COOS BAY — Port officials aren’t saying much about the departure of two key partners in a major coal exporting project. An amendment to the port’s exclusive negotiation agreement for Project Mainstay was signed last week, indicating that both Mitsui & Co. and the Korean Elec- tric Power Corp. have terminated their involvement. Elise Hamner, communications manager for the Oregon International Port of Coos Bay, confirmed Saturday that Metropolitan Stevedore Co. of Wilmington, Calif. — doing busi- ness as Metro Ports — remains the port’s sole partner in the project. The amended agreement expires March 31. “We’re in an agreement with Project Mainstay through the end of the month, and then we’ll see where we’re at,” the port’s Chief Commercial Officer Martin Callery said Monday. How the loss of two partners will affect the coal project is unclear. The mystery for many people is if their spending is ZITS so much lower than their income, why can’t they get through an entire month without using credit to cover unexpected expenses, like medicine for a sick child, a semi-annual insurance pre- mium or a family birthday party? Most people, without actually thinking things through, assume their nec- essary expenses are those CLASSIC PEANUTS they pay every month. But not all necessary expenses recur as systemati- cally as the rent, grocery bills THE FAMILY CIRCUS and car payments. And that is why Rule 4 in my book is: Anticipate Irregular Expenses, Then Prepare Accordingly. Monthly expenses we pay for every month are general- ly not the problem. The purpose of Rule 4 is to plan ahead for irregular and even unexpect- ed expenses in the same way you anticipate the expenses that you are keenly aware of each month. But if these expenses are irregular or intermittent, how — you ask — can you anticipate them? The way to ROSE IS ROSE do that is by looking at the past year. And what better time to do that than now, while you’re reliving 2012 in preparation for tax time? Your credit card statements and check registers will help jog your memory of car repairs, insurance policies, summer camp, seasonal sports and property taxes, to name just a few. The next step is determin- LUANN ing how much you’ll need to save to fund these expenses throughout the year. As part of the debt-proof living plan, I created a budg- eting tool that works on the same principle as a Christmas Club Account. I call it the Freedom Account.
