    Advocacy Brief February 2019 New Legislators in 2019-20 State Legislature 2019 -21 State Budget Process & Update Fifteen new legislators joined the legislature for the Wisconsin operates on a biennial budget that includes 2019-20 session (14 in the Assembly and one in the funding for a two year period, from July of an odd Senate) and three legislators who served in the numbered year through June of the next odd- Assembly last session were elected to serve in the numbered year. The process for the July 1, 2019 - Senate beginning in 2019. The new legislators are: June 30, 2021 budget began last fall when state Senate agencies were required to submit their budget *Senator Jeff Smith (D-31) requests to the Governor. The election of a new #Senator Kathy Bernier (R-23) Governor meant a new administration and new #Senator Andre Jacque (R-1) priorities, so the budget process began anew in #Senator Dale Kooyenga (R-5) January 2019. Last week, it was announced that Tourism Secretary-designee Sara Meaney had resigned to take a position outside of state government. Before the pandemic hit, Wisconsin’s tourism industry continued to grow to record levels, reaching an economic impact of over $22 billion. Unfortunately, things have changed, dramatically. In Wisconsin, tourism has been one of the hardest hit industries by the pandemic. With estimates reaching a potential loss of $10 billion, tourism in Wisconsin has been ravaged by the fallout from the fight against Covid-19. Businesses have had to close temporarily or permanently. Employees in the hospitality industry have lost their jobs at an alarming rate, making up over 41% of our current unemployed workforce. At the height of the pandemic in April, over 163,000 tourism employees were out of work. While things have gotten better, there continues to be 74,000 less employees in our leisure and hospitality sector this October compared to October of 2019. Many of those jobs will never return. With this in mind, it is now more important than ever that our next secretary has a strong background in tourism. While a marketing background was useful when things were going well, we need someone with first-hand knowledge of the industry to deal with the challenges ahead. The department will need a strong voice to help guide the expected rebound that we are all hoping for next summer.

The Wisconsin Electorate History of the Suffrage. When Wisconsin became a state in 1848, suffrage (the right to vote) was restricted to white or Indian males who were citizens of the United States or white male im- migrants in the process of being naturalized. To be eligible to vote, these men had to be at least 21 years of age and Wisconsin residents for at least one year preceding the election. Wisconsin extended suffrage to male “colored persons” in a constitutional referendum held in November 1849. In 1908, the Wisconsin Constitution was amended to require that voters had to be citizens of the United States. Women’s suffrage came with the 19th Amendment to the U.S. Constitution in 1920. (Wisconsin was one of the first states in the nation to ratify this amendment, on June 10, 1919.) The most recent major suffrage change was to lower the voting age from 21 to 18 years of age. This was accomplished by the 26th Amendment to the U.S. Constitution, which was ratified by the states in July 1971. Size of the Electorate. Based on information from the Department of Administration, it is estimated that in January 2014 there were about 4,416,501 potential voters 18 years of age and older. According to the Government Accountability Board, an estimated 54.8% of eligible vot- ers cast 2,422,040 ballots in the 2014 gubernatorial election.
