The statement assesses and evaluates the site and its context, to record the local character and circumstances. It provides a description of the proposals and explains the principals and concepts that have informed the design development. 2.0 Location 2.1 Context Rawtenstall is a town in the borough of Rossendale, Lancashire and lies in the centre of the Rossendale Valley. Manchester is located 15 miles to the south, with Preston 22 miles to the West. Historically the town, like many of the small Lancashire towns, was known for its Cotton Mills and later hosted various shoemaking factories. When these traditional manufacturing industries started to decline, so did Rawtenstall’s population. More recently, the town has undergone significant gentrification with investments in a new town square, local markets, new bars, high street shops and improved transport infrastructure. The proposed site (1 Bacup Road) has already been used as a Dental Practice for over 10 years, however this use ceased in July 2020 with the premises remaining vacant since. The adjoining property (2 Bury Road) is understood to historically been used as a locksmith, however it is unknown when the premises became vacant. The existing shopfront is thought to be in reasonable condition with works to this including decoration and any repair as required. The old retail/locksmith next door (2 Bury Road) is intended for use as an additional surgery and will be connected internally to the Dental Practice. As such, the shopfront requires upgrading to be brought back into use. 4.2 Layout As per the guidance in the Rossendale Shopfront Design Guidance, it is understood that both shopfronts are included in the town centre conservation area and visually contribute towards creating an attractive market town setting. The traditional design and shop windows will remain appropriate to the scale and layout of the host buildings and the streetscape as a whole. Any new glazing will be in timber frames and reflect traditional glazing patterns. Where possible, the steel pilasters and stall risers will be exposed and re-decorated. By restoring these, the vertical and horizontal subdivisions of the frontage can be retained and become a feature of the shopfront. The recessed entry door will be retained and either locked off or used as a fire escape. This ensures that the overall symmetry of the original shopfront remains. The existing fascia will be re-decorated with new signage at an appropriate scale. 4.3 Scale The design of the proposed shopfront to Bury Road reflects that of the neighbouring property and is in keeping with the scale, height and proportions of the host building. 4.4 Appearance of the Development With the exception of decoration and signage, the appearance of the shopfront at 1 Bacup Rd will remain unchanged. The shopfront of the adjoining property will be re-activated and more closely reflect its original appearance prior to it being boarded up. By doing so, both properties will be positively contributing to the traditional streetscape and assist in retaining the overall character of the conservation area. It is proposed that the signage has trough lights which would be in keeping with the traditional design.
