TBA Gunnedah Shire Council 2017/18 Annual Report Page 3 of 60 INTRODUCTION Message from the Mayor and General Manager We are pleased to present the 2017/18 Annual Report for Gunnedah Shire Council which outlines Council’s numerous achievements in what has been an extremely busy yet rewarding year for Council and the Community. The considerable progress made against outcomes contained in the Community Strategic Plan is outlined in this report, under each of the four themes: Engaging and Supporting the Community; Building Our Shire’s Economy; Retaining our Quality of Life; and Enjoying our Beautiful Surrounds. Council has maintained its dedication to realising those outcomes and the vision agreed with the Community. This has delivered significant achievements over the last year, and the foundation for many to come. A few highlights of those achievements detailed are included below under the following headings: 1. A number of key matters determined by Council under the themes of the Community Strategic Plan; 2. Major projects under way or funded during the period; 3. Key demographic changes in unemployment, gross regional product and population; 4. Development activity; 5. Progress against identified unfunded priorities; 6. Grant funding achieved and applications pending; and 7. Financial Performance of Gunnedah Shire Council. 1. Highlights of matters determined by Council Engagement and Supporting the Community During the last 12 months Council has engaged and supported the Community through a number of areas, including but not limited to the following: . Policy development and review – Council has resolved on a significant range of policy matters demonstrating its commitment to strategic focus and sound governance; . Donations to Community Groups through a range of programs and response to requests for assistance, totalling in excess of $195,000 over the last two years; . Advocacy and leadership through: o the taking on of leadership positions within local, regional and peak industry bodies; o submissions to State and Federal Government and other key institutions on matters significant to our Community; o development of strategies for our Local Government Area; o harmonisation of water supply charges across the Shire; o donation of hay bales from the airport; o active participation in local government peak bodies and Namoi Unlimited; o lobbying with fellow councils in achieving greater funding for our local library; o supporting the lead of individuals like Judith Law in taking a stand against drugs; o continuing the holding of Council meetings in our villages; o identifying strategic land acquisition needs and acting on those; o supporting key events such as the CMCA Rally and eIMEx; o Pursuing and establishing Sister City Relationships which aid cultural and economic prosperity for our Community; o Strengthening our investment in Economic Development and resourcing of this key area as identified by the Councillors in early strategic planning sessions, whilst still achieving fantastic financial performance outcomes for the Council; and o the implementation of key governance measures such a Project Progress Reporting, the Audit Committee and Internal Audit Program; Gunnedah Shire Council 2017/18 Annual Report

REPORTS 5.1 Chief Executive Officer Grants and Policy Officer In line with MDA’s Strategic Plan, MDA have now employed a dedicated Grants and Policy Officer. Gemma Wilson commenced with the MDA in December 2019. After success in obtaining funding through the MDBEDP (Round 1) for the Basin Communities Leadership Program in 2019, the following grant applications have been submitted for Round 2: • Basin Communities Leadership Program 2.0 Delivery of a high-level leadership program delivered across 15 of the 31 eligible and identified MDBED (Round 2) communities.

Based in Glen Innes, Arts North West is the regional arts development organisation for the New England North West of NSW. It is a not-for-profit incorporated association, and is supported by the NSW Government through Arts NSW and the partnership of 11 local government authorities (Armidale Regional, Glen Innes Severn, Gunnedah Shire, Gwydir Shire, Liverpool Plains Shire, Moree Plains Shire, Narrabri Shire, Tamworth Regional, Tenterfield Shire, Uralla Shire and Walcha Councils) Our Vision A rich cultural landscape in the New England North West of NSW. Our Mission To generate creative opportunities in the New England North West of NSW. Arts North West Strategic Plan 2016 -2018 Core Objectives • Develop, broaden and diversify our audiences and their participation in arts and cultural activities • Build community cultural capacity • Forge strong partnerships and networks across the region through a strong communication platform • Provide sound and effective corporate governance to ensure a sustainable organisation. Arts North West facilitates the development of arts and cultural projects and initiatives across the whole region, building a rich cultural landscape in the New England North West and increasing participation in arts and cultural activities. We play a vital role in building cultural community capacity, through advice and advocacy, through substantial professional development provision and with the forging of key partnerships and networks throughout the region. We acknowledge that engaging our community in open, meaningful, timely and relevant ways delivers better outcomes for the Shire and helps us to build a bright and sustainable future together. The Plan articulates how, when and to what level, Council will engage the community when exercising relevant planning functions of the Environmental Planning and Assessment Act 1979 and associated regulations. As our beautiful Shire continues to grow and prosper, and as we continue to attract new businesses, investment and families to the region, Council is deeply committed to ensuring our community remains an integral part of that journey. 3 Open to Community Engagement Council is open to engaging with our community about planning decisions in the Gunnedah Shire. This plan explains the different ways Council will engage with our community on these important types of decisions including when Council will do so.

Northern Inland has great capacity to produce - $30M and transport a regular and high quality supply of beef, cotton, grains, horticulture, sheep, poultry, minerals, and We continue to work with RDA Northern Inland and other renewable energy.

    Annexure 2 Stakeholder Consultation and Partnerships Key stakeholders for RDANI include local communities, Federal, State and Local Governments, business enterprises, government departments, quasi-government agencies or groups, educational, health and other institutions. In developing the plan, RDANI chose four consultation methods to ensure an accurate picture was painted of the region. These were a series of community meetings throughout the region to learn of the aspirations of residents, an analysis of existing RDANI plans and projects, demographic research, and review of all Local, State and Federal plans, Catchment Management Authority Plans, various government department and agency plans. The Federal Government is strengthening the RDA network so committees can contribute actively to regional development planning and coordinated initiatives, alongside programs developed by each RDA for its region. RDA Plans are expected to be built on 'ground up consultation with local communities and stakeholders' and to incorporate community issues and priorities, as well as data and analysis to identify infrastructure and major project priorities and proposes future actions for each RDA to undertake in coordinating economic development for their region. RDANI has engaged heavily with key stakeholders after the past 12 months to work collaboratively on numerous projects and initiatives, including: Working with DBCDE and local communities to ensure a smooth transition from analogue to Digital TV; A series of workshops in conjunction with DIAC
