S5M-14312 Ruth Maguire: Day of the Imprisoned Writer—That the Parliament recognises 15 November as the Day of the Imprisoned Writer, which is a day when people are invited to stand in solidarity with persecuted, exiled and imprisoned writers across the globe; notes with grave concern what it sees as the international decline in free expression, as documented by organisations such as PEN International, Amnesty International, the Committee to Protect Journalists, Human Rights Watch and Reporters Without Borders; understands that there are global efforts by state and non-state actors to attack and silence journalists; notes the view that governments around the world have a requirement to combat impunity and seek justice for murdered, persecuted, and imprisoned writers; acknowledges initiatives by national and international governmental, intergovernmental and civil society partners to work together to secure protections for persecuted and imprisoned writers; commemorates writers who have been killed for exercising their right to freedom of expression, and acknowledges the call for the Day of the Imprisoned Writer to be officially recognised by the Parliament.

S5M-14749 Joe FitzPatrick: Physical Activity, Diet and Healthy Weight—That the Parliament welcomes the publication of two new delivery plans for Scotland, which set out ambitious actions to increase levels of physical activity and to improve diet and healthy weight; recognises the important contribution that physical activity, diet and healthy weight make to health and wellbeing, including that obesity and an unhealthy diet are linked to harms, including type 2 diabetes, heart disease, stroke, musculoskeletal conditions and cancer; endorses a vision for a Scotland where people eat well, have a healthy weight and are physically active, as articulated in the nation’s new public health priorities; acknowledges the shared responsibility across all of society to help achieve this vision, including across national and local government as well as the public, private, third and community sectors; supports ambitions to reduce physical inactivity in adults and adolescents by 15% by 2030 and to halve childhood obesity by 2030; commends the commitment in both delivery plans to tackle health inequalities, and maintains support for proposals to restrict the promotion and marketing of food and drink that is high in fat, sugar or salt with little to no nutritional benefit where they are sold to the public.

*S5M-14766 Liam McArthur: Margaret Tait to be Commemorated—That the Parliament welcomes the news that the Orcadian poet and filmmaker, Margaret Tait, is to be commemorated with a series of temporary plaques around Scotland, culminating in a permanent memorial in St Magnus Cathedral in Kirkwall to mark the centenary of her birth; understands that these temporary instalments will be placed in areas that are linked to her life and writing; recognises that her work included over 30 films that drew on her work as a poet, including Blue Black Permanent, which, it understands, was the first-full length feature film to be directed by a Scottish woman; notes that she will be the first woman to be honoured in the so-called Poet’s Corner of the cathedral, and thanks all who have been involved in securing this welcome recognition of this supremely talented Orcadian. Members' Bills Proposals

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

Jeremy Balfour: Proposed Pet Shop (Licensing) (Scotland) Bill—Proposal for a Bill to improve animal welfare by enhancing local authority pet shop licensing powers and updating the licensing system currently set out in the Pet Animals Act 1951, including in relation to licence conditions, fees and inspections. (lodged 24 October 2018)

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
