The bids shall be deposited in electronic format on the departmental website www.jktenders.gov.in. 3. The bids uploaded on the web site up to due date and time will be opened on 17-04-2015 at 11 AM in the office of the Executive Engineer Irrigation Division Ompora Budgam in presence of the bidders who wish to attend. In case of holiday or office happening to be closed on the day of opening of the bid, the same will be opened on the next working day at the same time and venue. 4. Bids must be accompanied with cost of tender document in shape of Demand Draft in favour of Executive Engineer Irrigation Division Ompora Budgam payable at Ompora and earnest money/bid security in shape of CDR pledged to tender receiving authority. The bid for the work shall remain valid for a period of 90 ninety days from the date of opening of bid. 5. The earnest money shall be forfeited if:- a. any bidder/tenderer withdraws his bid/tender during the period of bid validity or makes any modification in terms and conditions of the bid. b. the contractor fails to execute the agreement within 10 days after fixation of contract. Instructions to bidder regarding e-tendering process:- Bidders are advised to download bid submission manual from the “Downloads” option as well as from “Bidders Manual Kit” on the website www.jktenders.gov.in acquaint bid submission process. 2. To participate in bidding process bidders have to get Digital Signature Certificate (DSC) as per information Technology Act 2000. Bidders can get digital certificate from Approved Vendor. 3. The bidders have to submit their bids online in electronic format with digital signature. No. Financial Bid will be accepted in physical form. 4. Bids will be opened online as per time schedule mentioned in para-3 5. Bidders must ensure to upload scanned copy of all necessary documents like CDR/PAN/Tin/Demand Draft/Registration Card duty renewed, latest sales tax clearance and hard copies thereof physically to tender receiving authority before date of opening of bid. Note:- Scan All Documents on 100dpi with black and white options. 7. The department will not be responsible for delay in online submission due to any reason. 8. Scanned copy of cost of tender documents in shape of demand draft in favour of Executive Engineer Irrigation Division Ompora Budgam and earnest money /bid security in shape of CDR pledged to tender receiving authority must be uploaded with the bid the original demand draft (cost of tender document) CDR (Earnest Money/bid security) and relevant documents to be submitted to the tender receiving authority by registered post/by hand before due date of submission of tender as per time schedule specified. The tenders recovered late shall not be entertained. 9. The payment shall be made as and when the funds are received by this office. 10. The work shall have to be started within 7 days from the date of issue of formal allotment/letter of intent whichever is earlier. 11. Nothing shall be paid on account of dewatering or diversion even if involved at site. 12. No increase in carriages will be entertained beyond estimated provision both Mechanical/manual even if involved. The contractors are advised to visit the site and obtain the details of job required to be done from the concerned AEE/Jr. Engineers before submitting tenders for the work. 13. Any damage that may cause to the work by any reason during execution and prior to handing over the work to the department shall be the sole responsibility of the executing agency and department shall not be liable to compensate for any loss on account of such damage. 14. As per guidelines issued by the Ministry of Water Resources, Govt. of India for AIBP projects. If state Govt. fails to comply with the agreed date of completion, the grant component released will be treated as loan and recovered as per the usual term of recovery of the central loan. So in view of the condition, the contractor is bound to start the work within 7 days from the date of issue of allotment and is bound to complete the same within stipulated period. If the lowest tenderer fails to start the work, no further notice shall be served. His CDR shall be forfeited immediately and black listing shall be recommended. Besides extra cost if involved shall be recoverable. 15. The works are debatable to AIBP/Flood Restoration and payment will be made when funds are available in the division and also the departmental material will be supplied to contractors on prevalent stock rates at the time of issuance of the material. Page 2/4 16. All other terms and conditions shall be the same as laid down in the PWD form No. 25. 17. Contractor/ bidder who fails to submit the hard copies for their uploaded tenders will be debarred from participating in the tendering process for a period of six months in the first instance. Their online uploaded tenders will not be considered for the said period and the CDR/DD uploaded for the work shall be forfeited. 18.
