Confronting Precarity in the Warhol Economy: Notes from New York City
CONFRONTING PRECARITY IN THE WARHOL ECONOMY Notes from New York City Greig de Peuter (Received 9 June 2012; accepted 12 September 2012) Normative cultural economy discourse on New York City embraces the creative industries as engines of job creation but neglects the quality of employment within them. This article sets out to both illuminate the precarious conditions of nonstandard workers in New York’s vaunted creative sectors and identify emerging collective responses to precarity in this city. Three areas of labour activity are focused upon: fashion industry frictions, art world agitations, and independent worker initiatives. Under each of these headings, the article profiles two organizations that are variously exposing, resisting, and mitigating precarity among flexible labour forces in the arts, the media, cultural industries, and beyond. The discussion of these organizations is informed by interviews with some of their protagonists, by documents produced by the organizations, and/or by media coverage of them. Challenging the assumption that getting by in informal cultural labour markets obliges individual coping strategies, this article reveals scenes from a metropolitan laboratory of precarious labour politics. These initiatives are inklings of a recomposition of labour politics in which flexible workforces in creative industries are important participants. GLOSSARY of COLLECTIVE BARGAINING TERMS and SELECTED LABOR TOPICS ABEYANCE – The placement of a pending grievance (or motion) by mutual agreement of the parties, outside the specified time limits until a later date when it may be taken up and processed. ACTION - Direct action occurs when any group of union members engage in an action, such as a protest, that directly exposes a problem, or a possible solution to a contractual and/or societal issue. Union members engage in such actions to spotlight an injustice with the goal of correcting it. It further mobilizes the membership to work in concerted fashion for their own good and improvement. ACCRETION – The addition or consolidation of new employees or a new bargaining unit to or with an existing bargaining unit. ACROSS THE BOARD INCREASE - A general wage increase that covers all the members of a bargaining unit, regardless of classification, grade or step level. Such an increase may be in terms of a percentage or dollar amount. ADMINISTRATIVE LAW JUDGE – An agent of the National Labor Relations Board or the public sector commission appointed to docket, hear, settle and decide unfair labor practice cases nationwide or statewide in the public sector. They also conduct and preside over formal hearings/trials on an unfair labor practice complaint or a representation case. AFL-CIO - The American Federation of Labor and Congress of Industrial Organizations is the national federation of unions in the United States. It is made up of fifty-six national and international unions, together representing more than 12 million active and retired workers. -
Understanding the Split in the US Labour Movement
Business union vs. business union? Understanding the split in the US labour movement Ian Greer In summer 2005, the trade union movement formalised its split into two rival confederations. The split was precipitated by the 2001 disaffiliation of the carpenters’ union, the Republican electoral victory of 2004, and the decline in union membership. Seven unions, accounting for forty per cent of the membership of the AFL-CIO formed Change to Win as a response to that federation’s ineffectiveness. This article concludes that the split may lead to new techniques for campaigning, but that it will not affect the fortunes or the social vision of the trade union movement. The November 2004 re-election of George W. Bush brought the morale of the progressive camp in the US to a new low. Not only was Bush to remain president, but his level of support within the electorate had actually increased. Staff at several so-called ‘organising unions’ had issued proposals to reform the labour movement the previous year; and with the defeat of John Kerry, reform-minded union leaders now demanded the resignation of top leaders of the AFL-CIO [American Federation of Labor and Congress of Industrial Organizations]. When they failed to win majority support for their plan at the June 2005 convention, seven national unions, representing six million workers or forty per cent of AFL- CIO affiliated union members, formed a new group, ‘Change to Win’, which held its founding convention in September 2005. What does this split mean for the future of us unions? In this paper, I will argue that the new federation may create a more efficient organising apparatus, but that it will not push the unions’ political programmes beyond business unionism. -

[FFP] No I had seen him speak at Columbia University, he came and spoke once,uh, during the - - or shortly after the building takeovers in 1968, so I had seen him speak and I knew who he was, but I didn't get to know him till I went to BU, and getting to know him was great, uh, I was very happy when I went to BU, because they seemed to be such lively people around. I had come from the Columbia University school [of] social work where there were not so many lively people, so, it was great, and I got to know him and I got to know Roz and all -- we would have supper together fairly often, and we were always planning things and doing things together. [00:01:00.957] Howard, Mary Levin and I are -- wrote an answer to Silber, this is shortly after I got there, it was published in, uh, BU News, I think, and, it was an answer to Silber's public statements that he wanted to make BU into and [aliet?] university, and we said "we don't want this to be an aliet university, uh, we want this to be a university in which ordinary people, uh, to which ordinary people come, come in large numbers, and, we don't necessarily want to glorify the academic traditions that are glorofied at places like Harvard or MIT, we wanna be critical and spirited," and, so, we three collaborated on that, uh, on that answer to Silber and that was really a few months after I got there and I think you can find that in the files, it must be there. -
The Right Wage for a Working America

Karina Mora† & Alexia Diorio†† In The Fight for $15: The Right Wage for a Working America, David Rolf, a seasoned labor union leader, describes the need for a $15-per-hour minimum wage.1 He begins by contrasting the “old world,” one in which labor unions were strong and employees enjoyed cradle-to-grave benefits, with the “new world,” an environment in which labor unions are weak and employees face insecure, part-time, and benefit-devoid job prospects.2 But, according to Rolf, advocating for a higher minimum wage is the way— possibly the only way—to fight back. The higher minimum wage is the end goal, and the means is a new approach to organizing labor. Rolf offers the example of the passage of the $15 minimum wage ordinance in Seattle as embodying the new approach to organizing workers. Through his depiction of the Fight for $15 in Seattle, Rolf hopes to provide a framework from which other labor movements can learn. He champions the Fight for $15 by arguing that it is a good policy decision backed both by moral and economic principles: job security and long-term stability for workers, and economic growth based on increased consumer demand, respectively.3 Rolf starts the book by describing an idyllic pre-1970s America: the middle class was strong, the economy was growing, and income inequality DOI: https://doi.org/10.15779/Z384M91B07 †. Harcourt Manchester University Press 2004 2 3 With union representation at an all-time low and public support for unions the highest it’s been in years, there’s never been a better time for changing to organize. - AFL-CIO (1996:8) Organizing has been at the center of union strategy discussions in the U.S. for twenty years, and since 1995 new member recruitment has been the top priority of the American Federation of Labor-Congress of Industrial Organizations (AFL-CIO) and of many individual national unions. Prompted originally by a steep drop in membership during the Ronald Reagan era, attention to organizing increased over time as it became clear that modest adjustments in practice were not halting decline. During the late 1980s an important step was taken with the founding of the Organizing Institute (OI), ostensibly a training school for organizers but symbolizing dreams for union revitalization. In the 1990s impatience with continued stagnation grew among national union leaders, and John Sweeney was elected as President of the AFL-CIO on a platform that emphasized organizing. Sweeney had constructed labor’s most successful recruitment program as the President of the Service Employees International Union (SEIU), and the hope was that he would be able to apply his magic touch to the labor movement as a whole. -
