HENSON) PAPERS Mss. 4100 1974-1994 LSU Libraries Special Collections BIOGRAPHICAL/HISTORICAL NOTE William Henson Moore, III, was born in 1939 in Lake Charles, Louisiana, and graduated from high school in Baton Rouge. Moore received a B.A. from Louisiana State University in 1961, his J.D. from LSU Law School in 1965, and a master’s degree in 1973. After a stint in the army, 1965-1967, he joined a law firm in Baton Rouge. Moore switched his party affiliation from Democrat to Republican in 1968, and he served on the elected Louisiana Republican State Central Committee from 1971-1975. When he was elected to the U.S. House of Representatives in 1974 to represent the Sixth Congressional District, he was the second Republican since Reconstruction elected to the House from Louisiana. He served until 1987. During his tenure, Moore’s committee assignments included the Ways and Means, Energy and Commerce, Budget and Agriculture committees, and he was appointed by the House minority leader to the Republican Policy Committee. In 1986, he entered the race to succeed Russell B. Long in the U.S. Senate, but was defeated by Democrat John Breaux. The contest was the first true two- party Senate race Louisiana had ever had, and it signified the advent of the current two-party system in the state. Henson outpolled Breaux in the open primary but did not gain the required majority. In the run-off, Breaux won with 52.8% of the vote. After his time in the House, Moore was named commissioner of the Panama Canal Consultative Committee (1987-1989) by President Reagan, and he became deputy secretary of the U.S. Department of Energy from 1989 to 1992. He was also named deputy chief of staff for U.S. President George H.W. Bush during Bush's last year in office, 1992-1993. Moore retired as president and CEO of American Forest and Paper Association in 2006 after 11 years of heading this national trade association for the lumber and paper industry. That same year he was named chair of the Forever LSU Campaign, a four-year effort to raise $750 million to fund the university’s flagship agenda MOORE (W.
