I am writing to inform you that Ms. Oppenheimer's investigations have been completed. The Investigator made the following findings: Appeal Investigation Based upon information obtained from previously unreachable individuals, the preponderance of the evidence supported a finding that Assemblymember Cristina Garcia, while in a state of inebriation, encountered Mr. Fieno in the dugout of the 20l4legislative softball game, grabbed his arm for support, put her hand on his back, and was overly familiar with him in a way that she would not have been had she been sober. However, a preponderance of the evidence did not support findings that Assemblymember Cristina Garcia touched Mr. Fierro on his buttock or genitals, or that this was a sexual encounter. Retaliation Complaints The preponderance of the evidence did not support a finding that Assemblymember Cristina Garcia interfered or attempted to interfere with Mr. Fieno obtaining business contracts with a school district. Please note that neither you nor Mr. Fieno are entitled to a copy of the Confidential Investigation Report and it is subject to the attorney-client privilege. It has been determined that the substantiated conduct in the first finding discussed above violates the Assembly's Policy Against Sexual Harassment. April 20, 2021 The Honorable Assembly Member Jordan Cunningham California State Assembly State Capitol, Suite #4012 Sacramento, CA 94249 Re: COVID-19 Assistance for Publicly Owned Water and Electric Customers Dear Assembly Member Cunningham: On behalf of City of Lompoc, we strongly urge the Legislature to allocate additional and dedicated funding in the amount of at least $1 billion for past-due public water/wastewater agency and publicly owned electric utility bills, which will provide significant relief for Californians as the state continues to grapple with the economic and personal effects of the COVID-19 pandemic. In California, there is a staggering amount of past due utility bills. As of November 2020, the State Water Resources Control Board estimated there is between $600 and $700 million in drinking water-related debt, and even more when including wastewater bills. In addition, there is more than $300 million in unpaid bills to publicly owned electric utilities. These mounting arrearages are negatively impacting communities across the state, and they are continuing to grow. The City of Lompoc has been significantly affected both in overall revenue loss and past due utility bills. We currently have $4,970,636 in past due utility accounts. In order to maintain operations, we have issued a moratorium on shutoffs for non-payment, and have also suspended late charges. There have been several efforts to date to provide utility bill relief to customers, including some funding from federal stimulus bills, but unfortunately these amounts continue to fall short of the overall need for utility debt. Further assistance is needed to help customers with their past-due water, wastewater and electric utility bills.

Atkins Speaker of the Assembly President pro Tempore of the Senate State Capitol, Room 219 State Capitol, Room 205 Sacramento, CA 95814 Sacramento, CA 95814 Dear Speaker Rendon and President Pro Tem Atkins, We respectfully request that the Legislature convene a joint, bi-partisan committee to hold oversight hearings regarding the Newsom Administration’s unwillingness to share COVID-19 data with the public. To regain the public’s trust, it is crucial that we share data with the public, including the formulas and calculations that are being used to guide the Governor’s decisions related to responding to the pandemic. This information is critical to understanding the reasons behind the abysmal vaccine rollout, as well as the seemingly-random issuance of stay-at-home orders and business closures. It is important to hold the Administration accountable when so many lives are at stake. During the Governor’s recent stay-at-home order, his Administration has yet to share the data relied upon to lift the order in the Greater Sacramento region, or information in the recent statewide lift, despite the fact that ICU capacity in some regions is far below the 15% threshold he established when he imposed the order. This has confused communities, counties and businesses, leaving them unprepared to take immediate action. The Administration’s justification that the data and modeling are too complicated is both inadequate and quite frankly, insulting. The public has the right to know what is behind his decision-making process. Specifically we believe the public has a right to the following information: Data, metrics, calculations, and formulas being used to make decisions regarding stay-at- home orders and vaccine distribution.

California Elections and Community College Measures November 2016 Election Round Up November 14, 2016 OVERVIEW While the election was last week, ballots are still being counted and final certified results are due to the Secretary of State for presidential electors on December 6, 2016, and for all other state contests on December 9, 2016. The Secretary of State will certify the statewide results by December 16, 2016. Until the results are certified, the outcome of close races may change from what is presented below. Focusing on results affecting California Community Colleges, the election provided mostly positive results including the passage of the statewide bond measure, Proposition 51, as well as a number of local bonds. Californians passed several tax measures including Proposition 55, which will continue to provide funding for education. Voters in San Francisco passed an extension of the parcel tax to help fund the City College of San Francisco as well as another local measure that increases the transfer tax rate for sales of residential and commercial properties. Proponents state, that with the passage of this measure, the City of San Francisco could provide free community college. Funds from this local measure will go to the City’s general fund; however, in July, the Board of Supervisors passed a resolution making the City College of San Francisco free for residents a top priority for the new revenue. If results hold in the State Assembly, the Democrats will have gained a supermajority with three seats switching party hands. However, this could change because one of those seats remains a close contest in Assembly District 55 and all three changes are needed for a supermajority.

Summary Each year, Alameda CTC adopts a Legislative Program to provide direction for its legislative and policy activities for the year. The purpose of the Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy. It is designed to be broad and flexible, allowing Alameda CTC to pursue legislative and administrative opportunities that may arise during the year, and to respond to political processes in the region as well as in Sacramento and Washington, D.C. AB 246, authored by Assembly Member Bill Quirk, deals with illegal dumping. RCRC is an association of thirty-seven rural California counties, and the RCRC Board of Directors is comprised of elected supervisors from each member county. Illegal dumping continues to be a serious problem in many parts of the state, especially in unincorporated rural areas. Local governments spend a considerable amount of money each year responding to and cleaning up illegally disposed waste. AB 246 allows the Contractors State License Board to take disciplinary action against a contractor for violating state or local laws prohibiting illegal dumping. AB 246 provides another important tool in the toolbox to discourage illegal dumping and punish those who violate state and local illegal dumping laws. Assembly District 1 CalChiro Recommendation: Brian Dahle (R) Republican Leader Brian Dahle, born in Redding, is a third-generation wheat farmer. Until his election to the Assembly in 2012, he served four terms on the Lassen County Board of Supervisors. Dahle's Lassen County farm was purchased by his grandparents in the 1940s and has remained in the family since then. When his parents retired, he and his wife, Megan, purchased the farm, which is now over 2,000 acres. They also operate and manage Big Valley Seed and Big Valley Nursery. Megan is a board member of the Big Valley Unified School District. They have three children. Assembly District 2 CalChiro Recommendation: Jim Wood (D) Jim Wood was elected to the Assembly in 2014. Before leaving for the Assembly, he was elected to the Healdsburg City Council in 2006 and served as a former member of the city’s planning commission. A family dentist who has maintained a practice in Cloverdale since 1987, Wood is a nationally recognized expert in forensic dentistry and has worked with law enforcement to solve cold cases. He is also the co-founder of the Healdsburg Green City Committee. He and his wife have one son. California Election Breakdown
California Election Breakdown As campaigning really gears up with less than two weeks until the election, CRA wanted to highlight some races below that our members may find interesting to watch. Additionally, there are more in-depth analyses of competitive races on the following pages. Though there are no projected changes for control of the state legislature, the Democrats are targeting plenty of vulnerable Republican incumbents in the state house where voter registration trends have changed in their favor, which include Assembly Districts 35, 36, 55, and 68 and Senate District 21, 29, and 37. The Republicans, in addition to holding on to their vulnerable seats, are targeting a couple vulnerable Democrats themselves in Assembly Districts 74 and 77. However, the most interesting race may be the one that takes place behind closed doors: Assembly leadership. The end of session fiasco showed some intraparty and interhouse tensions coming to a head with bills dying at midnight as behind the scene squabbles made their way to the floor. The Speaker also came under fire for a proxy voting decision he made, which made national news headlines. Additionally, there is a vacancy in the Assembly leadership with Assembly Majority Leader’s decision to not run for re-election. This will all likely happen outside the public view, but it is something to watch for after the General Election. The story is a little bit different for congressional races. Democrats rode a wave of national enthusiasm to pick up some seats in traditionally Republican strongholds, such as the Central Valley and Orange County.

Atkins Ken Cooley, Chair, Assembly Rules Committee Members of the Assembly and Senate Committees on Rules Members of the Joint Committee on Rules State Capitol Sacramento, California 95814 Dear Pro Tempore Atkins and Chair Cooley: Recent weeks have exposed frustration with the celebration of historical figures that governments have honored with official monuments. Much of that frustration has focused on glaring omissions in the historical narratives of these figures. Only select deeds have been spotlighted, contributing to inaccurate assessments of these individuals’ legacies. A more complete and honest appraisal would lead to greater understanding and more accurate context of our history. Conducting a more thoughtful, transparent review of our “heroes” is not about “denying history,” but rather about acknowledging the injustices and suffering they initiated and perpetuated. Such acknowledgement is critical to a full comprehension of those individuals designated as heroes and honored in monuments. Honesty and transparency will create increased awareness and understanding among everyone in our communities and take us toward a healing of the divisions so recently demonstrated. It is in this spirit that we request a pause in determining the future of the vandalized statue of Franciscan Friar Junipero Serra. California’s Native Americans suffered forced assimilation and servitude that included erosion of language, culture, and religion, as well as acts of violence and abuse under the mission system as founded by Serra. We understand the Joint Rules Committee is working with Legislative Counsel to draft an opinion on how to proceed with placement of the Serra statue on Capitol grounds.
