This edition includes information and answers to questions about middle and high school progression and promotion requirements, career planning, Florida’s college readiness initiatives, acceleration mechanisms, diploma designations, credit-by-exam, financial aid and updated postsecondary programs, degrees and requirements. Guidance counselors are a key resource for providing appropriate advising relating to secondary course selection and postsecondary planning. Data on student course taking patterns in high school and subsequent success in postsecondary education is a useful tool to assist counselors and secondary administrators in future planning. The Florida Department of Education’s (DOE) Office of Articulation, using data collected and reported by the K-20 Education Data Warehouse, produces online college readiness reports, available through the High School Feedback Report and Performance on Common Placement Tests. The latest performance data for the 2014 Florida public high school graduate cohort collected by colleges and universities can be accessed at http://www.fldoe.org/policy/articulation. We thank Florida’s guidance counselors and academic advisors for their support and continued efforts to encourage students to pursue relevance and rigor throughout their academic experiences. The systemwide change in mission came as the result of politics rather than any sort of long-term planning. [Photo: Miami Dade Community College] [Photo: Miami Dade Community College] When Michael Fernandez decided to return to college for a bachelor's degree four years ago, the emergency-dispatch trainer for the Coral Gables Police Department narrowed his choices to two: A criminal justice degree from four-year Florida International University or a public safety management bachelor's from Miami Dade College, one of the former community colleges that now offer four-year degree programs. Fernandez chose MDC because its offering was "much more specific to my field." He received his diploma this spring, a member of the only graduating class in Florida with a commencement address delivered by President Barack Obama. Fernandez's degree -- and the school's ability to arrange a presidential send-off for its graduates -- reflects the ambitions of MDC and the 27 other colleges in what's now called the Florida College System. Over the past decade, Florida's community colleges "have made monumental shifts in expanding their mission," says Deborah Floyd, an education professor at Florida Atlantic University who has written a book about the national trend of community colleges offering baccalaureate degrees.

    An Independent Assessment of the Impact of Broward College February 2020 Dear Fellow Taxpayer Florida’s college system has provided an opportunity for generations of Floridians to have a better life, at a cost that is much more reasonable than other forms of higher education. A great many of our law enforcement officers, emergency medical technicians, nurses, and firefighters received their degrees from Florida community colleges. Likewise, a great many of our university graduates started at a community college (myself included). Thousands of jobs in Florida are unfilled because businesses cannot find employees who have the right skills required to fill them. These are jobs in industries such as carpentry, plumbing, electrical work, and construction, jobs that do not require a baccalaureate degree. Two-year degrees and certificate programs can give people the requisite skills needed to fill these positions, thereby dramatically increasing their earning power. In fact, since past TaxWatch studies on this subject were undertaken, the wages of such ‘skilled-labor’ careers have increased significantly, which – as this analysis shows – have thus increased the value of the state’s investment in the Florida College System. Florida currently ranks 24th in the US in the number of people age 25–64 with an associate in arts degree or higher, or with a high-quality, workforce-relevant certificate. On January 30th, 2019, Governor DeSantis signed an Executive Order establishing the goal to make Florida number 1 in the U.S. for workforce education by 2030 and to ensure that Florida students are ready for high-demand, high-wage jobs. Building a workforce in health services, transportation, education, computing, trade, utilities, and jobs that require an industry certification or license will require a sizable investment of public and private funds.

Baseball games and basketball games were always a delight.” Graduating Student Survey7 CHIPOLA COLLEGE History Chipola College is a public, open-admissions institution in Marianna, Florida, serving Calhoun, Holmes, Jackson, Liberty, and Washington counties in the Florida Panhandle. Located in Northwest Florida, 70 miles west of Tallahassee, 60 miles from the Gulf of Mexico, and 30 miles from the Alabama state line, Chipola is the third oldest of Florida’s 28 state-supported community colleges. Programs in workforce development began in 1967-1968 and in 2003, the Florida Legislature granted the college permission to offer selected baccalaureate degrees that address documented workforce needs in its region. Chipola opened its doors in 1946 as a private institution with six full-time teachers and 65 students. The college served 2,524 students in its degree and certificate programs in 2020-2021. Chipola was brought under state control and financing in 1947 when Florida’s Minimum Foundation Law initiated a plan to place two years of college education within commuting distance of every Florida citizen. The original district of Calhoun, Jackson and Washington Counties was expanded later to include Holmes and Liberty Counties. A milestone in the college’s history occurred in 1953 when the college moved from its original location at the former Graham Army Air Base to its present location near the banks of the Chipola River.

General Session Highlights ► The Florida Legislature adjourned sine die on Saturday, May 4, 2019. In all, 3,571 bills were filed, although only 196 passed both chambers. The 2019 session also saw 2,997 amendments filed, 3,765 votes taken, and 40 floor sessions. ► The Legislature passed the only bill it is constitutionally required to pass, SB 2500—a balanced budget. Budget Conference lasted through Wednesday, May 1, and due to the statutory requirement of a 72-hour cooling off period, the earliest the legislature could vote on the budget was 1:30pm on May 4. The budget as approved totaled $91.1billion, the largest budget in Florida’s history—a significant increase from last year’s $88.7 billion budget. SESSION FUNDING GOALS: ► Valencia had five goals entering the 2019 Session, following two very difficult budget years for the Florida College System. 1. Make Performance Funding Recurring (as great as Performance funding is and as much as Valencia benefits) – as it has not been recurring it does not create an opportunity to scale faculty and student support initiatives. 2. To bring back a line Item in the budget called Compression – this line item in the past been used to equalize the funding for those Colleges at the bottom of the per-FTE funding allocation.
