KEY DEVELOPMENTS Satellite imagery indicates that nearly 12 percent of Sindh Province remains flooded, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA). Flooding continues to threaten Dadu and Johi towns where the swollen Indus River enters the Arabian Sea. To protect Dadu and Johi towns, media sources report that irrigation authorities breached a dike and are diverting floodwaters toward Manchar Lake. As a result, rising water in Manchar Lake could cause flooding in parts of Sehwan tehsil in Jamshoro District. Authorities in Nasirabad Division of Baluchistan estimate that approximately 400,000 people are displaced in the area, of which an estimated 50 percent are from Sindh Province. Their ability to return is dependent on the reopening of the Quetta-Jacobabad–Sukkur road, which could take at least two weeks. According to OCHA, the Jacobabad–Shikarpur road has reopened to light traffic. Jacobabad, the largest town in one of the most affected districts of Sindh, has been cut off for 28 days. The seventeenth USAID/OFDA relief flight arrived in Islamabad on September 8, delivering 1,600 rolls of plastic sheeting sufficient to provide temporary shelter for an additional 48,000 people. On September 9, USAID/OFDA committed more than $1.3 million to a non-governmental organization (NGO) to support humanitarian coordination and information management activities in flood-affected areas.

    GOVERNMENT OF PAKISTAN CENTRAL BOARD OF REVENUE C.No. 1(2)/WT/94 Islamabad, the 17th July, 1994. CIRCULAR NO.12 OF 1994 (WEALTH TAX) SUBJECT:- JURISDICTION OF COMMISSIONER OF INCOME TAX IN RESPECT OF WEALTH TAX RETURNS FILED WITH REVENUE OFFICERS. As a result of amendment made in the Wealth Tax Act, 1963 and the Wealth Tax Rules, the agricultural assets holders have to file wealth tax returns in respect of that portion of wealth which comprises agricultural assets only, with the Revenue Officer (Tehsildar/Mukhtiarkar) of the Tehsil/Taluka where maximum land of the land owner is located. However, persons who are already income tax payers may, if they so desire, file such returns of agricultural assets (on Form AGR-W) with the Deputy Commissioner of Income Tax holding jurisdiction in respect of their income tax cases. 2. 2. The Revenue Officer i.e. Tehsildar/Mukhtiarkar shall, upon receipt of the return on Form AGR-W enter it in the Returns Receipt Register WT-20 (for returns of agricultural assets only). These registers are being supplied along with this circular. 3. The Tehsildar/Mukhtiarkar shall then verify the particulars of land given in the return form the official records of the land-holdings and sign the verification printed on the return Form AGR-W. 4. The Tehsildar/Mukhtiarker is also required to ensure that the tax due on the basis of the return filed in his office, has been duly deposited in the National Bank of Pakistan Branch. 5. The Tehsildar/Mukhtiarkar shall, after the aforementioned action detach the Page’A’ of the returns receipt register WT-20(these have been perforated for convenience) sign each page and forward all the returns, whose particulars have been entered in the said register, to the respective Commissioner of Income Tax mentioned, in column 2 below, against his Revenue District.

In rural areas ,districts have been taken as strata in Punjab, Sindh,KPK Provinces and an administartive division in Balochistan province.All urban and rural areas in case of AJ & Kashmir, Gilgit/Biltistan have been treated as independent stratum.Similarly a two-digit code at position II & III has been assigned to show the stratum of large size cities within each province.     Pakistan • Monsoon Floods Situation Report 23 9 September 2010 This report was issued by UNOCHA Pakistan. It covers the period from 6 to 9 September. The next report will be issued on or around 14 September. I. HIGHLIGHTS/KEY PRIORITIES • Six weeks on from the onset of the floods, almost 12 percent of Sindh province is estimated to be under water. • Ms. Valerie Amos, United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator visited affected areas in Sindh and Khyber Pakhtunkhwa provinces on 8 and 9 September. • An additional US$12.7 million has been contributed against the Pakistan Initial Floods Emergency Response Plan (PIFERP), bringing overall coverage to 67%. Funding has been uneven however, and the WASH cluster is facing a 70% shortfall against its initial requirements. II. Situation Overview Latest information from provincial and national authorities indicates no significant change in the number affected, which stands at just over 20.5 million. Over 1.8 million houses have been damaged or destroyed. The death toll is unchanged at 1,752. Large parts of Sindh province (11.6 percent according to latest satellite imagery) are still under water, with the most recent flooding in the districts of Dadu, where the towns of Dadu and Johi continue to be at risk, as well as Thatta, where the swollen Indus River enters the Arabian Sea. No major towns have been inundated since the last situation report. As of 8 September, floodwaters had advanced to within 5 km of Dadu, and were exerting increasing pressure on an embankment protecting Johi, 15 km to the west.

Prof. Khan has several books to his credit including Public Policy and the Rural Economy in Pakistan, Underdevelopment and Agrarian Structure in Pakistan, Participatory Rural Development in Pakistan: Experience of Rural Support Programmes, and The Economics of Green Revolution in Pakistan. He has numerous journal publications, including many in the Pakistan Development Review (The PDR), flagship publication of the PIDE. I want to share a thought experiment. Let’s change Pakistan from a federation of four provinces to a union (state) of 20 regions. Why abolish the provinces? Well, for at least three good reasons: they are a colonial legacy; they are culturally and ethnically heterogeneous; and they promote “provincialism” because one of them dominates the political and administrative structure of the country. The present system does not reflect the regional and ethnic aspirations of the people; it disempowers them; and it is inefficient and inequitable in delivering the services that people need and deserve. The proposed regions comprise contiguous districts with ethnically similar communities of common interests (Appendix I). The regional system, as it empowers the ordinary people, will make politicians and civil servants far more accountable to their constituents. Greater accountability also means cleaner governance. The system will also make the delivery of services more efficient and equitable. I. Structure of State Institutions A. Elected Offices 1.
