Palijon Venue: Torre Venezia Suites, 170 Timog Ave. Cor. Santiago St. Q.C Date: November 24, 2014 Greenspaces (GS) in MM Road and street corridors, center islands & interchanges, Parks, gardens, recreational areas Institutional, commercial and industrial compound, GS Residential subdivisions and villages, comprising Educational and military reservations the urban forests Riparian system with vegetation either trees, palms, bamboos, shrubs, ground covers & other types of plants. Status of GS in MM Cities with GS above the Cities with GS UN-WHO standard: below the UN- WHO standard -Muntinlupa, -Manila -Quezon City, -Caloocan, Paranaque, Navotas, Las Pinas, Malabon, Taguig, Pasig Marikina, Mandaluyong Valenzuela Pasay Makati Pateros Threats to GS in MM 1. Road system developed Change of land uses into: Vacant lots vacant with either trees, commercial, shrubs and grasses industrial, residential Captured as GS Await building of structures Later no longer as GS but built up area. Threats to GS in MM 2. Examples: -National Bureau of Prisons (NBP) in Muntinlupa Conversion of public, military, educational, hospital reservations -Mental hospital in Mandaluyong Master development plan for development already prepared Threats to GS in MM 3. Conversion of nature parks, Examples: community parks, gardens, plazas either historical or -Mehan Garden in Manila not into other uses -Arroceros Forest Park (aborted) -QC Memorial Park- size reduced due commercial establishments Threats to GS in MM Fruit trees on yard of houses in old communities 4. Diminishing in number due to Loss of fruit trees on expansion of houses to traditional urban food accommodate: forest - Growing members of family - Leasees; Bedspacers Threats to GS in MM Thus, many GS in MM, -Temporary in nature -Under threat due to conversion into more economically profitable urban land uses MM Urban Greening Plan VISION Metro Manila as an aesthetically pleasing & ecologically balanced urban environment with sustainably managed network of GS that uplifts the quality of life of its people. MM Urban Greening Plan Mission Provide a sustainable, healthy & aesthetically pleasing urban environment by developing, harmonizing & strengthening multi-sectoral participation that will catalyze awareness and action among citizens. MM Urban Greening Plan Maintain, protect and Goals/ conserve the GS in cities objectives (that are still above the UN-WHO Standard) MM Urban Greening Plan Goals/ Increase the GS in cities (that objectives are below the UN-WHO standard) Strategies on maintaining GS 1. Participatory Comprehensive Urban Forest Inventory (PCUFI) -Urban forest structure: +tree canopy +sizes (dbh & height) -Composition /diversity: native vs exotic) -Distribution & density relevant in estimating social, economic and environmental roles/benefits Note: Use of LIDAR 2. LGU to continue, improve and sustain the: care maintenance protection of existing GS under its management . Proactive Tree Management Program Trees are assets to landscape but will become liability if not cared & maintained Tree failure may become damaging to both life & property Tree risk/hazard management necessary Some arboricultural (tree management) works Tree Support: Staking Tree support: Guying Watering Mulching Soil cultivation Nutrition management Pest and disease management Pruning Utility arboriculture Utility arboriculture Tree health assessment Tree risk/hazard assessment Tree surgery: wound Tree surgery: cavity treatment treatment Tree surgery: Rod and Cable Utilization of pruning debris bracing and other organic wastes 3. Strict implementation of PD 957 (Subdivision Law) and PD 953 (GS Law) -to assure that 30% of the land are not only set aside but are also fully developed and maintained as open space (GS and recreation) for public use 4. Integration of existing trees in land development/re-development. Responsible development can easily consider existing trees in the design & implementation of the plan 5. Preservation and enhancement of existing public and private GS -Pubic and private parks -Gardens and plazas -School/University campus -Malls and commercial business cpd -Memorial parks, cemeteries -Recreational areas Ayala triangle Balar Filters Liwasang Bonifacio Malacanang Park Mehan Garden Paco Park Pinaglabanan Shrine Rizal Park Quezon Memorial Park UP Arboretum University campuses Golf Courses Malls/Commercial Center Memorial Parks 6. Enrichment of public and private GS with native (indigenous & endemic) trees and other plant species “Nativization” / “Indigenization” of GS 7. Conservation/preservation of existing urban food forestry sites -Yard of houses in many old communities in MM have 2-3 fruit bearing trees (FBTs) -FBTs diminishing due to expansion of house to accommodate growing members of the family or bedspacers - Provide incentive e.g. tax discount Some examples of Urban Food Forests Strategies on increasing GS 1. LGU to continue, improve & sustain its greening & re-greening programs & activities Set goals/objectives, targets and strategies including regular budget for the operations 2. Review implementation of PD 953 specifically on tree removal (cutting or balling & transplanting) -Compensation on trees removed from private lots/land -Appropriateness of tree removal permit 3. Promote urban food forestry (UFF) for greenery, beauty, cool and pleasant environment and more importantly, food. -Aside from conserving/preserving the traditional food forest areas, +encourage UFF in new communities and other secured private compounds. 4. Promotion of urban vertical forest, skyrise greenery, greenology and other non- traditional greening approaches 5. Promotion of containerized gardens/hanging plants/edible plants in every home for greenery, beauty and food. Green Porch and Green Wall Green Fences Green Facade Other approaches on sustaining GS 1. Build the capacity of the office/unit in charge of greening -Consider employing Forester/Landscape Horticulture -Re-tooling/training of greening staff and personnel -Need to professionalize urban greening 2. Provision of technical and material requirements for greening 3. Harness participation of all players & stakeholders MMDA MMDA LGUs Residents DPWH Private School systems institutions Public Commercial Institutions business River Park and commission Recreation DENR-NCR owners Examples of stakeholder’s participations Notes Targets Outputs Responsible City Presented in the office/unit MM greening plan Logistics References: MMDA and LGUs Greening Programs MM Greening Plan Thank you May the Asia –Pacific region have more sustainable urbanization with balanced development and environmental conservation Acting together for Greener and Cooler Cities.
