Press Release Blowout in Gas Well of Oil India Limited at Baghjan, Tinsukia District, 14 June 2020

Shri , Hon’ble Minister of Petroleum & Natural Gas & Steel along with Shri , Hon’ble Chief Minister of Assam, Shri Rameswar Teli, Minister of State for Ministry of Food Processing Industries, Shri Chandra Mohan Patowary, Hon’ble Minister of Industries & Commerce, Govt. of Assam, Shri Atul Bora, Minister of Agriculture and Veterinary, Govt. of Assam, Shri Prasanta Phukan, MLA , Shri Rituparna Baruah, MLA Lahowal, Shri Bhaskar Pegu, DC, Tinsukia, Shri Siladitya Chetia, SP, Tinsukia, Shri S C Mishra, CMD & Functional Directors of OIL with other dignitaries visited Baghjan today to take stock of thesituation at ground zero and the ongoing efforts being undertaken to cap the well.

Hon’ble Minister, Shri Pradhan visited the site and had detail discussion with the team from OIL & ONGC and experts from M/s Alert Disaster Control. After that he visited 3 relief camps and had a detailed interaction with the people and assured them that they will be adequately compensated for their losses and action will be taken on the people responsible for the incident. Honbl’e CM of Assam, Shri Sarbananda Sonowal also spoke with the people of the camps and assured them that all their concerns and grievances will be addressed by the Government.

Site Status/Fire Status in Well &Vicinity Environmental Impact Assessment in the vicinity of the area through a NABET accredited firm is inprogress.

Preparation for capping the Well A team comprising members from M/s Alert, ONGC & OIL CMT is at well site for assessment of site preparation for well controloperation. Connection of suction and delivery lines of two numbers of high discharge water pumps, to be used for well control operation, is completed. Commissioning of the pumps is inprogress. Filling of water in the first CMT water reservoir (3000KL) from Dangori River progress: 80%. Expected to be completedtoday. Digging/extension job of the second CMT water reservoir (Capacity 12000 KL) near kill pump area to accommodate more volume of water is in progress. Civil work for development of debris laydown area and Bunk house placement area is inprogress. Additional one number of water pump has been mobilized for water pump station created at Dangoririverbank. Joint inspection of equipment mobilised from ONGC- Sibsagar by one team from M/s Alert and ONGC CMT team is underway at OIL CMT Yard in Duliajan. Vehicle carrying equipment from ONGC-Rajahmundry is approaching Siliguri as per latest report receive at 10:00hrs. Loading of additional equipment being mobilized from ONGC–Rajamundry is underway and is expected to leave Rajahmundry towards eveningtoday.

Relief andRehabilitation Relief materials, viz. Bed sheet, Mosquito Net, Mattress, Sanitary kit, Hygiene kits for women were distributed by OIL in 8 nos. of relief camps and distribution for the rest of the camps are in progress. The sanitary napkins, hygiene kits, baby care kits & disinfectants were distributed under OIL’s CSR Project Arogya. Besides distribution, awareness on health for all with special focus on menstrual hygiene and hygiene of babies was carried out by the OIL CSR team. OIL officials assigned to each of the relief camps are closely monitoring all activities related to the camps, viz. food, lodging, lighting, hygiene, toilet, drinking water and medical requirements with the help of District Administration and Local Organisations/Associations.

Impact on Oil Production  Due to agitation programs, there was production loss of 509 MT of Crude Oil from 28 nos. of oil wells and 0.65 MMSCM of Natural Gas from 4 nos. of gas wells and 26 nos. of associated gas wells as reported on 13-06- 2020.
