. Should a tie exist in the preliminaries a swim-off shall be conducted at a time mutually agreed upon by the Swimmers and their Personal Coaches. If a swim-off cannot be agreed upon within a timeline determined by the Swimming Canada Selection Committee, the Selection Committee and the Swimming Canada High Performance Director shall then have the full discretion to determine a tie breaking method, which they will apply. Where there is a tie in the ranking process described in Priorities 4, 5 and 6 above, the 2014 FINA World Ranking of the Swimmer’s preliminary swim in that event will be utilized to break the tie. If a tie still exists, the Swimming Canada Selection Committee and Swimming Canada High Performance Director shall then have full discretion to determine a tie breaking method, which they will apply. V. ALTERNATES – Pool Swimmers All second or third place finishers, not already nominated to the team, whose time meets the Pan Am Games Qualification “A” standard (appendix A) but who cannot be nominated due to quota limitations will be considered as an alternate in that specific event(s). Alternates will not be formally announced and are not considered team members. Alternates are subject to all the regulations outlined in this document including Clause X Competitive Readiness and Clause XII Late Athlete Replacement. VI. DISCRETIONARY NOMINATION – Pool Swimmers 1. In the event that injury, illness, or unforeseen circumstances of a significant nature inhibit a Swimmer’s preparation for the Trials, or prohibit a Swimmer from competing at the Trials, a Swimmer may submit a written request for consideration of a performance where a position in an individual performance event remains open after the Trials. Any time for pool swims submitted in such a request must have been swum between March 1, 2014 and April 1, 2015 at a Swimming Canada sanctioned or FINA approved competition. a. The deadline for any request consideration for injury, illness, or unforeseen circumstances arising before Trials under this clause is 24 hours before the start of the Trials and must be submitted directly to the Swimming Canada Selection Committee (c/o Iain McDonald – [email protected]). The submission must: i. A letter from a medical doctor explaining the injury, illness, etc. and expected recovery time. ii. A letter from the swimmers coach explaining the effect of the injury, illness, etc. on training both leading into the Trials and the plan post Trials. Page 3 of 7 September 23, 2014 b. Should injury, illness, or unforeseen circumstances arise during the Trials the deadline to submit any request consideration is 2 hours before the start of the preliminary heats of the event in question.
