To inform planning and action, theconference defined fivegroups of people for whom universal education isa priority: indigenous people and minorities, people in poverty,people in remote areas,people with disabilities, andwomen and girls. This report contains summaries of 25 workshops and 25 round tablediscussions that examined education for each of thesegroups from the standpoint of access and equity, curriculum and professionaldevelopment, literacy, elementary education, and the school/workinterface and continuing education. These sessions includeddescriptions of how various countries are addressing each of theseissues, and recommendations for further action. Appendices containbackground informationon the region; proposed areas for cooperativeaction; conference organ4zation; highlights of countryreports; Australia's national literacy strategy; conference participants; and theopening address. Conference Support 211 ill Darwin 1990 Introduction (A note to conference delegates) I hope you will forgive me if I talk to you as a person rather than hiding behind the report as if I were invisible.It is not an attempt to draw attention to myself or to 'grandstand', but since so many people have taken the floor at this conference and spoken in a wonderfully direct and honest way about their lives, fears, hopes, problems, programs, teaching, research and dreams, I want to take this opportunity as conference rapporteur to say that you were heard. You wanted this conference to be real.I think it was. When you packed your bags and said goodbye to your friends and family, you probably did so in the belief that speaking at such a conference could make a difference.I think it did. The final test, of course, will be the actions and changes which flow on from here. Mr Paula Bloomfield (Tonga) spoke about bringing down the walls that divide us.If it is possible to bring down the Berlin wall, brick by brick, then surely it is possible for us to pull down the wallsvisible and invisiblethat separate us. Although part of the wall remains, many bricks were removed during the conference. One of the ways we found to communicate, despite the differences that separate us, was to use appropriate metaphors and images.For example, the Yolngu (Aboriginal) educators from Yirrkala used the term garma to convey the idea of Western knowledge flowing in from the sea with the incoming tide, and Yolngu knowledge bubbling up from deep springs in the land. Where and when the salt water and fresh water mingle, they produce foam and brackish water. This metaphor integrates old and new, Aboriginal and non-Aboriginal, fresh and salty, sea and land, past and future, changing and being changed. 1 f: Education For All While this report c4nnot hope to capture all the ideas and imagesthat were put forward at the conference, its writers have aimed to include: summaries of presentations,discussions and case study visits, the Australianand sub-regional action plans and conference tesolutions. The true test of the value of this report, however, will be the extent towhich its words are effectively put into actions. B C Devlin Conference Rapporteur 2 Darwin 1990 Background The Asia-Pacific Programme of Education For All (APPEAL) was launched on 4 November 1986 to commemorate the 40th anniversary of UNESCO. APPEAL's basic objectives are to eliminate illiteracy, to attain universal primary education and to promote continuing education.In an effort to achieve these objectives, APPEAL endeavours to strengthen the capability of each nation in the Asia-Pacific region and to foster regional cooperation. Prior to the World Conference held in Jomtien, Thailand, in March 1990, *he Australian National Commission for UNESCO considered the desirability of holding a follow-up conference in Australia to develop a National Education For All Action Plan and so a proposal was developed. When the scope of the proposal became clear, it was apparent that many of the possible themes and priorities were not confmed to Australia. The Commission asked that the plan also take into account the possibility of joining with the South East Asia and Pacific Sub-Region to consider possible areas of mutual interest. A draft proposal was developed and circulated during the Jomtien conference.This was considered at a meeting of members from Sub-Regional National Commissions immediately after the conference. Following a positive response from the sub-regional members represented at Jomtien and confirmation of Australia's willingness to act as host, a sub-regional planning group comprising nominees from UNESCO's Principal Regional Office in Bangkok and the office for the Pacific states in Apia, as well as individuals from the Pacific,South East Asia and Australiawas established to plan and implement theconfetence in accordance with the 3 Education For All World Declaration on Education For All and the Framework for Action to Meet Basic Learning Needs as agreed at Jomtien. Sub-Regional Reference Committee meetings were held on 15 and 18 June 1990 in conjunction with UNESCO's Fifth High Level Consultation of Pacific States Educators.

I acknowledge the traditional custodians, the Larrakia people on whose land we meet in order to give thanks for God’s faithfulness to us, to hear the stories and concerns on our hearts and minds and to seek to serve Christ with our best energies and insight for our Diocese and for the people of the Northern Territory. A Cord of Grace, Goodwill and Common Purpose When I travel this Diocese of over 1.3 million square kilometres, featuring desert, coastal, billabong, urban, outstation and agency communities, I wonder at the unique gifting of the landscape, cultures and the people that are within our Diocesan community. With such breadth and beauty comes extraordinary opportunity in our mission as Christ’s people but also these qualities bring significant tensions of holding our life together in its diversity and distance. I imagine often our church and community life like a string of pearls or precious gems from the Arafura Sea to the Simpson Desert – each pearl or gem unique but each one reliant on a cord of grace, goodwill and common purpose. Without the cord running through our different communities we are isolated and vulnerable before the social and spiritual challenges before us. Without a shared sense of direction under the good purposes of God, our contribution to God’s mission is unsustainable, for the weak give up without help and the strong in their own independence are not able to receive the necessary gifts from others.

    Revisiting the place name meaning of Yaroomba The Gaiarbau, ‘bunya country’ and ‘thick vine scrub’ connections (by Kerry Jones, Arnold Jones, Sean Fleischfresser, Rodney Jones, Lore?a Algar, Helen Jones & Genevieve Jones) The Sunshine Coast region, fiHy years ago, may have had the greatest use of place names within Queensland derived from Aboriginal language words, according to researcher, E.G. Heap’s 1966 local history arQcle, ‘In the Wake of the Rasmen’. In the early days of colonisaon, local waterways were used to transport logs and Qmber, with the use of Aboriginal labour, therefore the term ‘rasmen’. Windolf (1986, p.2) notes that historically, the term ‘Coolum District’ included all the areas of Coolum Beach, Point Arkwright, Yaroomba, Mount Coolum, Marcoola, Mudjimba, Pacific Paradise and Peregian. In the 1960’s it was near impossible to take transport to and access or communicate with these areas, and made that much more difficult by wet or extreme weather. Around this Qme the Sunshine Coast Airport site (formerly the Maroochy Airport) having Mount Coolum as its backdrop, was sQll a Naonal Park (QPWS 1999, p. 3). Figure 1 - 1925 view of coastline including Mount Coolum, Yaroomba & Mudjimba Island north of the Maroochy Estuary In October 2014 the inaugural Yaroomba Celebrates fesQval, overlooking Yaroomba Beach, saw local Gubbi Gubbi (Kabi Kabi) TradiQonal Owner, Lyndon Davis, performing with the yi’di’ki (didgeridoo), give a very warm welcome. While talking about Yaroomba, Lyndon stated this area too was and is ‘bunya country’. Windolf (1986, p.8) writes about the first Qmber-ge?ers who came to the ‘Coolum District’ in the 1860’s.

    John Gould and David Attenborough: seeing the natural world through birds and Aboriginal bark painting by Donna Leslie* Abstract The English naturalist and ornithologist, John Gould, visited Australia in the late 1830s to work on a major project to record the birds of Australia. In the early 1960s, around 130 years later, the English naturalist, David Attenborough, visited Australia, too. Like his predecessor, Attenborough also brought with him a major project of his own. Attenborough’s objective was to investigate Aboriginal Australia and he wanted specifically to look for Aboriginal people still painting in the tradition of their ancestors. Arnhem Land in the Northern Territory was his destination. Gould and Attenborough were both energetic young men, and they each had a unique project to undertake. This essay explores aspects of what the two naturalists had to say about their respective projects, revealing through their own published accounts their particular ways of seeing and interpreting the natural world in Australia, and Australian Aboriginal people and their art, respectively. The essay is inspired by the author’s curated exhibition, Seeing the natural world: birds, animals and plants of Australia, held at the Ian Potter Museum of Art from 20 March to 2 June 2013. An exhibition at the Ian Potter Museum of Art, Seeing the natural world: birds, animals and plants of Australia currently showing from 20 March 2013 to 2 June 2013, explores, among other things, lithographs of Australian birds published by the English naturalist and ornithologist John Gould [1804-1881], alongside bark paintings by Mick Makani Wilingarr [c.1905-1985], an Aboriginal artist from Arnhem Land in the Northern Territory (Chisholm 1966; McCulloch 2006: 471; Morphy 2012).

    1 Setting the scene The Northern Territory occupies the central northern portion of the Australian continent. Geographically, it is the third biggest jurisdiction in the nation but it has the smallest population of all the mainland states and territories at almost a quarter of a million residents. In 2014, about half of these people lived in the capital city, Darwin, while the remainder were widely scattered across the territory. The climate ranges from the monsoonal savannahs of the far north to arid rangelands in the south central areas. These conditions have traditionally been viewed as challenging for many European economic and social development endeavours. On the other hand, the entire Northern Territory landscape has an ancient and varied Indigenous history dating back many millennia, and this heritage continues to influence many of the political and economic decisions made at both local and national levels regarding the governance and future aspirations of this still-frontier province. While Aboriginal matters will feature prominently in this account of how governments have made use of vocational education and training in the Northern Territory, this is essentially a story about the impact of European social, economic, bureaucratic and political practices in a remote and sparsely populated region.
