R E G U L A T I O N on holding the III International chess Festival «Black pawn» November 1-3, 2019 Track and field athletics arena, Moskovskaya St., 151 Brest, Belarus 1. GOAL AND TASKS The chess Festival is held on purpose of chess promotion and popularization; Tasks of these competitions are: development of international chess relations; preparation of forward-looking reserve; upgrading sports skill of chess players. 2. TERMS AND VENUE This regulation is the official invitation to participate in the 3rd International chess Festival «Black Pawn» (hereinafter the Festival) held on November 1-3, 2019. Organizers provide beverages and treat for participants in the game zone during the tours. 4. COMPETITION MANAGEMENT General management and the organization of competitions are carried out by: Brest city executive committee; department of education, sport and tourism of Brest city executive committee, manager of sport and tourism sector Okrug Olesya Valentinovna; Public Association «Belarusian Chess Federation»; Direct management of the Festival is carried out by: Private Unitary Enterprise on service delivery “Knizhny Shkap”, Festival director Taberko Katerina, tel.(+375)29 6250311, [email protected]; Panel of judges, chief judge Berlin Tatyana, tel.: (+375) 29 2210048, blackpawnby@ com ; Competitions are held according to the existing Rules of FIDE, this Regulation and Standing Orders. The decisions made by the Chief judge of competitions are final. Organizers reserve the right to make reasonable changes to this Regulation and other conditions of reception. PARTICIPANTS OF THE COMPETITION Players from Belarus, near and far abroad countries residents are invited for participation. All people, except players, have to be classified as accompanying persons. Access to the game and entertaining zone is allowed only to the persons accredited by organizers. The festival is inclusive, we provide barrier-free environment for people with disabilities, special chessboards for the blind and visually impaired. 6. TOURNAMENTS The Festival consists of four rapid tournaments: Tournament A — 2012 year of birth and younger, Tournament В — 2010 year of birth and younger, Tournament С — 2006 year of birth and younger, Tournament D (no age limit, black make the first move), Three tournaments on blitz chess: Tournament E (2011 year of birth and younger), Tournament F (2006 year of birth and younger), Tournament G (no age limit) An open tournament H on classic chess (no age limit); Tournament K on bughouse chess (no age limit) Three tournaments on chess problems solving: tournament L (2011 year of birth and younger), tournament M (2006 year of birth and younger), tournament N (no age limit), tournament Р on chess giveaway (no age limit); three checkers tournaments: tournament R (2010 year of birth and younger), tournament S (2005 year of birth and younger), tournament T (no age limit). two arm-wrestling tournaments: tournament U (ladies of 2003 year of birth and older), tournament V (gentlemen of 2003 year of birth and older) Besides Chapaev, chess-to-touch, speedcubing, staring contest and rock-paper-scissors tournaments will be organized (with no age limit). Organizers reserve the right to unite tournaments at the number of the registered participants less than 40. The A-H tournaments are held on the Swiss system of 9 rounds in each tournament, according to FIDE Rules of chess, except for tournament D where black make the first move. Time control in blitz tournaments – 5 minutes for a play with addition of 2 seconds for each move, starting with the first; time control in rapid tournaments: 10 minutes for a play with addition of 5 seconds for each move, starting with the first; time control in tournaments on classical chess – 30 minutes for a play with addition of 30 seconds for each move, starting with the first. In the tournament on chess problems solution L-N 1,5 hour is given to think it over. The tournament on giveaway chess P and bughouse K is played on the Swiss system in 6 rounds with time control of 5 minutes for a play. Tournaments on rapid checkers R-T are played on the Swiss system in 7 rounds with control of time of 5 minutes for a play. Chess quiz is held among teams of 2-6 players, not more than 3 adults in a team and minimum one child. The play is held in 7 rounds. U and V tournaments on arm-wrestling, and also tournaments on Chapaev, staring contest and rock-paper-scissors tournaments are played on the Swiss system in 5 rounds. Chess-to-touch tournament is played on the Swiss system in 3 rounds. Shooting with flash can be made only in the first five minutes after the beginning of each tour. Only players and judges can stay in a game zone, except for cases when the chief judge gives the permission. Anti-cheater management of FIDE (B.3.4 point) operates this tournament. 7. PRIZES Three winners are defined in each tournament among men (boys) and women (girls). In tournaments with the number of players of more than 150 the quantity of prizes increases to two and more. Winners in each tournament are awarded with valuable prizes, cups, medals and diplomas, prize-winners – with valuable prizes and diplomas. Special prizes and diplomas are set for the oldest and youngest participants of the Festival, in rapid tournaments for the best players of 2011, 2009, 2007 years of birth, veterans (players of 1958 year of birth and older), and also special prizes from our General partner PUE Knizhny Shkap. Awards for A-H tournaments will be given at the closing ceremony, all the others – just after the end of the tournament. Each participant of the Festival will receive a certificate of participation and a gift which he or she will be able to pick up personally only after the official closing ceremony of the Festival. 8.
