1 INTRODUCTION

1.1 PURPOSE OF REPORT Weetwood Services Ltd ('Weetwoood') has been instructed by Nazeing Marina Village Ltd to prepare a Flood Risk Sequential Assessment report to accompany a planning application for the proposed redevelopment of the Nazeing Glasssworks site, Nazeing, Broxbourne.

It is understood that the site has been designated as an Employment Site (NAZE.E3) within the District Council (EFDC) Local Plan 2011-2033 (Submission Version 2017). As such, the site is deemed to have satisfied the requirements of the Flood Risk Sequential Test with respect to employment uses.

This report presents the methodology and outcome of the applicaation of the Sequential Test for the residential aspect of the development. The Flood Rissk Sequential Test has been undertaken in accordance with the requirements of the National Planning Policy Framework (NPPF) using the appproach set out within the Environment Agency (EA) Demonstrating the Flood Risk Sequential Test for Planning Applications guidance note1.

Reference has also been made to the EFDC Strategic Land Availability Assessment (SLAA; 2016).

2 PLANNING POLICY AND GUIDANCE

2.1 NATIONAL PLANNING POLICY The aim of the NPPF is to ensure that flood risk is taken into account at all stages in the planning process and is appropriately addressed.

Paragraph 155 of the NPPF states that 'innapropritate development in areas at risk of flooding should be avoided by directing development away from areas at highest risk (whether existing or future). Where development is necessary in such areas, the development should be made safe for its lifetime without increasing flood risk elsewhere'.

Paragraph 158 of the NPPF states that ‘the aim of the sequentiiaal test is to steer new development to areas with the lowest risk of flooding. Development should not be peermitted if there are reasonable available sites appropriate for the proposed development in areas with a lower risk of flooding’.

Paragraph 19 of the National Planning Practice Guidance (NPPG) states that ‘the Sequential Test ensures that a sequential approach is folllowed to steer new development to areas with the lowest probability of flooding. The flood zones as refined in the Strategic Flood Risk Assesssment for the area provide the basis for applying the Test.

The aim is to steer new development to Flood Zone 1 (areas wiith a low probability of river or sea flooding). Where there are no reasonably available sites in Flood Zone 1, local planning authorities in their ddecision making should take into account the flood risk vulnerability of land uses and connsider reasonably available sites in Flood Zone 2 (areas with a medium probability of riiver or sea flooding), applying the Exception Test if required.

Only where there are no reasonably available sites in Flood Zoones 1 or 2 should the suitability of sites in Flood Zone 3 (areas with a high probability of river or sea flooding) be considered, taking into account the flood risk vulnerability of lland uses and applying the Exception Test if required.’

2.2 ENVIRONMENT AGENCY GUIDANCE The EA guidance note (see Section 2.3) outlines the methodology for applying the Sequential Test.

The first stage consists of defining the evidence base to be considered during application of the test. This involves defining a geographical search area in order to assess which sites should be included, and then identifying the source of alternative sittes.

Once identified, the alternative sites should be compared to the application site, both on flood risk grounds and in relation to a number of other potentiall constraints. Following this assessment, if there are no ‘reasonably available’ alternative sites within an area at loower risk of flooding and capable of accommodating the development, the Sequential Test is considered to have been addressed.

3 SITE DETAILS

3.1 SITE LOCATION AND PROPOSED DEVELOPMENT The approximately 2.8 hectare (ha) site (hereafter referred to as the ‘application site’) is located to the east of New Nazeing Road and to the west off Nazeing Meads South Lagoon, at Ordnance Survey National Grid Reference TL 380 066, as shown in Figure 1.

The proposals are for a mixed-use development comprising up to 230 residential dwellings and up to 5,000 sq m of employment space.

The NPPG classifies residential development as ‘more vulnerable’ land use and employment / commercial development a ‘less vulnerable’ land use.

3.2 REVIEW OF FLOOD RISK Flood zones refer to the probability of river and sea flooding, ignnoring the presence of defences. The PPG defines flood zones as follows:  Flood Zone 1 (Low Probability): Land having a less thaan 1 in 1,000 annual probability of river or sea flooding.  Flood Zone 2 (Medium Proobability): Land having between a 1 in 100 and 1 in 1,000 annual probability of river flooding; or Land havinng between a 1 in 200 and 1 in 1,000 annual probability of sea flooding.  Flood Zone 3a (High Probability): Land having a 1 in 100 or greater annual probability of river floodiing; or Land having a 1 in 200 or greater annual probability of sea flooding.

 Flood Zone 3b (Functionaal Floodplain): This zone comprrises land where water has to flow or be stored in times of flood. Local planning authorities should identify in their Strategic Flood Risk Assessments areas of functional floodplain and its boundaries accordingly, in agreement with the Enviironment Agency.

The flood zones are shown on the Flood Map for Planning. The PPG states that the zones shown on the Flood Map do not take account of the possiible impacts of climate change and consequent changes in the future probability of flooding.

According to the Flood Map for Planning (Figure 2) the appllication site is located predominantly within Flood Zonee 3 (85%) but benefits from formal flood defences. A smaller proportion of the site (15%) is shown to be located within Flood Zone 2.

4 FLOOD RISK SEQE UENTIAL TEST - METHODOLOGY

4.1 OVERVIEW OF PROCESS The following approach, in accordance with EA guidance, has been applied in order to sequentially assess the application site: 1. Define the geographical areea over which the assessment is to be undertaken 2. Identify the sources of alternative sites 3. State the method for testing the alternative sites 4. Apply the Sequential Test

It is important to realise that the Flood Risk Sequential Test is one that needs to be applied and not necessarily passed to the exclusion of all other sites.

4.2 GEOGRAPHICAL AREA The geographical search area to be considered will be the District of Epping Forest. The search area is considered to be appropriate in the context of the representation of the application site for the EFDC Local Plan 2011-2033 (Submission Version 2017).

The District of Epping Forest is largely rural, with 92% of laand located within the Metropolitan Green Belt.

4.3 SOURCE OF ALTERNATIVE SITES The alternative sites considered are those presented within ‘Appenndix 5 – Summary Site Appraisals’ of the EFDC SLAA (2016).

4.4 TESTING ALTERNATIVE SITES Potential alternative sites are typiically assessed using deliverabilitty, suitability and flood risk criteria as set out below.

4.4.1 Deliverability The definition of site ‘deliverability’ in relation to housing supply is set out in footnote 11 of the NPPF, as reproduced bellow:  ‘Footnote 11: To be considered deliverable, sites should be available now, offer a suitable location for development now, and be achievable with a realistic prospect that housing will be deliverered on the site within five years and in particular that development of the site is viable…

Sites identified by the EFDC SLAA (2016) as being located within the Green Belt or as not being suitable for residential development for reasons other than flood risk are not considered to be deliverable because they do not offer a suitable location for development now.

In addition, sites identified by the EFDC SLAA (2016) that aree not considered to be available now or that benefit from an existing planning permission are not considered to be deliverable because the sites are not available and do not offer a realistic prospect of development within five years.

4.4.2 Site Suitability For a site to be considered ‘suitable’, it must be capable of accommodating the development proposed for the appplication site. Sites which are not capable of providing a roughly equivalent quantum of ddevelopment are not consideredd to be suitable and will be discounted.

Sites that are greater than 10% smaller than the application site (2.5 ha) and more than 100% larger than the appliccation site (5.6 ha) are not considered to be suitable because they could not reasonably be expected to accommodate aan equivalent quantum of development.

4.4.3 Flood Risk The flood zone designation of potential alternative sites has beeen assessed using the Flood Map for Planning. Potential alternative sites have been disccounted as unsuitable if they are at the same or a higher rrisk of fluvial flooding as the application site i.e. if they are in Flood Zone 3.

5 APPLICATION OF THE SEQUENTIAL TEST

5.1 IDENTIFICATION OF ALTERNATIVE SITES

The alternative sites are presentted within ‘Appendix 5 – Summmary Site Appraisals’ of the EFDC SLAA (2016).

5.2 ASSSESSMENT OF ALTERNATIVE SITES

5.2.1 Deliverability, Suitability and Flood Risk The alternative sites have been aassessed using the deliverability, suitability and flood risk criteria presented in Section 4.4. The result of the assessment is summarised below:  Deliverability: The assesssment indicates that of the 710 alternative sites identified within the EFDC SLAA (2016), 488 are not considered to be deliverable and have been discounted on this basis (Appendix A).  Suitability: Of the remaining 222 sites, 214 are not considered to be suitable and have also been discounted (Appendix B). As such, only 8 alternative sites remain viable and have been taken forward.  Flood Risk: All of the remaining 8 alternative sites are sequentially preferable to the application site based upon flood risk (Appendix C).

Based upon the above, the application site is assessed to be one of the 9 sequentially most preferable sites in the search area for the proposed development, based upon the defined deliverability, suitability and flood risk criteria.

Additional investigations have esstablished that of the 8 remaining sites, 3 are not considered to be reasonably available, 3 represent urban open sppace and are therefore outside of current policy with respect to redevelopment and the remaining 2 sites are not considered to be suitable given the proposed employment ellement of development (Appendix C).

5.2.2 Housing Targets The EFDC Local Plan 2011-2033 (Submission Version 2017) states that EFDC has worked alongside East Hertfordshire, and Districct Council to produce a Strategic Housing Market Assessment (SHMA) to objectively assess housing needs taking into account population and housing projections, affordable housing needs, job growth and market signals about the cost of new homes.

The SHMA indicates that a requirement for 51,700 new homes over the Housing Market Area (HMA) during the period 2011-2033 with 11,400 being required in the . The proposed development will contribute to the housing target within Epping Forest District.

6 SUMMARY

This Flood Risk Sequential Assessment report has been prepared on behalf of Nazeing Marina Village Ltd and relates to the proposed redevelopment of the Nazeing Glassworks site at Nazeing, Broxbourne.

The proposals are for a mixed-use redevelopment comprising up to 230 residential dwellings and up to 5,000 sq m of employment and commercial sppace.

The Flood Map for Planning indicates that the majority of the site is located in Flood Zone 3 (‘high probability’ of river flooding) but benefits from the presence of formal flood defences.

The site is designated as an Employment Site within the Epping Forest District Council (EFDC) Local Plan 2011-2033 (Submission Version 2017) and is therefore deemed to have satisfied the requirements of the Flood Risk Sequential Test with respect to employment uses.

A Sequential Assessment has been undertaken for the residential element of the development in accordance with Environment Agency guidance. Potential alternative sittes capable of accommodating the proposed development acrosss the District of Epping Forest have been identified from ‘Appendix 5 – Summary Site Appraisals’ of the EFDC Strategic Land Availability Assessment (2016).

A total of 710 alternative sites were identified within the District of Epping Forest. 488 sittes were not considered to be deliverable based upon the deffinition of deliverability set out in Footnote 11 of the National Planning Policy Framework. An additional 214 sittes were discounted because they were either too large or too small to reasonably accommodate the proposed development.

The 8 remaining alternative sites were shown to be sequentially preferable on flood risk grounds to the application site. However, 3 sites were shown to be unavailable, 3 sites were identified as not being suitable for development and the reemaining 2 sites could not be expected to accommodate the proposed development.

Based upon the above and the need to deliver 11,400 new homes within the District of Epping Forest, the Sequential Tesst is considered to have been passed for the application sitte.
