1. PROJECT REPORT a. AGENCY: Garrison Fort Detrick Forest Glen Annex 2460 Stephen Sitter Ave., Building 601A Silver Spring, MD 20910 b. TOTAL AREA OF SITE & LAND ALLOCATION: Approximately 2.9 acres of the Forest Glen Annex’s 124 total acres are disturbed. The site is located within and is compatible to the existing recreational and community support land use zones. d. AREA OF BUILDING AND SURFACE PARKING: Building is approximately 10,354 gross square feet. The net new parking surface area is 11,700 gross square feet (39 spaces x 300 gross square feet/space). Total new parking area is 17,400 gross square feet of surface parking (58 spaces x 300 gross square feet /space) which includes the reuse of 6 existing spaces and the relocation of 13 existing spaces. e. EXISTING & PROJECTED EMPLOYMENT: 31 employees are required to staff the new Child Development Center (CDC2) at any given time. Two shifts are used between 6 am and 6 pm on Mondays through Friday only. No projected increase in employees will occur as the total above represents of full child capacity with full employee support. f. RELATION TO FOREST GLEN MASTER PLAN: This project is not shown on the last NCPC approved master plan from 2003. That plan did show the existing and future recreation land use zone with adjacent community facility zone for the current project site location. Compatibility and conversion to community support land use within the recreation land use was approved by installation’s Real Property Planning Board (RPPB). This 2009 review includes a full technical review and approval by the Installation Commander. That same year the Fort Detrick submitted for mandatory referral a BRAC 2005 Forest Glen Annex Master Plan which included the present CDC2 project. Upon the final review only projects that were specifically outlined by BRAC 2005 law sited were approved and the overall master plan was not approved. Currently an updated Forest Glen Real Property Master Plan (RPMP) is in development awaiting validation with impending Defense funding reprioritizations.

g. COORDINATION WITH LOCAL GOVERNMENT AND COUNCIL OF GOVERNMENTS: 2012 draft Forest Glen Annex master plans including the present CDC2 project program were informally presented and reviewed for comment with representatives of the -National Capitol Planning Commission and Montgomery Planning Board, local citizens, and the Maryland Department of Transportation in 2012. CDC2 was presented to the community in 13 December 2012 at the Garrison’s quarterly Community Town Hall Meeting. Attendees included Ms. Karen McManus, representing Chris Van Hollen, Maryland’s 8th District Congressman.

h. CONSTRUCTION SCHEDULE & OCCUPANCY: Notice to proceed construction is expected during the summer 2013 with completion during 2014.

2. NARRATIVE DESCRIPTION

a. BACKGROUND: The Directorate for Family, Morale, Welfare of Recreation at the United States Army Garrison (USAG) Fort Detrick, Frederick, MD Forest Glen Annex is this project’s proponent. The CDC2 will support the current military and civilian populations assigned to Forest Glen Annex and Walter Reed National Military Medical Center, Bethesda. The 124 new infant and toddler spaces will satisfy the long waiting list for infant and toddler care and will supplements the existing 166 child space Building 169 Child Development Center (CDC1) built in 1990. Its users will typically come from off-post since no family housing is located at Forest Glen Annex.

b. PROJECT SITE: Forest Glen Annex is 124 acres bounded by the woodlands of Rock Creek Park to the west, the residential community of Historic District to the North, a railway to the east and the Lyttonsville area light industrial/commercial zone to the south and southwest. The CDC2 site is situated in the northwest area of the post and will be surrounded by existing woodlands on the north and west, by a family medical lodging facility Building 173 Fisher House to the northeast, a picnic and recreational area to the southwest, and a parking area and Building 154 Fitness Center to the south. Access to the site is from Stephen Sitter Avenue, the main vehicular and pedestrian roadway that runs north to south through the post and is east of the present site.

The CDC2 project will require the demolition of the existing recreational facilities including basketball courts, fitness trail equipment, playground, recreational equipment storage yard and a small stand of trees. The new building will be placed on an east-west access surrounded by enclosed exterior playgrounds off of each care room. These are surround by landscaping . Parking is located off the south and west. c. STORMWATER MANAGEMENT: An erosion plan for construction and a new storm water management plan has been devised to retain storm water on site through each of several landscaped catchment areas designed with connections to existing off site tributaries. The site has been engineered by a professional engineer and will meet applicable permits, regulations and standards. See attached erosion and storm water management plans. d. LANDSCAPE: A full landscape package consisting of retaining walls, lawn covers, trees, planting beds and shrubs, and fenced playground areas off of each child care area are included. Sidewalks and pavements are provided from visitor parking areas to building entry walk and covered porch. See attached landscape plan. e. BUILDING DESIGN: The CDC2 plans and site are derived from the Army’s Center of Standardization. The CDC2 is a standard 124 child development design that is used throughout the Department of the Army. CDC2 is a brick single story rectangular hip-roofed building with small matching covered entry porch. The building’s general style will match the recent installation design standard of utilizing a blue metal roof with 12” red brick, white mortar, and white accent trim vocabulary.

CDC2 is constructed of factory built modules that are field assembled on a concrete foundation. A full brick exterior is planned, subject to available contingency funds. See attached rendering. If sufficient funds are not available the exterior with be one-half brick with upper half stucco. See attached elevations. Stucco shall match the limestone or other approved color and texture. The roof shall be clad with standing seam metal. Metal gutters and roof shall be the color “Gallery Blue”. f. INTERIOR DESIGN: Main child care areas will be floored with seamless vinyl, toilet and isolations rooms with ceramic tile, kitchen with quarry tile, and vinyl composition tile flooring will be used in administrative and support areas. Walls will be typically epoxy painted gypsum except that ceramic tile will be used at toilet and isolation areas. Ceilings will typically be of suspended 2x2 grid and acoustical tiles except for kitchen areas will use grid and vinyl covered acoustical titles, and kitchen, mechanical, and communication rooms will use painted gypsum. Colors will be selected by the owner from installation and CDC standards. j. PARKING: 39 new spaces will be added to the existing Forest Glen Annex total parking. 31 of these spaces will be visitor spaces. Visitor spaces are calculated based on the Army standard of 0.25 vehicle space per child care space (0.25 x124=31). At any given time the CDC requires 31 employees. NCPC allows 0.67 vehicle space per employee ( 21 employee spaces) with the goal of 0.5 space per employee (16 employee spaces) based on mass transit center distance of greater than 2000 feet. 0nly 8 new employee spaces have been provided or a NCPC ratio of 0.25 vehicle space per employee. Three accessible vehicle spaces have been provided. See attached parking drawing and calculation. k. UTILITIES: Utilities shall be brought to the field building via existing nearby mains and these shall include electrical, sanitary, domestic water, data/telephone. See utilities drawings. l. FIRE SPRINKLER SYSTEM: CDC2 is fully compliant with NFPA 13 and 72 for sprinkler and alarm systems and will be tied to the on-post fire station. m. ENERGY CONSERVATION AND LEED: This project is designed and will comply with Leadership in Energy and Environmental Design (LEED) Silver standards.
