The Council for Development and Reconstruction (CDR) is acting as the executing agency on behalf of the GOL and its Council of Ministers (COM). The REP involves rehabilitation activities that are confined within the alignments of existing roads with no road widening, no involuntary resettlement, and no land acquisition. As such, the WB classified the REP as a category B project that require the preparation of an Environmental and Social Management Plan (ESMP) for its sub-components. Accordingly, a series of ESMPs were stipulated to be prepared for these roads and put together by CDR in packages for bidding purposes. In this context, CDR awarded the contract number 20379 to TEAM International, hereinafter referred to as the Consultant, to prepare the assessment, design and ESMPs for roads in the districts of Batroun, Bcharre, Koura, Tripoli, Baalbeck, and Hermel. This ESMP is concerned with roads within the Batroun district. PROJECT DESCRIPTION The REP consists of the rehabilitation, maintenance, and minor construction. Activities to be performed during the project vary between one road and the other, depending on the road rating in terms of the condition of the pavement, shoulders, potential flooding and drainage, potential landslide/soil erosion and retaining walls, and/or pedestrian walkways.

The Lebanese Government called upon the international community to scale up its support to help the Lebanese public entities in assuming their responsibilities which greatly outweighed humanitarian and rescue interventions and entailed significant develop- ment challenges. The Council for Development and Reconstruction (CDR) and the Ministry of Social Affairs endeavored to seek funding to finance development pro- grams and projects, as well as to integrate sectorial programs into plans and strategies aimed at addressing the negative impacts of the Syrian Cri- sis on Lebanon. On the other hand, the CDR continued to implement the previously sched- uled programs and to prepare for future projects. In 2014, new contracts were awarded across all sectors with emphasis on the water and wastewa- ter sectors.

    THERMAL STANDARD FOR BUILDINGS IN LEBANON 2010 For New Residential and Non-Residential Buildings Bulletin de l’Association Libanaise pour la Maitrise de l’Energie et l’Environnement PREFACE The TSBL 2010 has been developed by the Order of Engineers and Architects of Beirut and LIBNOR with the technical assistance of ECOTECH Engineering, the support of the French Agency for Environment and Energy Saving, ADEME and the Lebanese Association for Energy Saving and for Environment, ALMEE and the contribution of the Lebanese Green Building Council LGBC and the ASHRAE (Lebanese Chapter). A Guide to the Thermal insulation and summer comfort of buildings in Lebanon, NL68, was developed with the support of the CSTB – France in 1999. The Project of Energy Efficiency in Construction sector in Lebanon, PEEC (funded by French GEF, FFEM) and executed by ALMEE/ADEME performed a groundwork for development of a new thermal standard for buildings in Lebanon (1999 - 2004). The first thermal standard for buildings in Lebanon (2005) was developed under the project LEB/99/G35, funded by GEF and executed by UNDP/MPWT. FORWARD The technical contents and requirements of the “Thermal Standard for Buildings in Lebanon 2010, TSBL” are based on a variety of sources, in particular the “groundwork for development of a new thermal standard for buildings in Lebanon, PEEC 1999-2005”, “Thermal Standard for Buildings in Lebanon 2005”, ASHRAE/IES standard 90.1.2004, “French Thermal Regulation for Buildings, RT2005”, “Tunisian Thermal Regulation for Buildings, 2008”. Many sections of the TSBL 2010 are creative. An economic process with explicit economic criteria was used for determining appropriate levels of requirements, based on whole-building thermal energy targets.
