East Leeds FM will serve the communities of inner East Leeds, namely the wards of  Killingbeck &  Crossgates and  Temple Newsam  and and Richmond Hill  According to the 2011 census the combined populations of these wards are 161,669 people with a 74% White British population (although this includes massive variations from 36% in Gipton and Harehills to 91%in Crossgates and Whinmoor. Generally this is one of the poorest areas of Leeds, both socially and culturally. For example in the ward where we are based (Killingbeck and Seacroft) 44% of households are classed as suffering ―multiple dimensions of disadvantage‖; 27% of adults claim at least one DWP benefit; and life expectancy (at 77.8 years) is more than 3 years less than the city average. Built in the main as a series of 20th century social housing estates, it‘s distinct communities can feel disconnected at times—both from the wealth of the and from each other—and that is what East Leeds FM seeks to change. East Leeds is an area with spirit and pride and a shared identity. East Leeds FM is a truly intergenerational station with a commitment to using creativity and the arts to develop and emphasise a shared identity between all the diverse peoples of the area. The first ever RSL broadcast of ELFM back in 2003 was run by students from a local high school as a way of connecting the young people, their school, and their families and local communities. The station has been developing ever since using internet broadcasting and festival-based RSL broadcasts and, with state-of-the-art studios in a purpose-built arts centre, is now in a perfect place to take the next step and go full-time on FM.

Using a 5km coverage radius we should be able to transmit to the wards identified above, broadcasting from Chapel FM Arts Centre where ELFM is based. (See diagram of wards with 5km radius coverage area below.)

East Leeds FM has been broadcasting since 2003, originally as a series of RSLs and since 2008 as an internet-based station. Over 10,000 local people have been directly involved, coming into one of our studios over the past 14 years and, with up to 60,000 listeners annually, we do have a good understanding of the range of programming that is appropriate to our local communities. We are also lucky to have a state-of-the-art resource including two traditional radio studios and a 70 seater radio theatre so we are able to be ambitious in the nature and range of our programming. ELFM is coordinated by established community arts company, Heads Together Productions, and will be based at a local arts centre—Chapel FM. We believe in putting the power of the arts in to community radio. What will the service sound like? One of the station mottos is that Everybody Loves Fabulous Music. Our big focus is on supporting and developing young and emerging musicians in our area. In the last 12 months 1255 musicians played live on our ELFM internet and RSL broadcasts and we aim to increase that including event- based broadcasting like our annual ELFM Musicathon—24 hours of music; all live, all local—non- stop—which involves around 200 musicians and singers. The musicians who work with ELFM come from a range of genres; from a burgeoning community of jazz and improvisational musicians; to the independent music scene; singer-songwriters; blues bands, pop and R&B, harmony choirs and classical music (we do have a 19th Century pipe organ in our radio theatre). What are the main speech elements of the service and how will the social gain/community benefits you propose be reflected on-air? There will be two elements to our speech-based programming. One is our core community journalism strand which involves citizen journalists of all ages and features local projects and initiatives, previews and reviews of arts and film events, campaigning initiatives, etc. The second—Writing on Air—works with writers of all ages and promotes writing of all varieties— poetry, storytelling, prose, oral histories etc. That will include our weekly Love the Words programming, live spoken word performances on our ELFM Arts Live strand and our annual Writing on Air festival. Music to speech ratio? We estimate our music to speech ratio to be approximately 60:40 but this will vary at different times of the day, week and year. Our speech will be concentrated on teatime and early evening times when our listeners tell us they are more likely to be able to focus on listening to the radio; whereas they prefer a higher music ratio for daytime and later evening/night-time listening. They have also said that they like the idea of being able to take over the airwaves for particular focused event-based radio; so we will continue to do our musicathon; our Writing on Air festivals and plan a Next Generation takeover in summer holidays… Do you intend to broadcast live output? If so when and how much do you propose to do? We currently create an average of 25 hours of original, live, locally produced output per week for our current internet broadcasting. During our RSL broadcasts we have achieved 70 hours of live output per week and use originally created mixes and repeat material at other times. We will aim for a consistent figure of 49 hours of original, live, locally-produced material at launch and build up over the first year of broadcasting to 70 hours per week with core hours for live broadcasting being 10am to 10pm each day. All our broadcasting has been in English although we have used interpreters—including sign language—on some programmes and will continue to do so where necessary. Outside of our core hours we aim to repeat shows and use locally created mixes rather than auto play or a retainer service.

We are very much a part of our target communities, having been based in the community we serve for 14 years, broadcasting through a combination of RSLs and internet based radio. We have undertaken various consultation exercises with our local broadcasters (and their parents where appropriate), our listeners, and potential listeners in the community. Our listeners point to a range of key aspects of our broadcasting:  Local voices ie people who sound like them  Young people ―Where else do you hear young people actually talking on the airwaves.‖  Hyper-local issues that actually impact on their lives; or helping to make sense of how city- wide, regional or national issues and polices impact on East Leeds.  They enjoy the ambitious arts-based and live programming—everything from nationally recognised poets to radio drama to our very popular open mic nights From our last community survey we were pleased that there was a very positive response to our general questions about East Leeds FM. Over 70% of people had heard of ELFM although only just over 20% were regular or occasional listeners. 80% of people agreed that they would be more likely to listen to the station if it was a full time FM station. When asked what kind of things they would like to hear, we got a whole range of responses—from local news and information to music of every genre to chat to competitions etc etc That‘s why we feel a smorgasbord approach is the right one! And our local broadcasters are all very positive about extending our offer and have been involved in defining and refining this application. And even our recent consultation with parents threw up some very positive reflections: ―The radio programme has helped I to learn about the wider world and informed him about issues in his city. He can identify human rights issues and has developed his own ideas about justice and equality and diversity. ELFM has supported him to learn for himself.‖ J Love (I‘s dad)

There are no commercial stations that target East Leeds in particular. The ones that overlap with our target area have in recent years decided to go straight for playing ‗hits‘ all day from this decade and previous one eg Radio Aire, Heart, Pulse, Capital. None of them are arts-based, feature young or local people or have local journalists. The other community radio stations in the area are Fever on FM and Akash and J-com on AM. All of them target particular ethnic communities (South Asian, Punjabi and the Jewish communities respectively). There is some overlap in one part of one of the five wards that we are targeting in that Harehills is a key area for the South Asian community. However we see our stations and projects as complementary rather than in competition, in fact we have collaborated with Fever FM over the years and it was they who first brought to our attention this call out for FM: ―Please find attached application for Community radio license from Ofcom, you may already be aware and applying if not then this is an opportunity not to be missed. East Leeds is an area of cultural as well as social disadvantage. When we opened Chapel FM Arts Centre in 2014 it was the first-ever arts venue in East Leeds (an area of 160,000 people). Whilst the centre and other parts of Leeds are well served with arts and cultural facilities, this part of the city is not, and people from this part of the city are less likely to use cultural facilities in the city centre. A full time community radio station alongside that arts centre will help forge a positive identity for the area and strengthen links between different neighbourhoods and the individuals who live here—both as broadcasters and listeners.

We will deliver a wide range of services resulting in social gain and residual benefit for the wider local public. Some of these benefits can be outlined as follows:  East Leeds will gain a unique radio service that is rooted in the local area and committed to promoting the positive, creative aspects of life for the communities of East Leeds.  We have shown our commitment to the area by building a new arts centre which is set up for broadcast with three radio studios and will bring a new focus and direction to an often overlooked community  ELFM will provide a cohesive voice to people from our immediate and wider communities; people of all ages and of all social, ethnic and religious backgrounds.  ELFM will offer enthusiastic support for all local charities, community and campaign groups, helping to promote active citizenship by keeping people in touch with what is happening in their community and giving them a voice.  The station will provide a new platform for creative, artistic and musical expression enabling previously unknown people with creative gifts, talents and skills to be showcased and celebrated.  The station will provide a training ground for young people to learn how to put together and

devise radio programmes of different kinds and to create entertaining and informative programmes relevant to them and their world today. It will help to foster intergenerational understanding.  ELFM will enable people in the local community to work together passing on skills, abilities and training to others, demonstrating how working together can achieve greater success for all.  ELFM will work closely with our ward Councillors, Area Committees and our Member of Parliament to ensure that local people are involved in all political and strategic decisions in the area and can work with our elected officials and officers to improve the area. ELFM will be a tool to democratise local processes.  Our website and social media channels will form an essential part of the ELFM social gain strategy with articles and features about the different local groups who are making a difference in East Leeds signposting people who listen to the station to get involved and get active. We are passionate about these proposals and extremely proud of our achievements so far. V was one of the 15 year olds who started the station back in 2003; indeed she coined one of the first jingles ―From the people to the people‖. V is now 29 and is bringing up her own children in the local area. She summed up the station in our annual report last year: ―It is an amazing part of the East Leeds community and I am proud to say I helped to make it happen. It has helped lots of people in giving them a voice and teaching them skills. We will actively encourage direct participation by volunteers in all aspects of the station activity and we see clear benefits here for both ELFM and for those who volunteer.  As we are based at an Arts Centre which is used by over 10,000 local people each year, we will actively recruit and train people to develop and broadcast their own programming.  We will continue to engage with local community groups and form partnerships allowing the station to add value to their work. These will be mutual agreements working together for the benefit of the people of the boroughs we serve.  We expect 80 adults a year to be directly involved as volunteer broadcaster, studio operators, technicians, volunteer station managers, etc.  By partnering with local schools and colleges, training opportunities will be offered to help develop the confidence levels, skills and talents of young volunteers. Each year we will work with over 100 teenagers who will take part in our training courses and broadcasting  We will accredit our volunteers‘ contributions through the Arts Award scheme which is a nationally recognised qualification overseen by Trinity University and supported by the Arts Council of England. Recently we were one of 10 organisations nationally who were recognised as Arts Award Good Practice Centres, particularly for our work supporting disabled people to achieve Arts Award qualifications.

On a practical level, our studios are fully wheelchair accessible and we have an induction loop fitted. Lighting levels and building colours etc have been designed for people with visual impairments and we have a strong Access group that reviews our work to make it as accessible as possible. In more general terms we work hard to encourage people to come through the door and then to give them appropriate training. First off we undertake extensive outreach work with community groups and schools (recent research indicates that 50% of our teenage volunteers first came to us specifically because of our outreach work in schools). We will continue to run a series of Open Days linked to our outreach work as well as taster training sessions for those who are interested. We will ensure our structures are strong with good information and our processes clearly explained in our Participant Handbook (see right). ELFM Ability We operate as an inclusive organisation, aiming to ensure that we offer the appropriate levels of support to any person who wants to participate. We have strong learning support and safeguarding procedures and all our staff are trained appropriately. We also have a focus on encouraging people with physical or learning disabilities or with mental health issues to be part of our work with targeted courses eg for young people with visual impairments or adults in recovery from mental health issues. The aim of these courses is to be pathways for those people to develop skills and confidence and to be part of our inclusive volunteer groups. One of our young broadcasters, who has experienced mental health issues, explained in our recent annual report: ―I consider Chapel FM to be my happy place—I can do things which I enjoy… and they benefit my future‖ Jess

Directors. All but one of the directors live in East Leeds and have been involved with the arts centre and the community radio station through their own volunteering or that of their children. The other member of the Board has specific skills and experience in training and participation methods. The Board meets on a three-monthly cycle and reviews suggestions from the various volunteer groups eg the Programming Policy was recently discussed, reviewed and suggested by the Broadcast group and then approved by the Board  Chapel FM Arts Centre and ELFM have a young person‘s steering group which meets monthly and has a representative on the Board of Directors of Heads Together  There are separate monthly meetings of all ELFM Broadcasters, Tech and Front of House groups. Heads Together Productions is a community arts organisation founded in 1986. It is a National Portfolio Organisation of the Arts Council of England and has funding agreed by ACE up to 2022. It is also core funded by . The organisation aims to develop Creativity with Purpose and has worked across Yorkshire and has several international partnerships. Since we opened Chapel FM Arts Centre in 2014 we have chosen to focus all our work on the Arts Centre and on developing the broadcast offer there. Despite being the first-ever arts venue of any kind in this part of Leeds, the Centre has gone from strength to strength with over 30,000 people visiting in the first three years of operations and Chapel FM being promoted as a key partner in Leeds‘ bid to host the 2023 European Capital of Culture. are currently in negotiations to buy the church hall extension to provide more training space and a café as well as developing a new outside broadcast vehicle so that we can take our broadcasting out on the road around the streets of East Leeds.

In the year 2000 Heads Together helped to run Methleys Festival Radio as part of its work developing a home zone in the neighbourhood and spearheading an national campaign for safer streets. Heads Together has been working in East Leeds since 1998 and launched East Leeds FM as an RSL in 2003. The station developed with 8 RSL broadcasts up until 2009 when we decided to focus on our internet broadcasting which has developed strongly. In 2014 we raised £866k to redevelop the old Seacroft Chapel as Chapel FM Arts Centre and a beautiful base for ELFM. Since then we have extended our internet broadcasting and undertaken a further four RSL broadcasts linked to arts festivals based at the Chapel.

ELFM is part of the community of East Leeds, reflecting the creativity, stories and lives of the people.‖ R Barke East & North East Area Manager, Leeds City Council The best evidence we can show of demand for our proposed service is that the communities we are part of have sustained a community radio station based on the internet and doing occasional RSL broadcasts for over 14 years. In that time over 10,000 people have been directly involved in an ELFM broadcast and, as Rory said, we don‘t just broadcast in East Leeds, we are a part of the story of the place. Now we would like to take that story forward with a full time licence. The original jingle of ELFM in 2003 was ―From the people to the people‖ Recorded by some 15 year old local kids, the audio waveform of that jingle is now emblazoned in stained glass on the front of Chapel FM Arts Centre for all to see. The development itself is completely unique, with two traditional radio studios and a radio theatre that is perfect for live music and word based performance. We have done a couple of simulcasts with BBC Radio Leeds from Chapel FM. The first one was live- music focused and hosted by Johnny I‘Anson. Johnny‘s first-ever broadcasting experience had been with ELFM back in 2004. Now a full time BBC presenter, he emailed us after the show: ―Amazing bands…amazing place…amazing people…amazing show. Thanks so much for everyone’s hard work. A great example of partnerships, ambition, creativity and generally being bloody brilliant!‖ In terms of political support, Councillor leader Judith Blake, chose to launch the Leeds City Council process to become European Capital of Culture 2023 at Chapel FM with an interview on ELFM. On his parliamentary blog, our local MP Richard Burgon states: ―Chapel FM in Seacroft here in East Leeds is one of my very favourite places.‖ That‘s partly because he has presented his own heavy metal show on ELFM but also because he spends a lot of time being interviewed by our young broadcasters about his political work on their No Bystanders shows, as well as presenting their Arts Awards recognising their broadcasting achievements. [...] Over the past 5 years 135 young people have successfully achieved bronze and silver arts awards for their broadcasting achievements and we currently have our first group of 5 who are aiming for gold. We have increasing numbers of young people and adults on our training courses and have developed strong structures and processes for ensuring that they are inclusive to everyone. Evidence from feedback we get from the young people and parents is overwhelmingly positive. Asked by independent researchers Wafer Hadley to rate their overall experience out of 10, the average response was 9.2 with the young people choosing the following words to describe the experience: welcoming, skills, inclusive, opportunities, friendly, supportive, variety. ―ELFM taught me valuable skills which have helped me on my professional journey. I was taught technical skills as well as the art of interviewing. My highlight was interviewing Terry Waite who was such an inspiration.‖ Emma We launched our first broadcast-focused website back in 2009 and it was ahead of its time, before i- player and the like. We are currently testing a new broadcast website which will launch by the end of the year. We have had upwards of 60,000 unique listeners tuning in over the year to our online broadcasts and we expect this to increase with the new site. Our broadcasting of arts events in our radio theatre (see photo left) through Facebook live has brought views of up to 15,000 views per week

which shows to us that there is a great demand for the kind of arts-based programming that we highlight. Our listener research has taught us that we have to be as diverse a station as our community is. It is going to be an eclectic mix because that‘s what our community is. What we have to do is manage our schedules to be broadcasting the right kinds of things at the times that are right for people, and having experience both from our internet broadcasts and our full time RSL experiences have taught us how to arrange a schedule that works for our community.
