In the twentieth century, planning emerged as a practice of hegemonic and colonial power within Britain as well as internationally. In analyzing these discourses, this dissertation argues against criticism that would set such hegemonic power in strict opposition to the local; in fact, through planning and its notion of place, such power could make profound claims to locality and particularity. This larger context informs readings of postwar and contemporary British writers, from the materially-focused poetry of Roy Fisher and Ian Hamilton Finlay, to the juxtapositions of provinciality and migration in the work of Caryl Phillips, and finally to the encounters with marginalized dismalness in the fiction of and Rachel Trezise. viii INTRODUCTION From Riots to Trees From April to July of 1981, 'race' riots broke out across England, first in Brixton, and then in Birmingham, Leeds, Manchester and Liverpool. Frustrated by endemic poverty, decaying neighborhoods, police surveillance and brutality, and the incipient attack on the welfare state, working class communities – white and black – took to the streets in violent protest. While sparked mostly by incidents of police brutality, often against black youth already the frequent subject of increased 'stop and search' policing, the riots were deemed to be the result of "racial disadvantage," according to a subsequent government inquiry into the riots, the Scarman report.1 While asserting that institutionalized racism did not exist, the report nevertheless advocated for affirmative action to prevent existing race inequities from becoming an "endemic, ineradicable disease threatening the very survival of [British] society."2 The riots were the result not only of a rapidly changing economy but also of the contestation of 'British' identity that, in the postwar period, pitted Britain's burgeoning 'postcolonial', migrant population against white nationalists, and working class white and black youths against Thatcherite authoritarianism and neoliberalism. Margaret Thatcher herself promised, in 1978, that if elected the British would "finally see an end to immigration lest [they] feel rather swamped by people

I Abstract In the context of the transformative ambitions of event-based, culture-led urban regeneration, this thesis interrogates the production of cultures of gender equality in City/ Capital of Culture mega-events. Inspired by Donostia/ San Sebastián as European Capital of Culture in 2016 and analysed in detail in Hull’s celebration of the UK City of Culture in 2017, the investigation seeks to understand the relevance of socio-cultural values in the celebration of art, culture and heritage in the urban context. The investigation analyses the City/ Capital of Culture mega-events through a conceptualisation of their socio-cultural significance, which is informed by liminal and carnivalesque event characteristics. Relating to the politics, practices and perceptions of gender equality in mega-events, the research is based on an ethnographic study of six equality- themed events in the field sites of Hull and Donostia/ San Sebastián. The analysis develops from a relational reading of the two sites: due to its strong emphasis on negotiations of socio-cultural values, Donostia/ San Sebastián informs my research focus in Hull.

    Developing Literary Glasgow: Towards a Strategy for a Reading, Writing and Publishing City Paul J Docherty A thesis submitted for the degree of Doctor of Philosophy in Publishing Studies University of Stirling March 2018 Developing Literary Glasgow Abstract Since the 1990s, urban cultural policy in the UK has been bound to the cause of urban regeneration. Much has been written in examination and critique of this relationship, but what happens when the direction of strategic attention is reversed and civic leadership seeks to regenerate culture itself? The city of Glasgow, having made capital of culture over many decades, has moved towards a strategy for the development of literary Glasgow. This thesis documents a search for those factors crucial to that strategy. The research focuses on literary Glasgow as one aspect of the city’s cultural sector; identifies and examines gaps in the relationship between the civic cultural organisation and literary communities; and highlights those elements vital to the formation of a strategy for development of the literary in Glasgow. An extended period of participatory ethnographic research within the Aye Write! book festival and Sunny Govan Community Radio, is supplemented with data from interviews conducted across the literary sector and analysis of organisational documentation. Through these a gap has been identified between the policies and operations of a civic cultural organisation, and the desires of those engaged within the literary community. This gap is caused, in part, by the lack of a mechanism with which to reconcile contrasting narratives about the cultural essence of the city, or to negotiate the variations in definitions of value in relation to cultural engagement.

    What does it mean when people call a place a shithole?: Understanding a discourse of denigration in the British Isles Abstract This paper investigates what people mean when they engage in the discourse of denigration. Building on existing literature on territorial stigmatization that either focuses on macro-scale uses and effects of territorial stigmatization or micro-scale ethnographic studies of effects, we develop a novel approach approach that captures the diverse voices that engage in the discourse of denigration by tracing the use of the word and hashtag ‘shithole’ on the social media platform, Twitter in order to examine who is engaged in the stigmatizing discourse, the types of place that are stigmatized, and the responses to stigmatized places Using a robust data set, we highlight two key findings. First the majority of tweets were aimed at places where the tweeter was not from, a form of othering consistent with how territories are stigmatized by those in positions of power, such as policymakers, politicians, and journalists. Second, we note that an important and gendered minority of tweets can be characterized by a ‘cry for help’ and powerlessness, where the stigma is aimed at their own places. We offer an interpretive lens through which to understand and frame these minoritarian voices by engaging with theories of abjection that allow us to see how minoritarian voices relate to place Keywords Territorial stigmatization, denigration, Twitter, minoritarian voices, gender, abjection 1.
