Lowrey, Ph.D., Member University of San Diego © Rubina Feroze Bhatti, 2015 All Rights Reserved ABSTRACT Non-governmental Organizations (NGOs) have increasingly been recognized as influential players in world politics and international development. Despite limited financial resources and having to rely on volunteers who often lack formal training, NGOs’ advocacy work has often been highly effective. Since the beginning of the 1990s, it has resulted in both the formulation of new policies and the cancellation or modification of existing ones. Advocacy work by NGOs is especially important in countries like Pakistan because deep-rooted injustices and discrimination are unlikely to change without pressure from NGOs. This study investigated the strategies used by five NGO leaders for effective advocacy work in the Pakistani context. The study specifically examined (a) how NGO leaders attempted to influence the external environment and the impact of their attempts, (b) leaders’ efforts internally to create effective advocacy organizations, and (c) strategies NGO leaders used to nurture their personal capacity for effective leadership both within their own organizations and in the external advocacy arena. This exploratory qualitative study focused on five Pakistani NGO leaders. A combination of convenience, maximum variation and snowball sampling was employed to identify the five leaders. Using qualitative methodologies, this study relied upon document analysis and two extended interviews with each research participant. The findings of this study are presented in two forms: (a) a narrative for each of the NGO leaders developed from the transcribed data through a process Polkinghorne calls narrative analysis and (b) a cross-case analysis that employed what Polkinghorne characterizes as an analysis of narrative approach. The analysis of narrative was built around five categories derived inductively from the data about the advocacy process in Pakistan and its impact on both the society and individuals. The study documented, among other things, how the leaders determined their effectiveness and the various strategies they employed to manage their own lives so their advocacy work can be effectively sustained in a challenging environment. The results further demonstrated the importance of leaders nurturing NGO staff members and demonstrated how the five leaders approached this task. Finally, implications for practice, policy and future research were discussed. DEDICATION To my beloved brother Kamran, without whom I would not be a leader. You made me who I am. The Awami League (AL) and the Bangladesh Nationalist Party (BNP) dominate Bangladeshi politics. When in opposition, both parties have at times sought to regain control of the government through demonstrations, labor strikes, and transport blockades, as well as at the ballot box. Prime Minister Sheikh Hasina has been in office since 2009, and her AL party was reelected in January 2014 with an overwhelming majority in parliament—in part because the BNP, led by Khaleda Zia, boycotted the vote. The BNP has called for new elections, and in recent years, it has organized a series of blockades and strikes.

Whether your CAG is a formalized organization or an informal group of concerned citizens, it is helpful for the group to have a clear mission statement to ensure that the CAG is staying true to its values and purpose. After developing the mission statement, it is important for CAGs to establish an organizational structure, or hierarchy, that addresses the following points: • Executive leadership • Membership/Membership dues • External support • Potential obstacles CAGs must also decide whether or not to incorporate as a nonprofit organization. Although most donors and funders will not give money to organizations that are not incorporated as a nonprofit, incorporation is not necessary but is beneficial for the CAG’s long-term sustainability and efficacy. While legitimizing the CAG to policy-makers, incorporation also requires additional responsibilities that CAG members must be prepared for. CAGs that do decide to incorporate should then apply for 501(c)(3) status from the IRS. It is important to note that CAGs that apply for nonprofit status should be aware of the lobbying restrictions of a 501(c)(3) tax-exempt organization. After applying for incorporation, CAGs should establish an effective and diverse board of directors, and write the organization’s bylaws. The bylaws are essentially the “constitution” of the organization, and will serve to govern the organization’s day-to-day activities as well as provide a direction for the CAG’s government in the future.

While some minorities live in authoritarian regimes, others live in countries with religious rights institutionalized in national constitutions and international human rights treaties. Despite these guarantees, minorities face restrictions on religion through laws and regulations that restrict what religion they choose and limit how they practice their faith. Thus minorities that in theory are supposed to have religious freedom also encounter religious freedom restrictions in practice. Faced with blockages that restrict their religious rights, minorities at times turn to transnational advocacy networks (TANs). Through my analysis of Christian minorities in Malaysia and India, I discover what some of these blockages are and how minorities and their transnational partners have negotiated with the state in recent legal challenges to Christians’ rights. I focus on the agency and strategies of minorities by listening to their opinions, arguments, and reasoning, as articulated through interviews, legal documents, and an original survey. In doing so, this study differs from recent scholarship that traces the structure and organization of TANs. I find that how Christian minorities use transnational advocacy networks is dependent on the political opportunities that are available to them domestically.

How Our Group Got Started In 1993 MBW Company made a commitment to assist people they support in having a self-advocacy group in New Ulm. We started with staff researching what self-advocacy is and presented the idea to the people we thought would be interested. We found about ten people who said they wanted to find out more about this. The next thing we did was to set up an information meeting. We had two speakers who were in self-advocacy come talk with us. We talked about what self-advocacy means and what would make our lives better. In our beginning meetings we all agreed that we wanted a better transportation system and better working conditions at our sheltered workshop. These two issues helped bring people together and created the enthusiasm and commitment we have today. II. Election of Officers We used the officers’ handbook to help us elect officers.
