All genres are welcome in prose, poetry, drama and non-fiction.” ‘BwS’ — as we’re known informally — has been fulfilling this promise with an electronic magazine that has been published weekly since June of 2002. Our quality varied wildly in the first year, which was only to be expected in a start-up venture. But over the years, determination and good will have gradually attracted works of increasing quality. Now, in our ninth year, we express our gratitude to the loyal contributors, editors and review readers who have all helped give Bewildering Stories the good reputation it has today. Our Quarterly Reviews represent the Editors’ Choices as the best of Bewildering Stories. In 2010 we published 412 titles in addition to artwork, discussions, reviews, critical essays and letters. The sheer number of titles made the format of the former Annual Reviews unmanageable. We therefore decided to revive our old Certificate of Merit as the Mariner Awards, named for one of the first successful interplanetary missions. These awards represent the titles voted “very good” or “excellent” — 65, as it happens — in the course of the year. And that may give readers pause: they will be right to surmise that many works were voted “good” but did not make the cut. Those titles still hold pride of place in our Quarterly Reviews. Indeed, we are sure that all readers can cite titles they would like to add to the Mariner Awards; fair enough.

It does not exceed the required word limit of 80,000 words specified by the Department of Archaeology. -2- Summary This PhD dissertation examines the relationships between cultural heritage and the environment, focusing specifically on the devastation and rebuilding of New Orleans, Louisiana after Hurricane Katrina in 2005. Departing from conventional approaches to the natural world (such as documentation- and conservation-based approaches), this thesis adopts a developmental-systems based approach to cultural heritage in order to construct a new way of interpreting it, within the specific context of natural disaster. This new approach, termed ‘heritage ecology’, reinterprets cultural heritage in two ways: first, as a physical assemblage of sites, materials, traditions, beliefs, and practices that are constructed in significant ways by their natural environments; and second, as a metaphorical ecosystem which impacts back on the assessment and construction of that natural environment in turn. In order to construct this approach, the thesis poses three interrelated questions: how is cultural heritage transformed as a result of disaster, how do societies rebuild their heritage after disaster, and how does heritage contribute to the rebuilding process? Examining a rebuilding process in real-time provides a unique window on these processes; events and developments in New Orleans taken from the first four years of recovery (2005-2009) suggest that prior understandings of how societies rebuild themselves after disaster have neglected crucial aspects of cultural heritage that are integral to that process.

Soundin’ Canaan (Canaan, as Canada was often referred to in spirituals during the Black migration to Canada) draws from a cross-fertilization of communicative techniques to examine how citizenship is explored by African Canadian poets’ resistive soundings. The dissertation investigates how many African Canadian poets draw from African American and pan-African musical forms (including blues, jazz, hip-hop, reggae, dub, and other improvisatory practices) in order to remap the concept of identity and citizenship within intercultural (or multicultural) spaces. I ask: what does Canadian citizenship sound like, particularly as voiced by African Canadian poets interested in a fluid citizenship that moves, like music, between local and global spaces? By looking at Canadian literature in a more global cross-cultural and interdisciplinary context and focusing, as Ajay Heble does in his article “Sounds of Change: Dissonance, History, and Cultural Listening,” on the values of dissonant histories “not in harmony” as a meaningful disturbance to knowledge production in Canada, my dissertation investigates poetic fluidity between African Canadian multimodal practices (particularly orality and music) and those of African Americans and the larger African diaspora.

The 2nd IABU Conference is running this year, due to the postponement, with the 9th United Nations Day of Vesak Conference. The IABU Secretariat now plays a major role in our celebrations, particularly in the academic program of the conference. This publication could not have been possible without the persistence, hard work, and dedication of MCU’s scholars and staff.
