The vision statement of National Assessment and Accreditation Council (NAAC), comprehensively sums up the rationale behind its constitution. It reads “To make quality the defining element of higher education in through a combination of self and external quality evaluation, promotion and sustenance initiatives”. In pursuance to this, the Internal Quality Assurance Cell (IQAC) of Sikkim Government College, Gyalshing, decided to initiate an internal Academic and Administrative Audit (AAA) for the Academic year 2018-2020 (2 Years).

Reflection, self-assessment and introspective understanding constitute few of the key elements in understanding the Academic and Administrative status of an institution. Further, AAA also ensures compilation and proper documentation of all necessary data that any higher educational institution must mandatorily maintain.

To undertake any activity which will have a positive bearing on an institution’s academic and administrative health, it takes so much more than a few bunches of people working tirelessly to concretize an idea into a tangible reality. The cooperation and support rendered by the administration and the faculty members must be acknowledge up front. However, AAA should not be taken as a one-time stint, rather such activity should be made a regular practice so as to assess the academic and administrative culture of an institution on a regular basis.

The IQAC hopes that such activities may be made a compulsory exercise and we do expect timely cooperation from all stakeholders of Sikkim Government College, Gyalshing.

Lastly, I would like to place on record the invaluable contribution rendered by each and every person which went into the making of this report.

Academic and Administrative Audit is one of the vital exercises prescribed by the National Assessment & Accreditation Council. HEIs need to mandatorily conduct an internal audit to assess the institution’s academic culture and administrative status. The Internal Quality Assurance Cell of Sikkim Government College, Gyalshing, therefore, resolved to undertake the AAA for the period 2018-2020 as part of its quality initiative.

Success of any activity of such magnitude requires numerous hands and brains. Mr. Rajiv Jairu, Assistant Professor in the Department of Economics once hinted at his intention to carry out an internal audit and expressed his desire to rope me in the project as one of the members of the editorial team. I consented, albeit in a lighter vein. Never did I realize that I was going to be a part of an activity which will have a very positive ramification on the institutional wellbeing in a longer run.  Strength of the Department: The Department has its own strength in terms of language and literature as it is considered as a living and linking language for many of the speakers of our state.

 Weakness of the Department: Lack of ICT Facility and provision for remedial classes for the students of Bhutia Department.

Due to less enrolment in Education Honours Paper we have plans to increase enrolment of students. The department plans to organise more Seminars and Workshops in order to motivate students for higher studies and research. The use of technology in teaching learning process will be encouraged in large number. More field trips and excursions will be organised as I believe that learning takes place more outside the classroom. The Department conducts 2 sessional tests, the marks of the two tests will be considered the final score for the internal examination; for the term paper, students are supposed to do research on some relevant topics, and they are evaluated based on their findings and how well they present their work; for the end term examination, students are required to appear for 50 marks standard examination, set by the Sikkim Central University.

(Records to be maintained) 21. SWOC Analysis (Strength, weakness, Opportunities, Challenges): Strength: The Department has four faculty members. All of them are well qualified enough to render the teaching services. Cooperation and working together has been a great motivation for each one of us. The faculty members have vast knowledge of research and teaching. Every faculty member has professional qualification including B.Ed., which is one of the crucial factors in understanding the psychology of the students. Two faculties are experienced and are the founding members of the department which benefits the department in every way. Weakness: The only drawback is that as Education is considered a new subject by the school children and because of the unfamiliarity, the enrolment in Honours is very less in number. Challenges: Department is well-equipped with the infrastructure like PCs and printers but the only loophole is that the internet connectivity is very poor. And because of this we are unable to make our students techno-friendly. The other challenge would be a smaller number of student’s enrolment in Education honours.

• Young talented and hardworking faculty members all recruited under UGC rules. • All the faculty members are specialised in different fields. • Encouraging students to face all the competitive exams, making them aware of the examinations and giving them ideas to sit for the examinations. • Encouraging students to opt for GIS&RS courses which have a vast scope in geography. • We are equipped with a laboratory with basic instruments needed to the students.

Weakness:

• No internet connectivity. • There is a dearth of newly updated maps.

Opportunities:

• Upgrade our laboratory with well equipped computers, internet connectivity and new software used for GIS & RS.

Challenges:

• We have not been able to frequently organise programs for the development of the students. • Both the students and teachers are engaged in the academic activities as we hardly get time for other co-curricular activities.

With lesser number students and excellent teacher student ratio, students get utmost care and nurturing. Weaknesses: College has no Language Lab so to give the real-life experience students has to be taken to field trip. Students are very good in terms of writing but lack speaking skills. Language needs speaker as well as writer to prosper. Opportunities: Lepcha community has one of the oldest knowledge system of traditional way of living like medicines, cultures, foods, drinks, etc. The students get opportunities to explore all of these peculiarities belonging to the community. Challenges: Teaching learning materials, especially reference books are still a challenge for the department as they are not available easily. Students need to spend good amount of money for field trips, considering the fact that they mostly belong to the poor families, money too becomes a challenge sometimes.

SWOC Analysis Strength of the Department: Department has well qualified and experienced faculty known for their teaching excellence. Weakness of the Department: ➢ The modern world is about technology and information excess. However, the department still lacks basic internet connectivity. ➢ The department has been facing the problem of fund for field trips, field survey, organising literary programme and reading materials.

Opportunities of the Department: The department aims at providing quality education and make the students job ready for today’s excessively competitive job market. Challenges of the Department: vanishing of Language The rapid increase in the demand of languages such as English has had a negative impact on languages like Limboo. In fact, very few numbers of student take up the subject as part of Honours UG programme. Also, since there are no Unicode characters of Limboo language this also severely cripples the language and makes it stagnant.

23. Best Practices of the Department: The department usually displays write ups by the students on the display board. Quality enhancement measures are undertaken by the department. Students are taught only in Limboo so that their Communication skills improve. Department organises intra-departmental seminars, quizzes and debate competitions among the students. Mentoring system is at place under which senior students guide and mentor the junior students. Active participation of students in sports and cultural programs.

Future Prospects:

First of all, the department has plans to setup departmental library and accumulate a greater number of informative books and academic books in the library. The department has to

SWOC Analysis (Strength, weakness, Opportunities, Challenges): Strength: • We have a very dynamic and young faculty members and the teacher student ratio is also maintained to some extent as per the UGC rules. • We also have diverse group of Assistant Professors who specialize in different areas. Weakness: • Lack of internet connectivity in our institution. • We have not been able to organize proper field trip as it not specified in the curriculum. Opportunities: • We are able to provide the students with proper guidance in various fields of competitive exam in both state and central level because of dynamic scope of the subject. • We are able to guide the students and mould them in building of leadership qualities for the future. Challenges: • Since majority of the students hail from economically weak background as compared to other districts, it is challenging for both the teachers as well as the students in academics. • We have not been able to frequently organize workshops, seminars etc. for the students. 23. Best Practices of the Department: We have been organizing events such as Field Trips, Youth Parliament, Essay and Debate Competition for the welfare and experience of the students to improve their capabilities. Our Department has also participated in various other events such as sports and social activities, visiting Orphanage Home, Blood Donation Camps, Environmental activities and Yoga which is important to enhance the all-round development of the students. 24. Future Prospects: In the department we have been practising events such as Constitution Day, Youth Parliament and field Trips etc. and in future we are planning to enhance additional programmes like United Nations Day, Faculty exchange programmes within the departments as well as with other colleges in the State. Strength: Vigorous leadership of Head of the Department and team work environment among the faculty members and the cooperation of the students are the greatest strength of the department of Tourism Management. Weakness: Lack of study materials viz. reference books. Opportunities: Participation in National and International seminars, workshops, orientation programs, refresher course, inter-departmental seminars and On the Job Training (OJT). Challenges: Misconception about Tourism as an academic subject. 23. Best Practices of the Department:

Tourism means to travel different places to learn with fun. The subject itself motivates the students and the faculties to organize field trips and educational tours. We have organized field trips and educational tours to different places since the year of the establishment of the college. Students are encouraged to participate in seminars, On the Job Training and workshops. On the Job Training helps develop the practical skills of the students due to which they could easily earn their livelihood in future. Being a practical based subject, the practical classes help the students to understand the basic techniques in handling the adventure equipment too.
