The aforesaid examination may continue for a long period. Hence, the candidates are required to come prepared to stay for a few days. 3. Term and Conditions of Service. The Initial appointment to the post of Constables and the Terms and Conditions of Service shall be governed by the G.A. Department Notification No.32010/Gen. dtd.12.1.2013 ( for Group-C and D posts ). 4. Examination Fees. The S.C. / S.T. candidates are exempted from paying the examination fees. 6 5. Registration of Name in Employment Exchange . A candidate should registered his / her name in any one of the Employment Exchange of the concerned District (for which he / she applies for the post of Constable) before the publication of advertisement for recruitment. A candidate should not register his / her name in more than one Employment Exchange. The Group ‘ D ’ employees working in Police Department need not register their names in Employment Exchange. 6. Age limit. The age of the candidates should not be less than 18 years or more than 23 years as on 01.01.2015 (upper age is relaxable upto 5 years in case of SC, ST & Women candidates). The age limit for Ex-Servicemen shall be relaxed as per Govt. Rule. Similarly, the age of the Home Guards candidates should not be more than 28 years as on 01.01.2015. For Group “D” employees, their age should not exceed 43 years as on 01.01.2015. The candidates will have to avail only one benefit as indicated above. 7. Qualification. Candidate must have passed +2 examinations or equivalent examination conducted by the Council of Higher Secondary Education, Odisha or by any other recognised Board / Council. A candidate should must be able to speak, read and write Odia and must have passed Odia as one of the subjects in the High School Certificate Examination or an examination in Odia Language equivalent to M.E standard recognised or conducted by the School and Mass Education Department of Government of Odisha. 8. Other qualification. (i) A candidate must be of good character. (ii) If married, the candidate must not have more than one spouse living. (iii) A candidate must be of sound health and must be free from organic defect and physical deformity. 7 (iv) A Group “D” employee working in Police Department must have completed 5 years of continuous service and have good service record without any major punishment. (v) A Home Guard candidate must have completed 3 years of enrolment without any interruption on the date on which the advertisement for recruitment is published and must have undergone the basic course of training for Home Guards. N.B. :- The candidates are required to produce original certificates of his / her educational qualification for verification by the Selection Board at any time during the recruitment process. If any candidates fail to produce the required certificates, they shall be disqualified and the candidates shall not be allowed to participate in the next recruitment process. Besides, if Selection Board feels that the candidate have not requisite qualification for the post of Constable at that time the candidature shall be disqualified. (iii) The Sports person participated in Open National Champion- ship and international competitive sports event and the same should be sponsored either by the recognised National Sports Federation / Associations or Indian Olympic 8 Associations or Odisha State Sports Association affiliated with recognised National Sports Federations / Associations and the sports person as a person who would have issued Identity Card as “Sports Person”, by the Director, Sports, only such sports persons who is deficient in physical standard of measurement by 3 cm in height, 2 cm in chest, and 5 kg in weight shall be relaxed as per Rule. (iv) The candidates having physical disability or deformity are not eligible for participating in the aforesaid Recruitment of Constables.

Total 1225 no of police personnel have been vaccinated in Balasore district and 1496 in Mayurbhanj. DGP also reviewed the border sealing arrangement at Laxmannath and Udaypur in Balasore, Hatibari and Chaksuliapada in Mayurbhanj district on West Bengal border. 7 platoons force have been deployed for Covid enforcement duty in Balasore district and 4 platoons in Mayurbhanj. Border Check Points at 6 places under Jaleswar PS, 4 under Kamarda PS, 7 under in Bhograi PS, under Palseri PS, 3 No of Raibania PS in Balasore district, 4 place under Rasgobindpur PS, 4 under Morada PS, 13 under Suliapada PS, 9 under Chandua PS and 4 under Jharpokharia PS in Mayurbhanj district have been established to check interstate movement between Odisha and West Bengal' ADG Law & Order accompanied the DGP during his visit. lG ER, SPs Balasore and Mayurbhanj attended the review.

    Commonwealth Human Rights Initiative 20 April, 2018 GOVERNMENT COMPLIANCE AND SUPREME COURT DIRECTIVES: An Assessment The Commonwealth Human Rights Initiative (CHRI) has developed the following quantitative assessment of the status of compliance by states and union territories with the Supreme Court directives on police reforms,1 which points out that States/UTs have either blatantly rejected, ignored, or diluted significant features of the directives. This note grades the states/UTs (barring the state of Telangana) on compliance based on a set of specific parameters for each directive. There is not a single case of full compliance with all the directives. States and Union Territories are marked either as partially compliant or non-compliant. Our assessment refers only to compliance on paper (as provided for in the Police Act or the government order) and does not address implementation on the ground. DIRECTIVE 1: STATE SECURITY COMMISSION What the Directive says The purpose of a State Security Commission is to “ensure that the State Government does not exercise unwarranted influence or pressure on the state police”. It is designed to be a buffer between the political executive and police through its policy-making role and wide membership. Background: The past decade has witnessed a steep rise in crime statistics in India. As per the data of the National Crime Resource Bureau, cognizable crimes under the Indian Penal Code have shot up from 18,78,293 from 29,49,400 a drastic increase if 63% and cognizable crimes under the Special and Local Laws have gone up from 32,24,167 to 43,76,699 an increase of 73%. The escalation of the crimes speaks for itself on the state of the criminal justice system in the country. In order to understand the reason behind it, it is important to look into the two facets of criminal justice: police and the judiciary: after all crime and criminals are nabbed by the police and punishment/justice is delivered by the judiciary. Much has been said and deliberated upon the judicial framework, its shortcomings on delivery of justice and the needed reforms. The present paper refrains from review of this and instead focuses on the other aspect of criminal justice system that is the Police Governance in the country. The paper is divided into 10 sections. Section 2 defines police and traces the organisation of police force within the country‟s governance framework-the Constitution and the Law. Section 3 reflects upon the types of police forces and police statistics. Section 4 traces the history of police reforms in India both pre-independence and post-independence. Section 5 discusses the judicial view on police reforms and Section 6 the implementation of the court directives.
