Revised Preferred Draft Core Strategy Consultation 21 st January – 4th March 2011 2 Introduction to the Borough of Redditch Core Strategy A Borough of Redditch Core Strategy is one of the most important planning documents at the local level, as it provides a framework approach for growth of the Borough and it is the first DPD to be produced for the Borough of Redditch Local Development Framework (LDF). This Core Strategy should be read in conjunction with the Sustainability Appraisal (SA) Report and documents which provide evidence for the Core Strategy. The Core Strategy Development Plan Document (DPD) sets out the state of Redditch now in the Local Portrait; what Redditch wants to be by 2026 in the Vision and Objectives by responding to the issues and challenges in the Local Portrait; how Redditch will get there in the Policies highlighting how much development should be delivered and broad locations for accommodating it; and how it will be delivered in the Delivery Strategy which will explore the delivery mechanisms and infrastructure requirements necessary to allow development to come forward and ensure it is carried out in an acceptable manner. Also included is a Key Diagram that presents the main elements of the Redditch Development Strategy in diagrammatic form. Revised Preferred Draft Core Strategy Consultation 21 st January – 4th March 2011 3 Preparation process The preparation of the Core Strategy DPD has been progressing for some time. It has been prepared in accordance with the Planning Act 2008, The Town and Country Planning (Local Development) (England) (Amendment) Regulations 2008 and Planning Policy Statement 12: Local Spatial Planning. The regulations governing the production of Core Strategies have changed during its production, however the diagram below shows what Redditch Borough Council has done to prepare the Core Strategy DPD. This Study was published in 2009 and has been updated in mid 2012, in line with progress on the Council’s emerging Bromsgrove District Plan. The study and this update has been carried out in accordance with the following three stage process as advocated in good practice advice issued on behalf of the CLG: Stage 1: Taking stock of the existing employment land situation; Stage 2: Creating a picture of future requirements; and Stage 3: Identifying a new portfolio of sites. For the purposes of this review, the District has been divided into 4 sub-areas, as illustrated on the plan below: 1 Bromsgrove District Employment Land Review Stage 1: The Existing Employment Land Situation Gross employment land supply within Bromsgrove District equates to just over 47 hectares. This figure includes Areas of Development Restraint (several of which now have planning permission for development or are at the pre-application stage) and existing commitments at Ravensbank Business Park (which are intended to meet the employment development needs of Redditch) and Longbridge (which is related to the Birmingham area).
