The Role of Infrastructure in Google’s Network Neutrality Strategy in the 2000s John Harris Stevenson Doctor of Philosophy Faculty of Information University of Toronto 2017 Abstract During most of the decade of the 2000s, global Internet company Google Inc. was one of the most prominent public champions of the notion of network neutrality, the network design principle conceived by Tim Wu that all Internet traffic should be treated equally by network operators. However, in 2010, following a series of joint policy statements on network neutrality with telecommunications giant Verizon, Google fell nearly silent on the issue, despite Wu arguing that a neutral Internet was vital to Google’s survival. During this period, Google engaged in a massive expansion of its services and technical infrastructure. My research examines the influence of Google’s systems and service offerings on the company’s approach to network neutrality policy making. Drawing on documentary evidence and network analysis data, I identify Google’s global proprietary networks and server locations worldwide, including over 1500 Google edge caching servers located at Internet service providers. ii I argue that the affordances provided by its systems allowed Google to mitigate potential retail and transit ISP gatekeeping. Drawing on the work of Latour and Callon in Actor– network theory, I posit the existence of at least one actor-network formed among Google and ISPs, centred on an interest in the utility of Google’s edge caching servers and the success of the Android operating system. -

Platform, Vol. 7, No. 1, On Corporeality, Spring 2013 The Performance of Biopower and Liveliness: The Life and Death of Terri Schiavo By Renée Newman-Storen Abstract Between 1990 and 2005, American woman Terri Schiavo was in a Persistent Vegetative State (PVS), kept alive by a surgically inserted feeding tube. A perceived liveliness, or lack thereof, was used as evidence on divergent ideologies and value systems and, in addition to the existing social and political landscape of the US at the time, assisted in igniting a ferocious debate on the value of life. The tragic case of a woman caught between life and death, existing in neither state entirely, was supplanted by a performative spectacle, the activated spectator and the ensuing moral panic over the nature of what being ‘alive’ itself might mean. In this article I utilise Foucault’s understanding of biopower; the concept that life, populations and the body are regulated according to systems of power and that biopower is a dominant discursive function of modernity. I examine the specifics of the tragedy of the Schiavo case in relation to the prevailing ideological (religious and political) conditions in the US that formed the conditions for the regulatory operations of the biopolitical/biopower, concluding that the battle for life at any cost becomes greater than the object or the subject of this debate and that this fight is ultimately an ideological interplay and a struggle for power. Declaration of Independence The thinking behind this document is at the core of the most fundamental liberties of man, and while many of the men who signed this document were slave owners, these same men set in motion the wheels that would bring an end to slavery in the civilized world. They tell us it was in the main, the words of Thomas Jefferson, that the leadership of all the existing states put their signature on it, and it honestly reflected their values and their beliefs. -

We called upon our Black religious leadership to use the full force of our combined churches to draw attention to the imperative of religious tolerance. The United States is a nation that was founded on religious tolerance and the separation of church and state is a critical pillar of our political culture. They are in response to a call from Mayor Greg Fischer, encouraging the public to add their voice to the review of public art that can be interpreted to honor bigotry, discrimination, racism and/or slavery. 40204: I am not opposed to removing the Castleman statue. I would miss having a horse in the neighborhood, however, so if it could be replaced by another rider, perhaps Oliver Lewis and Aristides, the first KY Derby winners. That would be cool. Any statue with Confederate imagery should be removed. Period. 40299: We should not have public murals and statues of leaders of the confederacy. The bottom line is that these men of the confederacy fought to keep hatred, bigotry and racism alive. I don't want our city to have statues honoring these men, because I know Louisville is an inclusive community dedicated to bringing different folks together. 40212: Remove all statues glorifying these traitors. I can’t imagine what a PoC feels about these abominations. 40243: Please leave history ALONE... 40208: A democracy should have monuments celebrating the oppressed and not the oppressors. We need to tear down any monuments celebrating the Confederacy. I also think you should add to this list nude portraits, paintings objectifying women, and paintings featuring people in poverty. I would recommend going through the library and removing all books before 1975 and blocking all websites that involve actual thinking. History has been written, to ignore it is unwise. -

Envisioned as a false-messiah, deceptive miracle-worker, and prophet of evil, Antichrist inversely embodies many of the qualities and characteristics associated with Max Weber’s concept of charisma. This essay explores early Christian, medieval, and contemporary depictions of Antichrist and the imagined political circumstances of his reign as manifesting the notion of (anti)charisma, compelling but misleading charismatic political and religious leadership oriented toward damnation rather than redemption. Google, Inc. Personal Democracy Forum Tom: Thank you for having us here. It’s a treat to be here. I’m Tom Friedman from The New York Times and The Flat World and my partner in crime here, Eric Schmidt, Chairman and CEO of Google. And Eric, thank you for being here. I just wanted to begin with a broad question. As a newspaper reader, it seems like Google’s in the news every day, and it’s something new. I just have a really simple question. Where are you guys going? What is the new, new thing for Google? And what is kind of the macro frame around it? Because I know these _____ stories I’m reading, they all are connected to a broader strategy. Eric: Maybe. Tom: I hope. Eric: You’re giving us a lot of credit. Well, thank you all for having us here. It’s a pretty important event, and I’m so glad people could spend the time. And thanks to the university for sponsoring it and so forth. The news this week of course is that we’re integrating the way search works. We’ve taken the disparate sources of information, video, news, and so forth, and put them together in a common set of answers, which we call universal search. What was happening of course was people were spending all their time in these specialty searches, but they really wanted to ask the right question and get all the right answers. And our signals, our algorithms as we call them, are getting better as we’re getting more information, we understand personal behavior and so forth. -

Engagement with False Content Producers Plummeted on Twitter and Facebook Adrienne Goldstein Manipulative News Sites Accounted for a Record Share of Facebook Interactions Sites that gather and present information irresponsibly (according to the news-rating service NewsGuard) accounted for a record-high one-fifth of Facebook interactions with U.S.-based sitesi in the second quarter of 2021, while engagement with articles from outlets that repeatedly publish false content plummeted on Twitter and Facebook. This occurred amidst an overall decline in engagement with all types of sites. After all-time highs in engagement with both types of deceptive news outlets in 2020, sites that publish false content have seen their engagement drop at much higher rates than U.S.- based sites in general, likely as a result of account takedowns and changes in policies around COVID-19 misinformation and content moderation. The changes demonstrate that Facebook and Twitter have the tools to address disinformation. However, outlets that gather and present information irresponsibly without publishing false content present a special challenge to the platforms. These sites can help spread conspiracies theories about elections and vaccines, highlighting the need for what GMF Digital calls “democratic design” principles to promote transparency and civic information. • Amidst an overall decline in Facebook interactions with U.S.-based sites that began in the latter half of 2020, interactions with outlets that collect and present information irresponsibly dropped in the second quarter of 2021. They fell by slightly less than the drop in overall traffic (35 percent vs 38 percent) and by far less than a sample of 106 trustworthy sites with perfect NewsGuard ratings (56 percent) or sites that repeatedly publish false content (54 percent).
