    South Hams District Council Submission on Draft Warding Arrangements

    South Hams District Council Submission on Draft Warding Arrangements At its meeting on 9 May 2013, South Hams District Council considered a report which sought to make a recommendation to the Local Government Boundary Commission for England (LGBCE) on alternative warding arrangements for the Council. Having considered the agenda item, the Council subsequently resolved that:- 1. both Option A (Cllr Hicks’ Submission) and Option C (Cllr Pannell’s Submission No. 2) be submitted to the Local Government Boundary Commission for England (LGBCE) for consideration during their deliberations for a preferred new pattern of warding arrangements; and 2. based upon this decision, delegated authority be granted to the Head of Corporate Services, in consultation with the Leader of Council, to prepare the Council’s submission to the LGBCE before the deadline of Tuesday, 4 June 2013. Please note that for the purposes of this paper, ‘Option A (Cllr Hicks’ Submission)’ is attached at Appendix A and ‘Option C (Cllr Pannell’s Submission)’ is attached at Appendix B. In reaching this decision, it is important to note that the Council has not indicated any preference for either of these Options. As a consequence, the LGBCE is asked to give equal weighting to these Options during its deliberations. In view of the timescales involved and the democratic process necessary for making council decisions, coupled with the fact that the Council has decided to put two Options forward, it has not been possible to produce a particularly detailed submission which outlines some suggested ward names. In both Options, the main towns in the South Hams have been shown as a total electorate with a number of required Councillors.

Cllr Smerdon (DNPA Representative) Apologies: County Cllr Hart, District Cllr Spencer Sgt Ryan Canning 5 members of the public in attendance (on-line) Minute Action Number 18/21 Open Forum On behalf of South Dartmoor Community Energy, Teresa Godfrey gave a brief presentation on the idea of the proposed community- owned wind farm at Lee Moor. After the presentation there followed a question and answer session, where Teresa and her colleagues (Peter Crone and Als Parker) assisting in responding to the points/questions asked. Teresa mentioned it was good to see that the Parish Council had declared a climate emergency and it was agreed by Cllrs that the Climate Change Community Action Group should take an active role in the project, were it to go ahead. It was confirmed that the wind turbines (if approved) would be sited on brownfield land (former clay mine land) and as such Dartmoor National Park are initially in support of the project (although all of the land actually falls within the boundary of SHDC). The site has been identified as one of the best potential wind turbine sites in Devon and whilst referred to as Lee Moor, the site would actually include land in both Cornwood and Sparkwell (hence why both Councils in these Parishes have also been consulted). A community steering group would have to be established in the project was to move forwards and the PC would have to produce a Neighbourhood Plan which included reference to the wind turbines.

The framework should be viewed as a partnership, rather than a South Hams District Council, document reflecting the fact that many projects will be led by other organisations or partnerships and recognising the need for coordinated, targeted delivery of green infrastructure. The following organisations provided comments on a draft version of the framework: Devon Biodiversity Records Centre, Devon Birdwatching and Preservation Society, Devon County Council, Devon Wildlife Trust, Environment Agency, National Trust, Natural England, RSPB, South Devon Area of Outstanding Natural Beauty Unit and the Woodland Trust. Ideas for green infrastructure projects were also identified through an online survey open to members of the public. All comments received have been taken into account in this final document. Councillors noted that two items of business would be considered in Part II of the meeting. 111/19 Declarations of Interest There were no declarations of interest. 112/19 Police Business Apologies had been received but a report had been supplied which the Clerk read out: 6 crimes recorded for June (a) Section 18 GBH, Newnham – No viable enquiries (b) Criminal Damage, A38 Plympton – No viable enquiries (c) Burglary, Sparkwell woods (shed) – No viable enquiries (d) Burglary, Plympton, abandoned property – No viable enquiries (e) Assault, Sparkwell – Victim not supporting Police (f) Non counting action fraud, Plympton – under investigation. 113/19 District Councillors Business Cllr Thomas delivered his report: (a) At the last meeting Cllr Small raised a point regarding refuse drivers leaving their lorries. He had taken this up and had a response from the officer at SHDC saying that drivers were allowed to leave the cab as long as they were close enough to respond to an emergency. The engine needs to be running for the lorry to be operational. (b) Regarding the issue of missed bins in Lee Mill, he had joined the Lee Mill Facebook page and posted asking residents to let him know of any problems.

    Connecting Devon and Somerset ​ Council Briefing 14th September 2020 Programme Update Introduction Connecting Devon and Somerset (CDS) is a central and local government partnership that subsidises the construction of broadband infrastructure mainly in rural areas, bridging gaps in commercially funded networks. “Connecting Devon and Somerset (CDS) has achieved genuine success during their management of broadband delivery in the region. CDS has directly provided superfast access to more than 300,000 homes and businesses, often in rural and sparsely populated areas. They have also delivered connectivity to more premises than any other English programme, and this is being further complemented by the live contract they have with Airband. The contracts with Airband will have delivered connectivity to c.21,000 premises across (North West) Devon and West Somerset by the end of Summer (2020)” – Department for Digital, Culture, Media & Sport, May 2020. ​ ​ The CDS programme is the largest and one of the most cost-effective in England with costs per premise in the lowest quartile nationally*. CDS covers the local authority areas of Devon and ​ ​ Somerset County Councils, North Somerset,​ and Bath and North East Somerset Councils.     M I N U T E S of SHAUGH PRIOR PARISH COUNCIL Meeting Held on Wednesday 2nd November 2016 at Lee Moor Public Hall Present: Vice-Chairman Cllr Small Cllr’s Taffurelli, Stone, Mrs Tyler, Mrs Burkill, McIver, Wassell, Spiers District Cllr Hitchins Apologies: Cllr Norman County Cllr Hart PCSO Jim Brokensha 3 members of the public in attendance Minute Action Number 135/16 Open Forum In the absence of Cllr Norman, the Vice-Chair Cllr Small opened the meeting. Cllr Small mentioned that Cllr Norman was still in hospital following some routine surgery and consequently it was agreed that the Clerk would send him a get well soon card on Clerk behalf of the PC. Annie Bent of Wolf Minerals gave an update on matters relating to the Tungsten Mine. Works to the processing plant were still on- going which it was hoped would address the low frequency noise problems some people are experiencing. These should be completed by the end of November. The works to divert Lee Moor Road were progressing well with tarmacking now taking place and replacement trees due to be planted. The planning application for extending the working life of the mine was due to be considered at rd DCC Planning Committee on the 23 November. Wolf were continuing to work with local community groups in order to address the concerns relating to blasting. The results of the test of the electronic detonators for blasting was inconclusive and for 1 health and safety reasons the decision was made, for the current time, to return to the use of manual detonators.

County Cllr J Hart. ACCEPTED. FC37/19 PUBLIC FORUM Jim Fursdon requested the Council’s views on the way forward regarding the heating and ventilation system in the Woolwell Centre. Mr Fursdon was informed the Property & Maintenance Group are in the process of reviewing this and various options are being explored, but no decisions are being made at this present time. Cllr P Blight stressed the Council needs to ensure that any system installed delivers the best performance for the occupancy levels of the centre. Mr Fursdon stated he has no connection with any contractors. His only interest in the Woolwell Centre is that runs dance classes in the centre, and he would like to see the heating and ventilation system up and run efficiently for the benefit of the users. Whilst he appreciated the Councils’ approach in following procedures and taking due diligence, he did have strong concerns that, with events taking place from 1st September, there are deadlines to be met. Mrs Fursdon praised the Council and saying it was good to see what the Council have achieved in such a short period of time.

Where information has been derived from other sources, I confirm that this has been indicated in the thesis.” 2 Dartmoor: A Landscape Study Focus and aims At the heart of Devon in the southwest of England lies Dartmoor, a large expanse of high moorland and rocky tors. Anyone who has visited Dartmoor or seen photographs and read about it will have their own personal images and feelings for the place, which will be as varied as the landscape. Over recent years landscape approaches have adopted strategies to understand how people experience and perceive the landscape that surrounds them (Ingold 2000, Thomas 1999, Tilley 1994). Phenomenology attempts to reveal the world as it actually is experienced by the subject as opposed to how we might theoretically assume it to be (Tilley 2004a). Writers such as Casey (1996, 2000, 2001, 2008), himself influenced by Merleau-Ponty, consider the body as vital and fundamental in perceiving, understanding and familiarising oneself with the landscape. Issues of memory, place, attachment and cosmology are nested within the landscape and remains of human activity, both past and present. Anthropology has demonstrated how peoples’ understanding and perception of the landscape structures moral codes and practice (Basso 1996) and kinship affiliation and re-negotiation (Gow 1996). Therefore, the focus of this study is to understand how peoples’ experiences in the Bronze Age and in the present were/are structured by the landscape characteristics (topography, geology) of Dartmoor.
