Forest Glen Annex Installation Restoration Program, MD U.S. ARMY CORPS OF ENGINEERS BUILDING STRONG® FACT SHEET as of December 20, 2019 AUTHORIZATION: Defense Environmental Restoration Program TYPE OF PROJECT: Installation Restoration Program (IRP) CONGRESSIONAL INTEREST: Senators Cardin and Van Hollen (MD) and Representative Raskin (MD-08) BACKGROUND: The Forest Glen Annex (FGA) is located in the Forest Glen area of Silver Spring, Maryland, in Montgomery County. Administrative control of FGA was transferred from the Walter Reed Army Medical Center, Washington, DC upon its BRAC closure to Ft. Detrick, MD in October 2008. The installation is bounded to the north by the National Park Seminary (NPS) historic district, a residential area that was previously a part of FGA, and beyond by Interstate 495, the Capital Beltway. It is bounded to the south by industrial properties on Garfield Avenue. It is bounded to the west by Rock Creek Regional Park, a park along the Montgomery County valley of Rock Creek, a tributary of the Potomac River. It is bounded to the southeast by Brookville Road and beyond by commercial, industrial, and residential properties, and to the northeast by the Chessie Seaboard Multiplier (CSX) railroad and by commercial and residential properties beyond. The current facility includes approximately 132 acres. In 2002, approximately 50 acres determined to be excess Army property were transferred to other entities. In September 2009, the Army initiated a site-wide Remedial Investigation for the known six IRP Project Sites, with a seventh site added later. Two of the project sites are closed, with five still active - Forest Glenn (FTGL)-02 Ballfield/Helipad/Rubble Dump Site; FTGL-03 Commissary Landfill Site; FTGL-04 Building 511 Landfill; FTGL-06 PCB Contamination North of Linden Lane. Subsequently in 2013, FTGL- 07 Building 156 Former Underground Storage Tank Site was added as an additional site. FTGL-01 involved soil and groundwater contamination associated with the release of petroleum fuels from several underground storage tanks in the vicinity of Building 500. Based on the results of the Site Assessment Report dated October 2012, the Maryland Department of the Environment (MDE) Oil Control Program issued a Case Closure letter in June 2014. The project is closed. FTGL-02 involved disposal of landfilled materials including construction debris, medical waste, incinerator ash, household and office waste. Streams located downgradient are being impacted by iron precipitation. Metal debris can be seen in the ground near the discharge points. FTGL-03 involved landfilled wastes including construction debris, medical waste, incinerator ash, household waste, and office waste. A monitoring well located adjacent to this landfill has high levels of tetrachloroethene (PCE) concentrations. The site currently includes the PX/Commissary and some associated shops, AAFES Service Station, Child Development Center, National Museum of Health and Medicine and parking lots. FTGL-04 included landfilled materials including construction debris, medical waste, incinerator ash, household waste, and office waste. The site currently includes Building 511 (Animal Medical Research Facility and former incinerator), Building 503 (Walter Reed Army Institute of Research (WRAIR), and Building 605 (Motor Pool). The Record of Decision (ROD) was approved by MDE in March 2019, outlining the selected remedy of long-term maintenance of the soil cover, land use controls and long- term monitoring of groundwater. FTGL-05 is primarily associated with Stream E. Stream E predominantly received flows from a stormwater outfall that drained a former wash rack located within the Motor Pool facility. The No Further Action ROD was approved by MDE in March 2019. The project is closed. FTGL-06 involves PCB and similar contamination detected in offsite Stream A sediment and surface waste. The sources include a suspected transformer release at former Building 138. It also includes a PCB release adjacent to the FGA Salt Dome on the installation property north of Linden Lane. FTGL-07 involves soil and groundwater contamination associated with a former petroleum UST. In September 2013 the Army completed an Archive Search Report (ASR) on potential sites associated with the previously transferred properties. Results of the investigation indicated that there may be additional environmental sites that require further evaluation. STATUS: FTGL-02 Ballfield/Helipad/Rubble Dump Site. The ROD was approved by MDE on June 5, 2019. The selected remedy was Alternative 6, hybrid cover system over landfill, focused removal of waste on slopes and long-term maintenance of cover and fence and monitoring of groundwater and surface waste. A Remedial Design contract ($993,000) was awarded in September 2019. Design is anticipated to be completed July 2021. A Remedial Action contract is anticipated FY 2022. FTGL-03 Commissary Landfill Site and FTGL-04 Building 511 Landfill. The selected remedy was Alternative 2, long-term maintenance of cover, long-term monitoring of groundwater and land use controls. Anticipate a contract to be awarded by September 2020 implementing the remedy for both FTGL-03 and FTGL-04. FTGL-03 Commissary Landfill Site (Off-Site) The source of the groundwater contamination under FTGL-03 is unknown and suspected of originating off post. Currently finalizing a Phase II Remedial Investigation utilizing Weston Solutions to determine the source and extent of groundwater contamination. Initial results indicate the source is from off site. If source is confirmed to be from off- site, the Army will not be required to perform remediation on the groundwater. Final report is anticipated in FY 2020. FTGL-06 PCB Contamination North of Linden Lane. The Army finalized the RI and performed limited additional sampling in 2019. Based on results anticipate that the Proposed Plan for No Further Action and the ROD will be approved by September 2020. FTGL-07 Building 156 Former Underground Storage Tank Site. The Army completed the soil remediation, including groundwater sampling and vapor intrusion contract, and submitted in the Site U.S. ARMY CORPS OF ENGINEERS – BALTIMORE DISTRICT 2 Hopkins Plaza, Baltimore, MD 21201 https://www.nab.usace.army.mil Page 2 of 4 Assessment Report recommending No Further Action in October 2019. Anticipate project closure letter from MDE in January 2020. Archive Search Report Sites. The Army is completing the internal review of the Draft Archive Search Report. Based on results, it is anticipated that additional site investigations, to include former Army properties, may be required.
