Hifikepunye Pohamba President BY ORDER OF THE PRESIDENT-IN-CABINET ________________ by the PRESIDENT OF THE REPUBLIC OF NAMIBIA No. 17 2010 DETERMINATION OF DATE AND PLACE FOR SUBMISSION OF NOMINATIONS OF CANDIDATES, POLLING DAY AND NOTIFICATION OF NAMES OF RETURNING OFFICERS FOR THE GENERAL ELECTION OF MEMBERS OF REGIONAL COUNCILS AND MEMBERS OF LOCAL AUTHORITY COUNCILS: ELECTORAL ACT, 1992 (ACT NO. 24 OF 1992) Under the powers vested in me by section 50(1) of the Electoral Act, 1992 (Act No. 24 of 1992) read with section 62 and section 68 of that Act, I make known that in respect of the general election of members of all regional councils and of members of all local authority councils, I determine - (a) Monday, 18 October 2010 as the day upon which a public sitting shall take place - (i) in each constituency, indicated in column 2 of Schedule A, for the submission of nomination of candidates for election as member of the regional council in respect of that constituency; and (ii) in each local authority area, indicated in column 2 of Schedule B, for the submission of nomination of candidates for election as members of the local authority council in respect of that local authority area; (b) that the public sitting, referred to in paragraph (a), shall be held from 09h00 until 11h00 on that day and at the places indicated in column 3 of – (i) Schedule A, in respect of the general election for a member of a regional council, directly opposite the relevant constituency indicated in column 2 of that Schedule; and (ii) Schedule B, in respect of the general election for members of a local authority council, directly opposite the relevant local authority area indicated in column 2 of that Schedule; (c) that, if a poll becomes necessary in any constituency referred to in paragraph (a)(i), for reason that more than one person had at the close of such public sitting, referred to in paragraph (b), been duly nominated, or in any local authority area indicated in paragraph (a)(ii), for the reason that more than one political party had submitted a list of candidates, which candidates have been declared duly nominated, the poll shall take place on Friday, 26 November and Saturday, 27 November 2010; (d) that the person whose name is specified in column 4 of – No. 4571 Government Gazette 30 September 2010 3 (i) Schedule A, opposite the constituency mentioned in column 2 of that Schedule; and (ii) Schedule B, opposite the local authority area mentioned in column 2 of that Schedule, has been appointed in terms of section 51 of that Act, as returning officer for the election in that constituency or that local authority area, as the case may be. Since then, a Census has been undertaken every ten years, and the 2011 Population and Housing Census marks Namibia’s third census since independence in 1990. The Census is demonstrative of the Namibia Statistics Agency’s (NSA) commitment to providing relevant and quality statistics to support decision making, policy formulation and monitoring of development programmes. This regional profile presents the result of the 2011 Namibia Population and Housing Census for the Oshikoto Region. The report provides a wide range of indicators on population characteristics, household and housing conditions and households enumerated in the region between 28 August and 15 September 2011. The report further provides detailed information on age and sex composition, marital status, education, literacy, economic activity, orphan-hood, fertility and disability. In addition, household size, housing amenities, ownership and the quality of housing are also presented in this report. All these indicators are provided at regional, urban/rural and constituency level. It should be noted that internal migration was not possible to calculate at constituency level. However it was provided at regional level in the 2011 main census report launched on 27 March 2013, as well as in the Population Atlas released in June 2013. This regional profile is the fourth in a series of reports to be released based on the 2011 census data. The first report - released in April 2012 - disseminated provisional results on the distribution of the population.
