MINUTES of a meeting of the Torpoint and Rame Peninsula Coastal Community Team held on Wednesday 7th September 2016 at 3.30pm in the Committee Room, York Road, Torpoint.

The Chair invited introductions from all and welcomed Simon Ryan from The Peninsula Trust to this CCT Advisory Committee meeting.

29-16 CCT Minutes of the previous meeting and matters arising

The DTC explained that the minutes of the Torpoint and Rame Peninsula Coastal Community Team meeting held on Wednesday 3rd August 2016 were unfortunately inaccurate.

30-16 CCT Matters arising from the minutes a) Community Interest Company (CIC) progress:- The Chair provided a short summary of another possible delivery option for the CCT group: The Engine Room. More details are available at the following website: https://www.theengineroom.org.uk/. Members will review this is an option. b) Template tracker:- Outstanding action: Chair forward the template tracker, for P Bulmer to complete and return to the Chair – Action Pete Bulmer/Chair. c) Pen portrait for The Coastal Communities Alliance (CCA):- Outstanding action – action Chair/DTC. d) Informal meeting with Boat Trips:- The Chair explained that an informal meeting with Ben Squires (Plymouth Boat Trips) and David Marshall to discuss commercial water transport opportunities is scheduled for 8th September, and it is anticipated that further meetings with be arranged.

31-16 CCT Projects in Progress No further progress to report.

32-16 CCT Projects in Development a) Refer to Minute number 18-16 CCT (e) where devolution fund applications have been approved. The Chair reminded member that the specific Roles and Responsibilities required for the work of the Administration/Project Support Officer will need to be drafted in due course. Also, the new CIC will require the nomination of an asset lock. The Chair explained that this is an essential feature of all CICs and is designed to make sure that the assets of the CIC are used exclusively for the benefit of the community. Members suggested that Community Health Around Torpoint (CHAT) is an organisation which could be considered for this purpose, although the Trustees would need to agree as this information is required for the CIC application.

33-16 CCT Project Tracking a) Trevol Business Park:- Cllr Brian Hobbs gave a brief update on the land within Trevol Business Park and he will check the information with Catherine Thomson before including in the minutes – action Cllr Brian Hobbs. b) Maker Heights:- The Chair invited Simon Ryan to give a brief update on the current situation which had been evolving at Maker Heights, more details are available on the Rame Conservation Trust website http://www.themakerproject.org.uk/about and the Evolving Places Facebook page https://www.facebook.com/makerheights/, the information was noted and the Chair thanked Simon Ryan.

34-16 CCT Review other Economic Plan Projects a) Millbrook Work Units: -

The Chair invited Simon Ryan to give a brief update on the Millbrook Work Units Project. Simon Ryan explained the project to build new work units at The Peninsula Trust's property in Millbrook is moving ahead. Full planning permission is already in place and it is hoped to gain funding through the European Strategic Investment Funds, assuming the paperwork can be completed in time (30th September is the deadline). The Trust has received written support from the CCT and further help from Cornwall Council Economic Development and Cornwall Development Company.

35-16 CCT Funding Opportunities Members agreed to share any funding opportunities as information becomes available.

36-16 CCT Correspondence a) Subject networks: - Email from Liz Bryon offering the opportunity to set up subject specific networks amongst other CCT groups, noted. b) Press release email to Chair (August 2016): - The Chair received an email (in August) asking for information towards a press release, deadline for return was too short to respond.

37-16 CCT AOB None.
