(GEC) recent conducted a wetland delineation on 1000 acres located between LA Hwy 18 and LA Hwy 70 at the intersection with LA Hwy. 3089 in Ascension Parish, Donaldsonville, Louisiana on behalf of the Baton Rouge Area Chamber (BRAC). The northern portion of the property is currently in agriculture row crops with the extreme southern portion being forested. Field surveys of the property were conducted during June 2014. The data gathered and a map of wetlands identified during these field surveys is provided in the enclosed report. With the submittal of this wetland delineation, GEC is requesting a Preliminary Jurisdictional Determination for the wetlands identified on the property. (GEC) recently conducted a wetland delineation on a 1,000-acre site for Baton Rouge Area Chamber in Ascension Parish, Louisiana (Figure 1). The project area consists of active agriculture fields, hardwood forests, agriculture ditches, and bayous (Figure 2). The property fronts the Mississippi River between river miles 173 and 174. Highways 18 and 3089 traverse through the property at the north end and Louisiana Highway 70 traverses along the eastern side of the property with two forested tracts situated on the east side of Highway 70. The purpose of this delineation was to determine the wetland boundaries within the approximately 1,000-acre site. METHODOLOGY GEC conducted the wetland delineation in accordance with Section D, Subsection 2 of Technical Report Y-87-1, Corps of Engineers Wetlands Delineation Manual as well as the Atlantic and Gulf Coastal Plains Regional Supplement. Aerial photography, Natural Resources Conservation Service (NRCS) Ascension Parish soil survey map, and U.S. Geological Survey (USGS) topographic quadrangle maps were reviewed prior to the initiation of field work to identify the potential extent of wetlands present on the subject property. Routine Wetland Delineation Data Forms (Appendix A), as approved by Headquarters, U.S. Army Corps of Engineers (USACE) 10/08, were completed for various vegetative communities encountered within the project area. These data forms contain sufficient information regarding the presence or absence of hydric soils, hydrophytic vegetation, and wetland hydrology, to support the demarcation of a wetland boundary. The location of each sample plot along with mapped wetlands and other waters are shown in Figure 3. Figure 4 provides the same information but without the aerial background for a black and white reproducible figure. Dominant vegetation was recorded on the data forms along with the indicator status as listed in the National List of Plant Species Occurring in Wetlands (Region 2) released by USACE in May 2012 (Release no. 12-005). Once dominant vegetation was recorded and evaluated, if more than 50 percent of the dominant vegetation had an indicator status of FAC, FACW, or OBL or the prevalence index was ≤ 3.0, the hydrophytic vegetation criterion was met. A soil pit was excavated to a depth of approximately 18 inches at each sample plot. The pit remained open for at least 15 minutes to allow the pit to fill with water, if present. Soils were sampled along the exposed stratum. Information recorded on the data forms included soil colors (hue, value, and chroma as per the 1992 revised edition of the Munsell Color Chart), size, color, abundance, and depth of mottles, as well as soil texture.     SPN H.010571.2 – PURPOSE AND NEED 1.0 PURPOSE AND NEED 1.1 Description of the Proposed Project The proposed project is to construct a detour roadway on new alignment in response to concerns associated with potential roadway instability as a result of the Bayou Corne/Grand Bayou Sinkhole. While a long-term solution to the sinkhole situation is being developed, further subsidence or subsurface instability could result in an immediate need to close Louisiana Highway 70 (LA 70). Figure 1 demonstrates the approved logical termini and location of the project study area, which begins near Gumbo Street/LA 70 and terminates at Louisiana Highway 69 (LA 69) just south of the Crosstex facility. The LA 70 Detour Route is proposed to be constructed to Rural Arterial 1 classification, which allows for two 12-foot travel lanes, eight-foot shoulders, and a 50 mile per hour design speed. View of LA 70 looking west in front of Gator Gold Casino and Truck Stop. 1.2 Project Background The proposed project involves the construction of an emergency detour route off LA 70 in the vicinity of LA 69. An emergency detour route is proposed in the event the Bayou Corne/Grand Bayou Sinkhole located to the south of LA 70 threatens the integrity of the highway. There have been several past closures along LA 70 in or adjacent to the project area as a result of industrial and mining activities of the Napoleonville Salt Dome. The longest closure occurred on December 25, 2003 and lasted 1.5 months. Currently, when the road is closed residents must use one of the signed detour routes, one for passenger vehicles and one for truck traffic (see Figure 2).

    TECHSUMMARYNovember 2019 State Project No. 30000980 / LTRC Project No. 13-9GT CORS 911: Continuously Operating Reference Stations for the Bayou Corne Sinkhole INTRODUCTION A sinkhole formed in the wetlands near Bayou Corne in Assumption Parish, Louisiana, on August 3, 2012. The sinkhole was centered approximately 1,500 ft. (~460 meters) south of Louisiana Highway 70, a state-maintained route. The highway corridor stretches nearly 10,000 ft. (1.9 miles, or 3.05 kilometers) and includes three bridges that cross relatively narrow bayous. The highway serves as an emergency evacuation route for the surrounding rural communities and businesses; and, if closed, would result in an hour-and-a-half detour around the site. The event triggered numerous hazards across the affected area, including surface instability, horizontal displacement, subsidence, and seismic events. These hazards directly threatened the safety and well-being of the surrounding communities and businesses (GOHSEP, 2012; LADNR, 2012). For this reason, the Louisiana Department of Transportation and Development (DOTD) immediately commissioned multiple monitoring solutions for the continued and safe use of the portion of highway Figure 1 considered to be vulnerable to the sinkhole. Location of CORS 911 sentinel installations In order to mitigate any potential damaging effects to the highway and address issues of public safety, DOTD implemented a program of monitoring, decision support, and research to provide continuous, long-term observation and measurements of the surface stability using continuously operating GPS reference stations (CORS).
