Introduction

1 Introduction

New Car Park

1.1 This Travel Plan has been updated because Oaklands School has received planning permission for a new car park to be located off Warren Hill. The new car park will be instrumental in providing scope for the school to increase the number of pupils on roll from 243 to 273.

1.2 The planning application for the car park was accompanied by a detailed Transport Statement that described the operation of the car park in terms of the benefits that would occur to changes in traffic flow patterns related to the school’s operation.

1.3 The Transport Statement demonstrated that when installed the new car park will provide the following

 Remove the majority of staff parking from Albion Hill.  Remove the majority of staff parking from Albion Park.  Remove some staff parking from other neighbouring roads.  Reduce pupil drop off traffic on Albion Hill by over 50%. (around 50 cars)  Improve school related traffic flow throughout the area.

1.4 The Transport Statement included a junction capacity model of the Warren Hill/High Road junction, which showed that the junction continues to work well within its theoretical capacity if allowing for the re- direction of traffic to the proposed car park and also the slight increase in numbers due to the pupil increase.

1.5 The Transport Statement concluded that ‘the proposals will result in an improvement in traffic conditions in the local area’.

Mission Statement

1.6 With this travel plan we aim to:

 Reduce car use by parents and staff to and from school  Reduce school traffic using Albion Hill to improve the traffic flow in the vicinity of the school  Reduce school staff parking on Albion Hill and the surrounding roads  Promote healthy alternatives for travelling to school where these are available  Encourage the use of public transport where available and appropriate  Minimise traffic congestion in the area caused by vehicles travelling to and from school.  Provide a safer environment for children, parents and residents in the vicinity of the school  Reduce and avoid conflict between the school and local residents  Increase our children’s road safety awareness

Introduction

 Make the school site a safer area

Description of the School

1.7 Oaklands School is an independent coeducational day school for pupils aged between 2½ and 11 years of age. The School was founded in 1937 and has 241 pupils on roll. Although there are around 80 Oaklands staff employed, only around 35 teaching and non-teaching staff work at the School at any one time.

1.8 Oaklands is situated on Albion Hill, a residential street at the entrance to Loughton. The school comprises several modern and old buildings on the site and two large fields. There are two main entrances to the site: through the main gate on Albion Hill and through the gate at the bottom of the site on the High Road.

1.9 A location plan of the school forms Appendix A and the car park layout forms Appendix B.

1.10 A planning application has been approved on appeal to build a new 34-space car park off Warren Hill (EPF/2774/15). This provides the scope for the school roll to increase to 273 pupils (a 30-pupil increase). The car park also includes a circulation and drop off area so that there would be a significant reduction in the numbers of pupils being dropped off along Albion Hill.

Traffic around the School

1.11 At present the school has limited parking on site for vehicles. Parents and staff who drive park either on Albion Hill or in Spring Grove/The Crescent/Warren Hill and walk to the bottom entrance off the High Road.

1.12 With the construction of the new car park there will be an additional 34 parking spaces and a significant reduction of school traffic on Albion Hill.

1.13 The Oaklands community applies an unofficial one way system on Albion Hill so that all school related vehicles (including bins/deliveries) drive down the hill only. Many residents have also adopted this system for ease of use.

1.14 The busiest times of the school day for traffic are from 8.30am to 8.45am, and 2.55pm to 3.30pm.

1.15 During the morning drop-off period, in agreement with ECC and the community police at the initial meeting in 2006, the school caretaker used to patrol outside the main gate on Albion Hill until February 2016 to assist children exiting vehicles quickly and entering the school by the main gate. This kept traffic flowing and negated the need for vehicles to stop, park and congest the area.

1.16 In February 2016 ECC’s parking enforcement department contacted the school to warn that this assistance should cease due to the future stricter enforcement of cars stopping on the yellow zigzag lines. As a result, cars now stop lower down from the main school gate.

1.17 County Council funds a School Crossing Patrol officer to patrol at the bottom gate and to assist

families to cross the busy High Road both during the drop-off period in the morning and picking-up period in the afternoon. This is a very welcome provision and is used by many families and staff.

1.18 With the construction of the new car park there will be a school caretaker located in the car park ensuring children leave their car quickly and walk along the internal route to the school buildings. Very young children unaccompanied by older siblings, will still most likely be dropped off on Albion Hill.

Public Transport

1.19 The School is located about 1 mile from Loughton town centre. There is a short walk to Loughton Underground station, which provides good links to other routes and is used by several staff members. There are bus stops on either side of the road adjacent to the bottom gate onto the High Road that provide good links to neighbouring towns. Many staff and families use the bus to travel to and from school.

Catchment Area

1.20 The catchment area extends about 5-6 miles or so in a radius around the School. Some 43% of pupils come from Loughton itself. Although some staff travel from as far as Brentwood and Saffron Walden, the majority live within a 2-3 mile radius and many live within walking distance.

Before and After-School Events and Activities

1.21 Like most schools, Oaklands offers its pupils a wide range of extra-curricular clubs. These are run before and after school and range from sporting activities to breakfast and after school care. These clubs are always over-subscribed but, due to their finishing times, do not cause congestion problems.

1.22 The mornings are staggered as the school provides a Breakfast Club service from 7.30am until 8.25am, which around 32 children (13% of the school) make use of daily. This reduces traffic movements in the mornings by staggering pupil arrivals.

1.23 The afternoons are very heavily staggered at the end of school with children finishing at 3pm, 3.15pm, 3.30pm, 4.15pm, 4.30pm and then between 4.30pm and 6pm. This eases congestion greatly.

1.24 There are termly evening parent consultation meetings, information evenings and parents’ association evenings. There is a minor impact on congestion, but the events are held afterschool and are staggered to avoid too many parents and vehicles around the school at any one time.

1.25 There are a small handful of special events held over the academic year that impact on traffic flow around the School area. These include Sports Day, Prize Day, Display of Work evening, the Fete and cross-country running. The School aims to time events away from routine picking up times.

Introduction

1.26 Unlike many schools, Oaklands does not currently hire its buildings or sports facilities for public clubs, organisations or weddings. There are no weekend clubs. Around 20 children make use of one of the school’s Easter or Summer holiday activities clubs each year with 2-3 weeks of clubs from 9.30am until 3.30pm.

2.1 There have been many improvements made to the school community’s travel habits since the original plan was introduced with the assistance of Essex County Council in 2006.

Pedestrians

2.2 Many more families and staff now walk to school. There are good provisions for pedestrians, with well- maintained pavements in both directions along the High Road. 16% of children walked to school in 2015, while 24% walk to school in 2017.

Cyclists

2.3 The school has installed a bicycle shed near the bottom gate entrance off the High Road. 4% of children now ride small bicycles or scooters to and from school, accompanied by parents.

Public Transport

2.4 There is a good public bus service from Woodford Green, and Loughton. There is a bus stop just outside the gate in the High Road. There are no school buses. The school is about 20 minutes walking distance from Loughton tube station. 5% of children use public transport on a regular basis.

Coaches

2.5 Pupils are taken off-site for class swimming lessons at Loughton Swimming Pool once each week. The coach stops briefly in the bus stop on the High Road and children enter and exit the site after 9am via the bottom gate.

2.6 Other sports activities trips and visits normally use the school’s minibuses.

Walking

2.7 Pupils regular walk to local venues such as St Mary’s Church in Loughton, Loughton Fire Station, the forest (at the top of Albion Hill) and Loughton underground station for activities. They are accompanied by sufficient staff members and all children wear high-visibility gilets.

3 Principal Transport/Travel Problems

3.1 Albion Hill can become congested at times when children are being taken to and from school. Parents sometimes queue to drop off their children, which can cause problems for local residents and other road users, particularly if they do not know about our unofficial one-way system.

 There is no pedestrian crossing in the High Road. It is dangerous to cross the road to reach the school gate because it is a busy road, except when the School Crossing Patrol officer is present.  There is a shortage of car parking spaces in the vicinity of the school.  Some parents ignore the parking restrictions on the yellow zigzags outside the school. This can be dangerous for pupils coming in and out of school.  A minority of parents park inconsiderately e.g. blocking residents’ drives or obstructing the pavement.  Some parents park on the corner of Spring Grove and in the bus stop on the High Road, which causes problems for motorists turning from Spring Grove into the High Road and for buses stopping at the bus stop.  There is the potential for children to run into the road, as there are no barriers outside the school at either entrance.

To alleviate some of the problems, we have taken the following steps:

 The school caretaker is on duty outside school in the mornings to ensure that pupils dropped off in Albion Hill enter school safely.  The caretaker is on duty near the High Road gate at 12 noon in order to ensure that nursery children leave safely by the High Road gate.  Pupils have designed posters asking parents not to park on the zigzags.  A School Crossing Patrol Officer has been appointed during the mornings and afternoons.  A cycle shed and a parent waiting area have been provided.  A shed for keeping wellies in has been provided.  Local Community Police officers have trained pupils in road safety issues.  The Headmistress has published regular reminders to parents about road safety and consideration to children in the newsletters.  The school works with residents to ‘name and shame’ parents who park inconsiderately.  The school works supports the traffic wardens when making visits to the site.

3.2 The new 34 space car park accessed off Warren Hill, which has a circulation and drop off area for children, will make a significant improvement in traffic conditions along Albion Hill and the local area as nearly all staff parking and around 50% of pupil drop offs will relocate away from Albion Hill.

4.1 In January 2017 each class held a ‘hands up’ survey and recorded the results of travel habits to and from school. Previous surveys were completed in 2008, 2010, 2012 and 2015.

4.2 The survey asked those children driven to school in the morning (67% of children) to state whether they are dropped off in Albion Hill to use the main entrance, or elsewhere to use the bottom entrance. The results are as follows:

4.4 With the help of the school office, the Working Party plotted families’ home towns to establish distances that are travelled to get to and from school. The results are as follows:

4.5 Of the 103 Loughton pupils, many families live within a 1.5 mile radius of the School. Roads include Warren Hill, Upper Park, Alderton Hill, Traps Hill and Connaught Avenue. These would be the ideal families to target to our walking/cycling initiatives. Many families already walk.

Parent Questionnaire

4.6 We sent a questionnaire to parents to survey the reasons why they choose their transport methods. We also asked for suggestions for possible measures to help overcome any travel problems and encourage more children and families to find alternative methods of travel to and from school.

Results:

1. The majority of parents bring their children to school by car. This is because: (more than one answer permitted)

12% They also have to drop an older child at a secondary school

13% They travel to work or other commitments directly after dropping off at school

5% The weather precludes them from walking at certain times of the year

16% They feel it to be inappropriate to bring younger children to school on foot

2. Asked if the parents would make use of an internal ‘Drop and Go’ system in the mornings with the creation of the new car park and internal track, the response was:

4.7 Over a week in 2017 a survey was undertaken to determine the mode used for staff travelling to the school, the distance that they travelled and if by car, where they parked their car. 4.8 The School has identified that the afternoons are more congested than mornings due to the concentration of vehicles arriving on-site in the same 30-minute period. However, there are heavily- staggered pick-up times and numerous after-school clubs and activities already in place.

4.9 The School has formed a Travel Plan Working Party that includes:

4.10 To gather opinion and consultation, the Working Party has consulted with the following:

4.11 The objectives and associated action plan are contained in Appendix C. However the implementation of the new 34 space car park with associated circulation and drop off area for parents and pupils enables a new set of objectives to be made in terms of school related traffic and staff parking as follows:

 Remove the majority of staff parking from Albion Hill.  Remove the majority of staff parking from Albion Park.  Remove some staff parking from other neighbouring roads.  For children aged over 7 (or aged 5 accompanied by an older sibling over 7) all drop offs via the new car park and circulation area.  Reduce pupil drop off traffic on Albion Hill by over 50%. (around 50 cars)  Improve school related traffic flow throughout the area.

Plan to ensure the new Car Park is used effectively

4.12 The school has three main plans for ensuring that the new car park and dropping off/picking up area is used effectively:

1. Insist that the staff who currently park on surrounding roads and walk (often further away than the car park itself) park in the car park on site. This can be done at the point of employment of new employees and through meetings with existing employees.

2. Persuade parents through letters, newsletters, posters and assemblies to children that cars approaching the school from Buckhurst Hill should use the car park to drop off or pick up.

These cars would normally turn up Warren Hill to either park there, or to continue along to Nursery Road and down Albion Hill where they would park at the top.

3. Persuade parents through targeted letters to individuals, newsletters, posters and assemblies to children that children in the older year groups from Year 3 (age 7) to Year 6 (age 11) should be dropped and picked up in the car park area.

There are around 88 children in these year groups that would be targeted.

In most cases, the staff and parents’ cars would be closer to the school if in the car park on site then they would be if they were to park elsewhere and walk.

Further to our recent newsletters, I write to ask for your help in reducing the number of vehicles accessing Albion Hill and the surrounding roads.

As you will be aware, our new car park is now open and ready for use. This is a multi- purpose facility that will take 34 parked vehicles and that has been designed to allow you to easily drop your children internally in the mornings and pick up in the afternoons.

In the mornings the children will be supervised by one of our Maintenance Team in the car park, and will be able to make the short journey from the car park to the school buildings on site without the dangers of travelling on or next to the busy roads. In the afternoons the children will make their way to the picking up area in the car park with one of our staff, who will stay with them until the children have been picked up.

If you drive to Oaklands and come from the Buckhurst Hill direction, you will normally turn left into Warren Hill. Some parents currently park in Warren Hill and walk, whilst others drive along Nursery Road and then down Albion Hill. We are asking all parents who drive from Buckhurst Hill to use the car park area to drop off and pick up from now on. This will shorten your journeys and will provide a safe environment for your children.
